Summary:
The work schedule for this position is Full Time (38 hours per week)

Duties

The Agricultural Assistant is responsible for representing the U.S. Department of Agriculture (USDA) Foreign Agricultural Service (FAS) at the U.S. Mission to the EU (USEU) in Brussels, Belgium. Responsibilities include supporting event preparation and management, preparing reports involving data collection and analysis of agricultural trade and production statistics, identifying and resolving trade problems, managing budgets for activities, handling visits and communications with stakeholders, and performing other administrative tasks. The incumbent maintains relationships with a range of stakeholders, including technical and policy level government officials, industry representatives, international organizations, and trade associations to exchange information and cooperate on trade and agricultural matters.

In coordination with the Agricultural Counselor, Senior Agricultural Attaché, and Agricultural Attaché, the incumbent also:


  • Researches, analyzes, and prepares required and voluntary commodity and trade reports, in accordance with requirements set in the FAS reporting schedule.

  • Independently collects, develops, and analyzes a large set of complex information related to production and trade of agricultural products and issues. Uses information to contribute to the preparation of complex reports done by the Senior Agricultural Attaché and Agricultural Attaché.

  • Participates in the formulation of USG policy, plans, and statements in coordination with other FAS personnel.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Three years of work experience required in one or more fields of agricultural economics, commodity trade, program/budget management, and marketing analysis/research that includes analysis and report writing.

JOB KNOWLEDGE: Some understanding of the Foreign Agricultural Service programs and overseas activities necessary to fully carry out the duties of the position.

Education Requirements:
Bachelor’s degree with a specialty in Agricultural Economics, Food and Agricultural Marketing, Agriculture, Accounting or Business Administration, Communications, Public Affairs, International Relations, Political Science and Economics is required.
Evaluations:
LANGUAGE: Fluency in English. This may be tested.

SKILLS AND ABILITIES: Tact in dealing with the public. Able to carry out assigned duties with a minimum of supervision. Able to operate computer, enter and retrieve data using basic spreadsheet and data management programs.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
