The Otipemisiwak Métis Government is recruiting for a full time Consultation Researcher & Policy Analyst. Reporting to the Consultation Research & Engagement Team Lead, the successful candidate will be responsible for conducting research to support Crown Consultation processes and other Consultation Department projects. The Consultation Researcher & Policy Analyst also analyze policies using a Métis framework on a wide range of topics to support the fast-paced and diverse set of projects that are undertaken by the Consultation Department. This position requires an adaptable, motivated, and research-driven individual who is passionate about protecting and advancing Métis rights in Alberta.
Key Responsibilities
- Assist in the development, execution, and analysis of research activities, including data collection and analysis, monitoring, citizen education, community engagement, research development, reporting, GIS map creation, and relationship building.
- Conduct research and collect data from both internal databases and third-party sources.
- Lead and coordinate environmental scans to assist with the development of policy and legislation options.
- Ensure data collected is entered accurately and maintain, update, and assist in managing information databases.
- Assist in the preparation of analysis or project tracking reports using standard software such as Excel, Word, Access, or other software as required.
- Compile tables, charts, graphs, and other necessary resources for reports and documents.
- Examine the efficacy of existing policies, review and amend policy drafts, and provide suggestions to improve existing policies.
- Prepare, review, and edit internal and external correspondence including, but not limited to, letters, reports, and documents.
- Attend and support community engagement and citizen education sessions.
- Build relationships with internal and external stakeholders relevant to project advancement.
- Support other Otipemisiwak Métis Government Consultation initiatives and perform other duties as required or assigned.
- Exceptional data management skills, including collection, storage, and management of qualitative and quantitative data.
- Strong interpersonal skills and ability to establish strong working relationships with internal and external stakeholders and partners.
- Strong cultural sensitivity and ability to work well and build relationships with diverse community members and Elders.
- Ability to exercise discretion in handling confidential and politically sensitive information. Strong political sensitivity is required.
- Culturally sensitive and compassionate.
- Ability to build relationships with diverse audiences.
- Self-starter with the ability to work independently or in a team setting.
- Superior written and verbal communication skills, including professional email etiquette.
- Ability to produce professional documents, reports, and presentations.
- Ability to remain organized, multi-task, and manage time effectively under tight and competing deadlines.
- Flexible and adaptable to work in a diverse and fast paced environment.
- Strong computer skills with aptitude for using new software.
- Ability to identify and respond to sensitive and complex community, organizational, and political issues, concerns, and needs.
- A proven track record of building collaborative partnerships with a variety of internal and external stakeholders, including government, industry, service providers, and community.
- Resourceful, proactive, and results driven.
- Receptive to constructive feedback, committed to continuous improvement, and aligns personal development with overarching team objectives.
- An in-depth knowledge of federal and provincial Indigenous consultation requirements is an asset.
- Knowledge of Métis history, culture, and issues affecting Métis people. An in-depth understanding of the MNA and Métis culture, people, and values is an asset.
- Post-secondary Degree in Political Science, History, Native Studies, or related field.
- Two (2) years of research experience. A combination of equivalent education and experience will be considered.
- Policy and/or environmental background/experience is an asset.
- Experience or training in managing databases and working with large datasets is an asset.
- Experience with GIS, or similar software is an asset.
- Ability to work a regular schedule of Monday – Friday, 8:30 AM – 4:30 PM, with occasional evenings and weekends as required.
- Some travel within Alberta is a requirement to meet project needs. Additional less frequent out-of-province travel may also occur, with notice.
- Must have a driver’s license and an operational vehicle.
