The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.

Currently, the office of the SR/CTHB implements an Extra-budgetary project on “Combating trafficking in human beings: sustaining multi-agency collaboration through national simulation based training exercises” which aims to enhance the capacity of OSCE participating States and Partners for Co-operation to effectively investigate and prosecute trafficking in human beings and to promptly identify and assist presumed victims of human trafficking by promoting a multiagency, victim-centred and human rights-based approach.

Tasks and Responsibilities:


Under the supervision of Programme and Capacity Building Officer (Project Manager), the successful candidate will support the implementation of the Extra-budgetary project and be tasked with the following duties:

  • Supporting project implementation through all steps of the project cycle, by assisting in needs analysis and formulation of project outcomes, outputs and activities, including forecasting of budgets, implementing project activities through participation in the selection and oversight of consultants, implementing partners and vendors;
  • Assisting with the preparation of the necessary documentation and correspondence and following of the necessary procedures with regards to contracting experts and consultants for the Ex B project activities by drafting terms of reference, raising Purchase Requisitions in the OSCE system, researching for suitable candidates, examining the files of candidates, drafting selection reports, etc;
  • Describing and presenting progress of ongoing project activities, investigating designated project outputs, discussing findings with supervisor to identify implications for the work of the unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification and problem resolution; maintaining institutional memory or other documentation systems to record programme and project history and ongoing activities;
  • Assisting with public relations and communications regarding the Ex B project by preparing press releases, presentations, speeches, statements, newsletters, media articles, responses to requests from media, content for OSR/CTHB social media platforms, by liaising with the relevant OSCE departments, by disseminating information about the project to interested parties, by monitoring internal and external media for information about the Ex B project, by preparing and managing media events;
  • Assisting with fundraising activities for the Ex B project by preparing correspondence for delegations to the OSCE requesting funding, preparing and attending meetings with donors and OSCE departments involved in fundraising for OSCE projects, preparing presentations, one-pagers and other visual materials regarding the project and funding needs, liaising with other OSCE departments involved in fundraising for OSCE projects, etc;
  • Conducting thematic and geographical research on topics related to the Ex B project by analyzing internal and external resources, discussing with experts and organizations knowledgeable on the topic, and using other relevant methods in this regard.

Necessary Qualifications:

  • Second-level university degree in international relations, law, political sciences, human rights, public policy, public administration or another related field. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree;
  • A minimum of one year of professional experience in the field of trafficking in human beings or human rights within an international/multilateral context with a relevant second-level university degree. A minimum of two years of professional experience in the field of trafficking in human beings or human rights within an international/multilateral context will be accepted with a relevant first-level university degree;
  • Demonstrated experience in project management and implementation of complex projects;
  • Demonstrated experience in implementing training and capacity building events;
  • Professional fluency in English; knowledge of other OSCE languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Digital literacy literate and proficiency in using Microsoft applications (Outlook, Word, Excel and Power Point) and the Internet.

Remuneration Package:

Monthly remuneration is around EUR 4,800, with the actual monthly salary depending on post adjustment. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is 7 years.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
