The Business Analyst performs complex research and analysis to support operations related to the activities of Inter-Campus Operations within British Columbia Children’s Hospital (BCCH), British Columbia Women’s Hospital and Health Centre (BCW) and the British Columbia Cancer Agency (BCCA). This role will be engaged in multiple initiatives, and will be responsible for project planning, business requirements gathering (i.e. data, clinical workflow/business process and functional needs) and supporting the execution of projects and change management.

The Business Analyst leads the analysis and documentation of business requirements and gaps between business and/or clinical requirements and software features and functions. Leads or assists with the development and maintenance of systems. The Business Analyst has responsibility within the following key areas; housekeeping, food services, P3 operations, and Inter-Campus Operations.

What you’ll do
  • Provides strategic planning support and change management services by leading and performing feasibility studies, workload efficiency analyses, using formal data gathering techniques and analyzing, designing and implementing appropriate information systems. This includes identifying system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions.
  • Analyzes operational problems and recommends innovative solutions by critically evaluating information gathered from multiple sources, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, and driving and challenging business assumptions.
  • Elicits business requirements by engaging clinical/program operation owners, key stakeholders and subject matter experts, and using methods such as interviews, environmental scanning, document reviews, business process descriptions, “use case” scenarios and workflow analysis.
  • Facilitates consensus on issues, including business design features, program changes, data requirements, privacy issues and reports.
  • Develops business requirements specifications, project proposals, business cases, project summaries and other related documentation using standard templates.
  • Coordinates implementation of applications and/or processes by acting as liaison between the business units, technology and support teams, and by ensuring documentation, user testing, user training, and business process change management are in place.
  • Develops and recommends budgets, monitors expenditures, analyses and reports on variances and implements remedial action for assigned projects.
  • Provides support for application maintenance, modification and enhancement through programming, database development, report writing and problem solving.
  • Analyses system performance and provides recommendations for the development of capacity plans for assigned applications.
  • Develops and maintains processes and procedures, SOPs and technical documents for systems and services supported by Inter-Campus operations.
  • Conducts analysis related to data conversion routines and system interfaces for assigned applications.
  • Supports operational requirements by assembling, creating and maintaining the required set of information systems technical and operational documentation, according to departmental standards.
  • Coordinates and implements applications by ensuring documentation, writing and testing of applications and verifying that programs are functional and consistent with specifications.
  • Provides system support to users during the development, maintenance and operation of various computer systems by performing duties such as troubleshooting system software problems, testing alternative solutions, and reviewing impact of implemented resolutions over time.
  • Conducts research and analysis for the evaluation, selection, administration and support of operating systems, system integration tools, and office automation software for assigned applications.

What you bring
Qualifications
  • A level of education, training, and experience equivalent to a Bachelor’s degree in Business, Health Informatics, Computer Science or a related discipline plus a minimum of five (5) years’ recent related experience including three (3) years in a team lead role.
  • Excellent oral and written communication skills including the ability to communicate complex ideas in simple terminology. Demonstrated experience organizing and writing application related documentation and proposals. Ability to understand and clearly relate technical information to internal and external members of the organization. Physical abilities to perform the duties of the position. Ability to work creatively and analytically in a problem solving environment, utilizing advanced critical thinking capabilities. Understands business analysis and project management methodology. Superior ability in presentation, facilitation, negotiation and issue management/escalation. Ability to facilitate and encourage cooperation between diverse operational groups and skill sets. Working knowledge of SQL and other program language. Strong skills and experience in MS Office (Excel, Word, Power Point and MS Project, Access), Share Point and Visio, Crystal reports and other Business Intelligence Tools. Experience with main stream project planning software and tools preferred.

Job Type: Regular, Full-Time
Salary Range: $$74,618 - $107,264 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
