Regional Restrictive Measures Adviser

In consultation with EURASIA Region ,ICRC/HQ relevant services and delegations concerned (in particular in Western Europe) , the RRMA maternity cover helps define the strategic orientation at regional level, based on their good understanding of the regional and, when relevant, transregional restrictive measures trends and policies (CT and sanctions) and the way they are impacting on principled humanitarian action. The RRMA maternity cover will act as one of the main ICRC points of contact on regional level when it comes to humanitarian diplomacy with regards to RM (CT and sanctions) and how it impacts on principled humanitarian action.
Functional Responsibilities:

Strategic orientations at regional level:
- The RRMA maternity cover performs humanitarian environment and gap analysis with a view to bring to the attention of EURASIA Region and relevant HQ departments, delegations most concerned (Paris, London, Brussels), opportunities and challenges for ICRC’s action.
- The RRMA maternity cover helps define the strategic orientations and objectives at regional level in line with the ICRC priorities and ambitions and more specifically the EURASIA Regional Strategic Framework.
- The RRMA maternity cover; ensures smooth information exchange between the region and other concerned delegations (notably NYC, WAS), and supports institutional efforts led from Geneva, in particular by contributing a regional perspective to the development of ICRC global normative and policy frameworks on RM.

Humanitarian diplomacy in Western Europe
- The RRMA engages in humanitarian diplomacy and networking in order to position the ICRC in the region ever further as a credible organization with regards to the impact of RM on principled humanitarian action.
- The RRMA maternity cover (advises and )supports delegations concerned (Paris, London, Brussels) in their policy and humanitarian diplomacy efforts.
- In cooperation and with the support of legal advisors of delegations concerned RRMA maternity cover maps, analyses and identifies actual and emerging regional (Western-Europe) policies and legal trends related to RM.

The RRMA also maps relevant stakeholders at regional, sub-regional and transregional levels and ensures coherent contacts with those stakeholders on a regional level.

Mobilization at the level of capitals to foster diplomatic efforts at EU level

In consultation and collaboration with ICRC/HQ (including and the Restrictive Measures Working Group and relevant delegations), the RRMA maternity cover ensures, that mobilization efforts at EU level related to RM are echoed at the level of EU Member States.

Coordination with the RCRC Movement
- the RRMA contributes to regular dialogue and coordination with the IFRC on RM-related matters; assists and advises delegations (Paris, London, Brussels,) on their follow-up on possible National Societies activities/policies with regards to RM
Management tasks and internal interactions:
- The RRMA is based in Brussels and is under the direct supervision of ICRC Ho D.
- The RRMA also works in close coordination and under the supervision of the HQ Senior Legal Adviser in charge of restrictive measures (LDP_LEGAL_THEM).
- Interacts regularly with the EURASIA Region and more generally with ICRC/HQ to advise on trends, developments, and strategies.
- The RRMA supports relevant delegations in Western Europe (notably Paris, London, Brussels) on their humanitarian diplomacy efforts relating to RM.
Requirements
- 3-5 years of demonstrated experience working as a legal advisor/lawyer or policy advisor in the field of CT/EU/humanitarian affairs.
- ICRC experience preferred
- Legal background, including with regards to International and EU law (notably relating to sanctions), IHL and international human rights law
- Confirmed knowledge of the EU, its institutions and legislative and regulatory process
- Confirmed knowledge of the International RC/RC Movement
- Excellent writing skills and ability to draft legal and policy documents
- Strong analytical and reporting skills
- Strong negotiation and diplomatic skills
- Strong public speaking skills
- Fluent oral and written English and French.

- A 80% open-ended contract under Belgian labor legislation (this requires an official registration in Belgium);
- The position is based in the ICRC’s Brussels Delegation, with the possibly of partial homeworking (max 2 days a week);
