Between 1979 and 2009 Tangentyere was an Indigenous Community Housing Organisation managing Housing on behalf of the Town Camp Associations. In 2009, these Associations entered into Alice Springs Living Area Subleases (Subleases) with the Commonwealth (to avoid the compulsory acquisition of their head leases in perpetuity). The Subleases provided a mechanism for housing upgrades and for Housing Management Agreements between the Commonwealth and NT Government. Since 2010 the NT Government has been the Housing Authority/Landlord for Town Camp Housing which has been managed a Public Housing. During this period Tangentyere and its Subsidiary, Tangentyere Constructions and Related Party, Community Housing Central Australia have continued to deliver Housing Related Services under contract from the NT Government.

In 2020, Tangentyere and the NT Government executed a Local Decision-Making Agreement (LDM) for the Town Camps. This LDM Agreement has provided a pathway for the Transfer of Town Camp Leases and Housing back from Public Housing to Community Housing. The operationalisation of this work is now underpinned by Transitional Tripartite Housing Management Agreements between the Commonwealth, NT Government and Tangentyere.

The development of a Community Housing Model is on track for implementation to coincide with the expiration of the Transitional Housing Management Agreements on the 30 June 2025.

The role of the Housing Manager is to identify, develop and operationalise the capacity and capability of Tangentyere to undertake all the functions of the Landlord for the Town Camps under the proposed Tangentyere Town Camp- Community Housing Model.

This role will work closely with Community Housing Central Australia (CHCA) as Housing Management Contractor to ensure Tangentyere operations and contract management complement the work of CHCA as National Regulatory System for Community Housing Standards (NRSCH) Community Housing Provider. The Housing Manager role is critical for the realisation of the Tangentyere Town Camp- Community Housing Model.
