Organisational Overview
The Teachers Registration Board (the TRB) is established under the Teachers Registration and Standards Act 2004 (the Act) and the Teachers Registration and Standards Regulations 2021 (the Regulations) to regulate the teaching profession. The object of the Act is, in the public interest, to maintain a teacher registration system and professional standards for teachers to ensure its members are competent, fit and proper to have the care of children.
The TRB is an independent statutory authority, with a dynamic, integrated operating environment of staff less than 32 persons, with flexible leadership and a practical focus on day-to-day implementation, where advancing teacher suitability requires both a cross agency and team approach between TRB groups.
The TRB employs its own staff and is a public sector agency under the Public Sector Act 2009. The TRB has entered into an Administrative Agreement with the Commissioner for Public Sector Employment (the Commissioner) and complies with the Commissioner 's Determinations, Guidelines and the Code of Ethics for the South Australian Public Sector. The TRB adheres to Work Health and Safety requirements, equal opportunity principles and public sector principles. The TRB are committed to creating a diverse workgroup.
The South Australian Public Sector Salaried Employees Interim Award and the South Australian Public Sector Enterprise Agreement: Salaried 2021 governs the employment conditions of the TRB.
The functions of the TRB include:
  • to administer the provisions of this Act for the regulation of the teaching profession ;
  • to promote the teaching profession, and to promote and implement professional standards for teachers;
  • to accredit initial teacher education programs;
  • to develop and maintain codes of conduct for registered teachers and persons granted a special authority to teach under the Act;
  • to undertake or support reviews of research and data collection relating to the teaching profession;
  • to recognise quality teaching and leadership in the teaching profession.
  • to confer and collaborate with teacher employers, the teaching profession, teacher unions or other organisations and other bodies and persons with respect to requirements for teacher registration and professional and other standards for teachers;
  • to confer and collaborate with other teacher regulatory authorities to ensure effective national exchange of information and promote uniformity and consistency in the regulation of the teaching profession within Australia and New Zealand;
  • to keep the teaching profession, professional standards for teachers and other measures for the regulation of the profession under review and to introduce change or provide advice to the Minister as appropriate.
  • In undertaking its functions, the TRB has the welfare and best interests of children as its paramount consideration.


KEY RESPONSIBILITIES
CRM Management
Provide expert technical knowledge and advice across ICT systems to enable TRB productivity to be maintained.
  • Oversee system operational tasks related to business applications, including documenting the functionality of core business applications, integrations and processes to contribute to a centralised knowledge management
  • Responsibility as the System Specialist for the TRB's bespoke Registration Database and CRM system including facilitating enhancements, bug fixes, training and support to users and system security.
  • Collaborating with the Head of ICT in full-life cycle planning and development with respect to the TRB's bespoke Registration Database and CRM system.
  • Lead the development and implementation of CRM planning objectives for software solutions including:planning, strategising and investigating the feasibility of further integration of TRB systems and formulating briefings/business cases for the development and implementation of new ICT solutions or enhancement of applications.
  • developing, managing and reporting on CRM project plans that have a prominent level of impact across the
  • developing, maintaining, and enhancing applications using the Microsoft technology stack, with a focus on .NET Full Stack development
  • facilitating the implementation and maintenance of robust, scalable and high performance code while assuring adherence to coding standards and best practices
  • collaborating with cross-functional teams and external vendors to design and implement software solutions that align with business working extensively with legacy MS Dynamics 365 CRM systems, ensuring effective customisation, configuration, and integration.
  • Assist the Head of ICT with strategic planning for ICT CRM systems across the agency including IT software solutions, providing recommendations as appropriate.
Collaborate with a range of stakeholders to gather and analyse requirements, translating into technical specifications that will meet agency requirements and strive towards continuous continuous improvement.
Business Initiatives and Compliance
  • Ensure operational ICT CRM systems meet defined requirements for government compliance and communication protocols and the TRB have appropriate policies and procedures in
  • Research data to stay updated with contemporary programming trends, methodologies, and emerging technologies to continuously improve and enhance systems.
  • Provide expert guidance and specialist CRM technical advice in system analysis, investigation, and troubleshooting to ensure timely resolution of complex software systems and smooth application functionality.
  • Reviewing code to make sure it complies with quality, security, and established standards.
  • Design and implement data models, database schemas and queries to support application functionality.
  • Develop, implement, and provide documentation including technical specifications, appropriate user guides and training, and test plans.
Advice and Expertise
  • Provide CRM specialist advice to management on a range of ICT issues.
  • Collaborate with the IT Security team to ensuring implementation and maintenance of security measures in CRM applications.
  • Represent the TRB on working parties and/or committees and liaise with government and non-government organisations as required.
  • Prepare documentation for publication to external stakeholders as required using a high level of writing skills and business analysis.

ESSENTIAL MINIMUM REQUIREMENTS
Qualifications
  • An appropriate degree in Computer Science, Information Technology, or a related field or equivalent industry experience.
Communication and Interpersonal Skills
  • Proven high level communication and consultancy skills including the ability to communicate effectively, succinctly, and accurately, both orally and in writing, and convey technical information clearly.
  • Proven experience in establishing effective working relationships with external vendors, clarifying expectations, and managing SLAs.
Organisational Skills
  • Experience in identifying operational and system enhancement opportunities and determine requirements for applications and technology
  • Exhibit significant initiative and judgement in project management including prioritising tasks and managing time effectively to deliver solutions under broad direction.
  • Ability to promote changes using technology to address emerging organisational requirements.
Technical Skills
  • Demonstrated experience and knowledge with CRM systems, including MS Dynamics 365 CRM or other large CRM, including customisation, configuration, and
  • Significant problem-solving skills and the ability to troubleshoot and formulate solutions to complex issues in the context of CRM
  • Extensive experience with API integration and web
  • Solid understanding of contemporary programming trends, methodologies and best practices, development tools and application life
  • Good knowledge of source and version control tools and continuous delivery
  • Familiarity with modern front-end frameworks and back-end
  • Understanding of database architecture concepts and challenges with data
  • Proven experience with public cloud services.
  • Knowledge of policies and principles relating to equal employment opportunity programs and Work Health and Safety.
DESIRABLE CHARACTERISTICS
Attributes/Experience
  • Microsoft Certifications related to .NET development with proven experience as a .NET Full Stack Developer with a focus on Microsoft technologies.
  • Experience with Salesforce, Oracle or any large CRM deployment and/or support.
  • Experience in Java and Web applications.Knowledge of application development practices and tools.
