Organisational Overview
The Teachers Registration Board (the TRB) is established under the Teachers Registration and Standards Act 2004 (the Act) and the Teachers Registration and Standards Regulations 2021 (the Regulations) to regulate the teaching profession. The object of the Act is, in the public interest, to maintain a teacher registration system and professional standards for teachers to ensure its members are competent, fit and proper to have the care of children.
The TRB is an independent statutory authority, with a dynamic, integrated operating environment of staff less than 32 persons, with flexible leadership and a practical focus on day-to-day implementation, where advancing teacher suitability requires both a cross agency and team approach between TRB groups.
The TRB employs its own staff and is a public sector agency under the Public Sector Act 2009. The TRB has entered into an Administrative Agreement with the Commissioner for Public Sector Employment (the Commissioner) and complies with the Commissioner's Determinations, Guidelines, and the Code of Ethics for the South Australian Public Sector. The TRB adheres to Work Health and Safety requirements, equal opportunity principles and public sector principles. The TRB are committed to creating a diverse workgroup.
The South Australian Public Sector Salaried Employees Interim Award and the South Australian Public Sector Enterprise Agreement: Salaried 2021 governs the employment conditions of the TRB.
The functions of the TRB include:
- to administer the provisions of this Act for the regulation of the teaching profession;
- to promote the teaching profession, and to promote and implement professional standards for teachers;
- to accredit initial teacher education programs;
- to develop and maintain codes of conduct for registered teachers and persons granted a
- special authority to teach under the Act;
- to undertake or support reviews of research and data collection relating to the teaching profession;
- to recognise quality teaching and leadership in the teaching profession;
- to confer and collaborate with teacher employers, the teaching profession, teacher unions or other organisations and other bodies and persons with respect to requirements for teacher registration and professional and other standards for teachers;
- to confer and collaborate with other teacher regulatory authorities to ensure effective national exchange of information and promote uniformity and consistency in the regulation of the teaching profession within Australia and New Zealand;
- to keep the teaching profession, professional standards for teachers and other measures for the regulation of the profession under review and to introduce change or provide advice to the Minister as appropriate.
- In undertaking its functions, the TRB has the welfare and best interests of children as its paramount consideration.
Job Description:
The ICT Security Analyst is accountable to the Head of ICT for:
- The provision of a lead role for infrastructure and cyber security.
- The technical implementation of the recommendations of the TRB Cyber Security Assessment which involves contributing to the development, implementation and continuous improvement of information security policies, procedures, processes and security tools required to comply with the South Australian Cyber Security Framework (SACSF).
- The provision of professional ICT security-related advice and support across the TRB and management of security operations and system events and their reporting.
- Reports to the Head of ICT
- Liaises closely with TRB ICT project officers to ensure solution designs incorporate appropriate security controls and meet relevant standards.
- Builds close working relationships with all TRB staff to ensure security controls are applied in accordance with the SACSF and TRB policies.
- Builds close working relationships with external ICT Security providers to ensure service levels are met and appropriate controls are in place to secure TRB assets
- Engages with the broader cyber security community through interest groups, and across government working groups.
ICT Systems, planning and execution
Provide technical guidance across the TRB by:
- Overseeing the implementation and ongoing assurance of the recommendations from the TRB Cyber Security Assessment in collaboration with TRB business units.
- Ensuring security standards and controls are maintained to the required levels to conform to the SACSF and relevant regulatory requirements.
- Proactively managing and monitoring security threats, breaches and security incidents across the TRB, ensuring timely remedial action is taken to recover and prevent re occurrence, including incident reporting, recording and monitoring.
- Executing authorised penetration tests, vulnerability assessments, security audits, compliance reviews and other security assurance activities defined in the SACSF. Report the outcomes to the Head of ICT and initiate and manage remedial activity.
- Undertaking, or participating in, investigations into activities that breach security standards and policies.
- Contribute to the provision of quality technical and consultancy services to the TRB and oversee ICT security projects by:
- Providing ICT security advice and technical expertise to the TRB ICT team with regards to security practices required to implement and introduce new services, including change processes relating to existing services.
- Providing responsive, high-quality advice on information security practices to internal ICT staff and other business units to enable them to meet their obligations to protect TRB information assets.
- Undertaking the revision of change requests for security impacts and compliance and contribute to problem management activities with security implications.
- Providing ICT security advice on projects.
- Maintaining a strong awareness of current cyber security trends, including a current understanding of emerging security threat s; monitoring a range of industry information sources and networks, and initiating appropriate activities to protect TRB assets.
- Undertaking research and evaluating emerging security technologies for suitability within the TRB.
- Developing close working relationships with TRB ICT staff, ensuring their security administration responsibilities are effectively executed and systematically monitored.
- Facilitating the ongoing education of staff on ICT security policy, good practice, and current threats, fostering a keen awareness of security risks.
- Ensuring TRB staff are informed, understand, and comply with agency and whole of government ICT policies and standards.
- Developing, mentoring, training, and championing ICT quality, security and risk processes, standards, templates, tools, and techniques.
Contribute to the development and maintenance of ICT security documentation and reporting by:
- Contributing to the development, implementation and maintenance of cyber security policies, standards, processes, templates, tools and techniques that are aligned with the SACSF and TRB business
- Ensuring ICT security support documentation is developed and maintained. This includes identifying and addressing system risk exposures and producing baseline documentation compliant with relevant standards.
- Ensuring regular cyber security reviews are conducted and documented for TRB's information
- Performing compliance reviews and predefined security monitoring tasks and generating management reports, ensuring accurate and timely reporting of IT security performance is developed and maintained.
- Reporting and communicating ICT security events are managed appropriately and in a timely manner reported in line with TRB procedures.
- Ensuring cost effective technical solutions are developed, documented, implemented and communicated in a timely manner in liaison with external service providers.
Contribute to the effective risk, audit and compliance activities of Information and Technology by:
- Ensuring ICT risk, audit and compliance activities relating to security matters are recorded centrally, appropriately managed and resolved within agreed timeframes in consultation with the Head of
- Liaising with internal and external auditors to successfully complete audit assignments with minimal impact on staff and operational activities.
- Facilitating the timely follow-up of outstanding risk treatment plans and agreed audit actions.
- Undertaking the regular and timely updating of risk registers and agreed audit action plans.
Qualifications
An appropriate degree level qualification in Information Technology Security or other relevant industry specific, or equivalent substantial industry experience
