He/she will carry out part of the “Report of thirty (30) municipalities most susceptible to risks to disasters in the state of Rio de Janeiro", using existing secondary data, referring to the Middle Paraíba and Green Coast regions. This report will also draw up a non-exhaustive list of strategic initiatives aimed at promoting risk reduction and enhancing the adaptation and resilience of municipalities to extreme climate events. The Senior Technical Consultant will work in close collaboration with the Technical Coordinator Consultant, the Rio Inclusive and Sustainable Coordinator, and the operational, technical and communications teams of UN-Habitat Brazil in Rio de Janeiro. Also, he/she might work in collaboration with local project teams, Government officials, media and civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Program (UN-Habitat) is to promote the sustainable development of human settlements and policies that lead to adequate housing for all. Within this framework, UN-Habitat supports federal and state governments, as well as local authorities and other partners to implement the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the low-income population living in urban centers by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places, with better opportunities, where everyone can live with dignity. It works with organizations at all levels, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin America and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro – GERJ) that aims to strengthen urban resilience in the State of Rio de Janeiro based on the implementation of the 2030 Agenda and the New Urban Agenda principles. The project will help the State to achieve urban prosperity while implementing global sustainable urban development agendas. In particular, the proposal focuses on increasing its urban resilience through the development of disaster prevention and mitigation actions. As part of this project there is a “Report of the thirty (30) municipalities most susceptible to risks and disasters”, a quick report on climate vulnerability, which will be used to elaborate a list of priority actions for each city. In order to support the implementation of this Project and UN-Habitat's mandate in Brazil, we are looking for a Senior Technical Consultant to work on the “Report of the thirty (30) municipalities most susceptible to risks and disasters”, in the Middle Paraíba and Green Coast regions. Report to UN-Habitat Manager The Senior Technical Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Senior Technical Consultant will be responsible for guiding the Junior Technical Consultants, under the supervision of the Technical Coordinator, to guarantee the carrying out all the activities required to develop the report on the climate vulnerability of the municipalities in Middle Paraíba and Green Coast regions. For the region, the outputs aim is as indicated in the table below. The Senior Technical Consultant shall develop and support the implementation of projects activities according to the responsibilities indicated below. Responsibilities Under the overall supervision of the National Officer for Brazil, the Senior Technical Consultant will have the following responsibilities: a) Report to the Technical Coordinator. b) Prepare and write part of the report concerning the Middle Paraíba and Green Coast regions. c) Be responsible for collecting and analyse information, data and instruments from the municipalities of the region and identifying gaps. d) Research the recent impacts of the rains and landslides that affected the region. e) Be responsible for carrying out a field visit in each municipality of the region, conducting interviews and technical visits in territories at high risk of disasters, when necessary or requested by the Technical Coordinator. f) Provide, when possible, an integrated perspective on basic urban services such as housing, mobility, energy, water, sanitation, etc. and their vulnerability to extreme weather events. g) Prepare a list of priority actions aimed at enhancing the resilience of the region and its cities, while also reducing the need for additional spending by the public administration. h) Ensure that the indicated revisions are addressed. i) Guide and review the activities of the Junior Technical Consultants. j) Prepare reports for partners, internal reports, etc. at various stages of the projects. k) Be responsible for maintaining an organized and accessible information file. l) Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc. m) Be responsible for ensuring that all activities observe the principles of integrity of the United Nations. n) Participate in missions as requested. Deliverables Product 1: Profile report of the Middle Paraíba and Green Coast regions in Rio de Janeiro A report recollecting the data and information systematized for the Middle Paraíba and Green Coast regions and disaggregated by its selected cities containing: • an inventory of secondary data available at the municipal or regional level, considering existing studies, mapping and other relevant findings, on a sheet of Microsoft Excel. • results from interviews with key stakeholders, managers and/or specialists and visits to high-risk disaster areas per municipality • systematization and analysis of existing instruments in the regional and municipal management, such as plans, instruments and policies, in a Microsoft Word document. • systematization of the collected data, in a Microsoft Word document. Expected Completion Date: 50 days after contract signature Product 2: Report on priority initiatives identified for the Middle Paraíba and Green Coast regions in Rio de Janeiro A list and analyses of priority initiatives for the Middle Paraíba and Green Coast regions and disaggregated by its selected cities containing: • a non-exhaustive list of priority initiatives for disaster risk reduction, including relevant short-term (2024-2026) and medium-term (2027-2030) actions and initiatives, in a Microsoft Word document. • a mapping of the collected material, where available and possible, on an analysis map showing the location of priority initiatives, in GIS in editable and non-editable format. Expected Completion Date: 80 days after contract signature Product 3: Final version of a consolidated report about the Middle Paraíba and Green Coast regions in Rio de Janeiro Final consolidated report, in a Microsoft Word document, with all findings and conclusions of the Middle Paraíba and Green Coast regions. It should contain all the databases used or produced, including the georeferenced databases + PPT with the main findings Expected Completion Date: 110 days after contract signature
Qualifications/special skills
Academic Qualifications: Required: Postgraduate Degree (Lato or Stricto Sensu) in Engineering, Architecture and Urbanism, Geography, Urban Studies, Economics, Environmental Sciences, Climate Change or related fields is required, or additional four (4) years of relevant technical experience to the post, beyond the requirement. Experience: A minimum of six (6) years of progressively responsible experience in project/programme management on urban and resilience related themes, preferable in the state of Rio de Janeiro, is required. Professional and academic experience on themes related to urban policy and development, risks and disasters, resilience and/or climate events in Brazil is required. Knowledge of the local context of the state of Rio de Janeiro is required. Previous experience within the UN System would be an asset. Skills: Good computer skills in Windows and Office packages and Web search engines are required. Good knowledge of data sources and data analysis is desirable. Good handling of multiple writing and peer-review tasks is required. Good handling of technological tools and use of software and online platforms is desirable. Good handling of online event and conference tools is desirable. Good knowledge on project management methodologies is desirable. Knowledge Management The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. The person will prepare databases related to the project running. The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. For the post advertised, fluency in Portuguese is required.

Travel details The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Office. Remuneration (SB-4/3) The consultant will receive an amount of BRL 38,208 to be paid in three (3) installments upon the presentation and approval of the following products: Payment 1: Upon delivery and approval of Product 1 (BRL 12,736). Payment 2: Upon delivery and approval of Product 2 (BRL 12,736). Payment 3: Upon delivery and approval of Product 3 (BRL 12,736).
