Payroll Systems Administrator

The organisation:
The Uniting Church in Australia (the Church) is a large uniquely Australian Christian denomination in Australia with heritage from historical reformed evangelical denominations. In Queensland, the Uniting Church has around 250 congregations and has early childhood, schools, colleges and large community services (such as Uniting Care Queensland and Wesley Mission Queensland).

Position purpose:
The purpose of this project role is to oversee the management, configuration, and continuous enhancement of the payroll and HRIS systems, ensuring seamless functionality, data accuracy and business requirements for Uniting Early Learning. The position works to optimise these systems to support efficient workforce operations and data-driven decision-making.

Key responsibilities:
  • The extraction, transformation, and loading of data assets, to enable compliance and regulatory reporting at the earliest opportunity.
  • Identify and implement data solutions within already established systems that will capture and report on employee data, including but not limited to information for the benefit of reporting on compliance.
  • Gather and analyse user requirements to understand system needs.
  • Design and document system specifications and workflows.
  • Evaluate existing systems for improvements and recommend enhancements.
  • Troubleshoot and resolve issues, identifying root causes, and proposing solutions.
  • Provide user training and support during system implementations.
  • Document system processes, changes, and user guides.
  • Ensure systems meet security and compliance standards.
  • Participate in cross-functional teams for system integration projects.
  • Monitor system performance and propose optimisations as needed.
  • Continuously identify opportunities to enhance system efficiency and effectiveness.
  • Liaise and engage in effective communication with internal and external stakeholders or project members, including problem solving and negotiation skills to achieve project results.
  • Maintain an in-depth understanding of all culture elements and values. Embody and continually demonstrate the value-based behaviours by setting a clear clean and consistent example for others.
  • Model the values of the Uniting Church in Australia, Queensland Synod in day-to-day work including interactions with managers, lay staff, ministry agents, clients and stakeholders.
  • Compliance with Queensland Synod policies, procedures and relevant legislation.
  • Comply with Health and Safety directions and Public Health directions.
  • Undertake other duties as and when directed within the scope of the role and the capabilities of the incumbent.
Selection criteria:

Experience and skills:
  • A commitment to, and understanding of, the ethos of the Uniting Church in Australia (for a fuller understanding of the ethos of the church, refer to The Basis of Union).
  • Demonstrated experience in a general human resource position, preferably in the child care industry.
  • Data management and storage experience, and demonstrable skill sets in other projects involving the capture, validation and load of large volumes of reference and transactional data.
  • Intermediate experience with the Microsoft suite of products, including Word and Teams.
  • Intermediate experience with Microsoft Share Point.
  • Previous experience with a HRIS or Payroll system (Kronos is advantageous).
  • Previous experience in business process analysis.


Additional requirements:
  • The successful applicant must be eligible to legally work in Australia and proof of eligibility may be requested.
  • Behave in accordance with the values of the Office of the Synod.

Key performance indicators:
  • Ensure that compliance and operational processes controls are in place, using single source data that highlight non-compliant or exceptions to process.
  • Comply with delegations of the Synod Office where delegations have been permanently or temporarily assigned to the position.
  • Maintain alignment with the Synod Office purpose, culture and values (values referenced under additional requirements).


Reporting relationship and delegations:
  • This position reports to the Payroll Manager
  • This position has no direct reports.
