Recreation Specialist (Recreation Program)

Duties
Develops a comprehensive Recreation program that includes organizing, scheduling publicizing, implementing and evaluating both recurring and non-recurring activities. Requires innovative approaches and major adaptations because of a combination of such factor as: limitations in available funds; use of various facilities; volunteers and instructors needed to conduct programs; diverse range of leisure interests; and needs of the large
community served; and a variety of interests and activities which substantially exceed basic program requirements. Program elements include but are not limited to:
- TRIPS-Local and overnight trips to provide opportunities for leisure travel, sightseeing and attending social and sporting events.
- OUTDOOR RECREATION-To educate and acquaint individuals to explore leisure interest.
- LEISURE SKILL ACTIVITIES-Structured classes and programs to learn basic recreation skills and to explore leisure interest.
- SOCIAL ACTIVITIES-A program to foster development among an individual and his/her peers. Includes special events such as picnics, parties, holiday activities, concerts and other social events.
- SPECIAL ENTERTAINMENT -Coordinate logistics required for successful visitation from a high volume of VIP's and special guest with Armed Forces
Entertainment, Navy Entertainment, USO, and NSA Bahrain. Manage the day of efforts required for special guest visits to the Isa Air Base.
- MOVIE THEATER -Manage the successful operation of the complete theater program to include ticket sales, concession sales, cash handling, movie scheduling, and operation of state-of-the-art cinema viewing hardware.
Maintains a high level of visibility with unaccompanied single personnel through innovative methods of outreach. Visits workspaces and other populated areas to promote current events and activities.
Manages and conducts day-to-day operations of the Liberty/Recreation Center. Responsible for the supervision of the Liberty/Recreation Center staff, procurement, issuance and maintenance of all equipment, and keeps all programs current with outside trends. As required, opens and closes the center. Ensures compliance with safety, fire and security regulations.
Responsible for the supervision of the Recreation Program staff comprised of Third Country National (TCN) employees. Responsible for the procurement, issuance and maintenance of all equipment, and keeps all programs current with outside trends. Must demonstrate strong leadership skills and ability to perform with limited supervision.
Communicates promotional material requirements and pertinent information to the MWR Marketing staff for inclusion in the MWR marketing efforts. Evaluates program effectiveness through participation feedback and adapts programs to meet patron needs within financial, personnel and other resource constraints.
Coordinates and maintains a representative "team" of single personnel to develop and communicate program needs. Coordinates activities with other MWR activities and local community program representatives in the area. Ability to coordinate and work with volunteers.
Prepares appropriated and non-appropriated funds program operating budget requirements for submission to MWR Site Manager. Determines supplies, equipment and other resource requirements for submission to MWR Site Manager. Determines supplies, equipment and other resource requirements to conduct the Liberty program, the most cost-effective supplier(s) and submits recommendations and purchase requests. Maintain internal controls over program supplies and equipment.

Requirements
Conditions of Employment
- Overnight travel may be required for trips.
- Must possess or be able to obtain a Secret Security Clearance.
- Must possess valid driver's license.
Qualifications
Knowledge of the principles. techniques and methods of procedures used in organizing planning administering and conducting leisure time activities.
Knowledge of the entire scope of activities and their suitability for individuals, groups, ages and interest.
Ability to evaluate the participation response to activities and programs, and evaluate the extent, to which programs are meeting their goals, objectives, interest, and needs.
Communication skills necessary to work with the target age group of single military personnel, advisory groups and local community program representatives and vendors. Ability to market the program and motivate eligible participants.
Maintain certification of First Aid and cardiopulmonary resuscitation (CPR).
Knowledge of computers required. Experience with Microsoft Outlook, Excel, Word, and Explorer is preferred.

Special Requirements: This is an 18-month (unaccompanied) or 24-month (accompanied) tour located in Manama, Bahrain.
