Organizational Setting
The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.
The Programme and Budget Section plans, coordinates and supervises the timely and accurate preparation of the IAEA's programme and budget documents, ensuring innovative financial policies and strategies and a results-based approach, as well as monitoring the day-to-day implementation of the budget so as to promote effective and efficient use of resources.
Main Purpose
The Financial Verification Officer supports the Section Head, Programme and Budget, and the Director MTBF in the regular review of the implementation of the Organization’s cost recovery policy and its processes, focusing on Extrabudgetary funds; regular compliance checks and verifications; provision of on-going advice for programme managers, support staff and internal service providers and creation, regular update and maintenance of a centralized database for outputs of cost recovery processes (e.g. calculating and establishing service fees).
Role
The Financial Verification Officer is: (1) an expert, providing advice to the management team, programmes managers, support staff and internal service providers and (2) a coordinator, implementing an organisation-wide cost recovery policy, as well as other initiatives needed to enhance the management of extrabudgetary funds at the IAEA and ensuring compliance checks and verifications.
Functions / Key Results Expected
Implement a fit-for-purpose Agency-wide cost recovery system, based on best practice.
Develop and roll out implementation of cost recovery procedures, tools, standard price lists, standard service fees, cost accounting systems and IT system requirements.
Carry out regular compliance checks and verifications of processes and transactions related to cost recovery implementation.
Assess risks related to full cost recovery implementation, maintain risk logs and ensure that control measures are in place and working effectively.
Carry out advisory services and training activities on cost recovery; produce training materials and deliver presentations, and provide advise as required.
Coordinate and develop effective communication with internal and external stakeholders such as programme and administrative managers and delegations and other UN system organisations as required.
Monitor the roll-out of the cost recovery policy and its components, to ensure controlled and harmonised implementation across the house.
Perform analysis and oversight on key financial metrics.
Perform any other financial-related duties as required.
Competencies and Expertise

Qualifications, Experience and Language skills
- Advanced university degree in financial management, public or business administration, accounting or a related field.
- A first level university degree with two years of additional relevant work experience may be accepted in lieu of the Advanced University Degree.
- A minimum of seven (7) years of progressively responsible experience in financial management and advisory services, preferably in an international organization or a public sector.
- At least five (5) years of experience in financial and budgetary procedures and techniques.
- Hands-on experience in internal control and financial management functions.
- Experience in drafting clear, concise and accurate documents and reports, setting out facts, analysis and conclusions.
- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 46318*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance. Appointment information
- Appointment is subject to a satisfactory medical report.
- Staff members may be assigned to any location.
- Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.
