Please note that this is a position proposed for a downgrade from G5 to G4 in the UB 2025, therefore the appointment will be made at a G4 level. This vacancy reflects the envisaged responsibilities at the G4 level.
The OSCE has a co-operative and comprehensive approach to security that encompasses politico-military, economic and environmental, and human dimension aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, freedom of media, protection of national minorities, democratization, rule of law, policing strategies, border management, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically, but not legally binding basis.
The OSCE Secretariat in Vienna assists the Chairmanship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.
The Department of Human Resources (DHR) ensures that the OSCE benefits from a capable and committed workforce that delivers on the security priorities of participating States. DHR provides a range of human resources services throughout the OSCE and is responsible for the development and review of human resources policies.
Talent Development, as part of the Department of Human Resources, is responsible for developing, implementing and updating the learning and development aspects of the DHR strategy with a view of it staying relevant to the evolving needs of the Organization. The Unit ensures coherent and consistent planning and delivery of learning and development services across DHR, the Secretariat, and the OSCE. Talent development activities include facilitation of leadership development and other programmes, campaigns on values-related culture-shaping topics, acquisition and development of e-learning, activities that enable staff to learn from each other, and innovative ways to support internal communication such as podcasts. Talent development is also responsible for the performance management process and supports team effectiveness through tailored support.
Tasks and Responsibilities:
Under the overall supervision of the Talent Development Officer, the successful candidate will be tasked with the following duties:
- Assisting in the planning and implementation of training programs, involving among other things, gathering information, preparing outlines, scheduling and supporting sessions;
- Contributing to identifying staff learning needs by distributing surveys, facilitating interviews, compiling data, and assisting in the preparation of reports that recommend appropriate learning interventions;
- Co-ordinating the logistical aspects of learning events, including booking venues, arranging necessary equipment, co-ordinating participant schedules, and ensuring that all learning materials are prepared and distributed in advance and that any technical requirements are met;
- Revising training materials to ensure they are up-to-date and relevant, including formatting documents, visual aids and presentation material, and proofreading content;
- Maintaining accurate records of learning activities, updating databases and learning calendars, and tracking attendance and completion rates;
- Performing other related tasks as required.

Necessary Qualifications:
- Completed secondary education; training in talent development, learning/teaching/education methods or similar is an asset;
- A minimum of three years of experience in talent development, human resources, or similar;
- Experience in supporting training delivery and co-ordination of learning events;
- Knowledge of modern learning and development approaches, methods and techniques;
- Ability to extract and format data and to solve operational problems;
- Ability to organize own work, set priorities and meet deadlines;
- Understanding of office procedures and practices of multicultural organizations;
- Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of one or more of the official OSCE languages is an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Computer literate with practical experience using Microsoft applications; experience with an ERP software is an asset.
Remuneration Package:
Monthly remuneration, subject to social security deduction, is EUR 4,000 (12 times a year). OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that for this position the OSCE does not reimburse expenses such as travel in connection with interviews, tests, visas and relocation.
Please be aware that the OSCE does not request payment at any stage of the application and review process.
The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
