JOB OVERVIEW
The Evaluation Manager is responsible for leading the planning and execution of evaluations for projects, managed by the Cancer Strategy and Innovation Team, intended to support decision making or demonstrate program impact. The Evaluation Manager works closely with other members of the Information and Support Services team, including the Centre for Cancer Prevention and Support (accelerating the uptake of research findings).
As a means to fulfil key evaluation outcomes the Evaluation Manager procures and directs work of evaluation consultants and maintains partnerships and relationships with external researchers. This includes overseeing the execution of consultant agreements i.e. negotiating budgets with vendors/partners during contract creation and ensuring that invoices are generated and paid on schedule, in accordance with contract parameters throughout each project that they lead.
WHAT YOU’LL BE DOING:
1. Lead the planning and execution of evaluation projects
- Act as main contact for funders, partners and business leads on evaluation projects
- Consult internal teams to understand project strategies and needs of relevant target audiences
- Develop evaluation frameworks, right-sized for various internal and external projects utilizing standard measurement tools and evaluation best practices (including logic models and result chains, as applicable)
- Support selection of data collection tools and data monitoring process planning
- Analyse qualitative and quantitative data
- Interpret and synthesize results, preparing reports and tailored knowledge products for a variety of different audiences
- Present project findings internally and at external conferences, when applicable
- Act as co-author on peer-reviewed manuscripts, when opportunities arise
2. Procure and direct work of evaluation consultants
- Responsible for contract negotiation and finalization with evaluation partners and consultants
- Meet with partners and consultants at regular project intervals to oversee and provide feedback on work
- Manage accounts receivable and accounts payable as per contract budget parameters
3. Maintain valuable research relationships and undertake additional KT activities to gain partnership opportunities and remain current in evaluation best practices
- Maintain professional relationships with organizations/individuals working in related fields (especially BC-based): implementation science, health equity, sustainability, evaluation
- Network and represent CCS with external partners
- Participate in conferences, workshops, webinars and relevant committees or project teams as an evaluation expert
QUALIFICATIONS:
- Master’s degree in public health, health administration or equivalent plus 5 years of related experience
- Project management skills with capacity to track several projects simultaneously and to set priorities for completing quality work while meeting deadlines
- Advanced critical thinking skills
- In depth understanding of research methodologies and evaluation methods
- Strong analytical skills, including a demonstrated facility in quantitative and qualitative evaluation techniques, and an ability to analyze and synthesize sometimes complex issues and data
- Deep understanding of frameworks and strategies to implement, measure and evaluate project outcomes and impacts
- Knowledge of the healthcare system and specifically different models of cancer control available across Canada and/or internationally
- More than 3 years, up to and including 5 years - similar or related general experience in progressively more important positions.
