POSITION INFORMATION:
Full-time Support Staff Position Opportunity
Department: Community Employment Services
Hours: 35 hours per week (1) one hour lunch; Mon – Fri (8:30 am – 4:30 pm)
Reporting To: Jennifer Shand
Campus Location: Oshawa

DUTIES AND RESPONSIBILITIES:
Reporting to the Manager, Employment Programs, the incumbent is responsible for performing job development, job matching/placement and job retention services through Employment Ontario (EO) Employment Services program. This position is also responsible for facilitating training grants/incentive programs. This position primarily involves job development at one or more of our ES delivery sites. (Bowmanville, Oshawa, Uxbridge (and north). The incumbent would report to & work out of corresponding locations. The position further involves a particular focus on EO participants/clients who lack marketability or credibility in the local labour market. The incumbent works as part of the Community Employment Services team, which operates in a continuous quality improvement environment. The position requires extensive travel to various locations and may involve hours outside of standard business operation.
To deliver effective, high-quality services, service providers must demonstrate evidence of service quality, within their organization as well as in the Employment Service they provide, and the outcomes their clients received.
The incumbent will work within the program’s service delivery model to capture activity including, but not limited to: demographics, performance indicators, and market perceptions, marketing results, client and employer outcomes, employer activity and internal / external referral effectiveness. The incumbent must also adhere to the Customer Service Charter.
The incumbent is expected to carry out assigned duties to support all components of service delivery by working in collaboration with Resources & Information and Case Managers & ultimately the Manager, who has program accountability for full service operations.
Performs job development, job matching and placement services by:
  • Provide outreach, cold calls / recruitment to employers to identify opportunities that are available in the competitive job market
  • Extensive collaboration with Resources and Information/Case Managers regarding requirements for potential clients
  • Case conference with Case Managers to establish appropriate placement opportunities best suited to the clients’ needs
  • Provide support to employers by identifying skills required and capabilities needed
  • Deliver sensitivity / diversity training, workplace accommodation training for persons with disabilities, orientation to workplace health and safety, workplace communication training, AODA and Employment Standards Act
  • Match employers’ skill needs and clients’ capabilities and interests either through RI or assisted services
  • Place clients into employment placements with and without financial incentives, volunteer, job trial, mentoring and on-the-job opportunities
  • Develop on-the-job training plans and agreements, including negotiating and establishing financial incentives
  • Monitor placements and/or on the-the-job training agreements with clients/ employers to support success and communicating this information to Case Managers
  • Link individuals with mentors and coaches to provide support during and after job placement
  • Provide employability support one-on-one to clients prior to and on placement
  • Determine clients need and eligibility for further vocational services, makes and documents referrals within the community or other employment services
  • Reviews, in collaboration with the client, a career action plan that clarifies vocational goals, identifies barriers to employment and describes short and long term steps for client to overcome barriers and achieve goals.
  • Analyze the local labour market to determine skills development needs and occupational training opportunities
  • Extensive travelling and cold call introduction of services as required.
Performing job retention and monitoring services by:
  • Monitor and follow up with all clients on placement/training to provide support as required to ensure effective customer service outcomes.
  • Identify individuals who may require additional coaching / mentoring to maintain employment, identification of need may be determined by workplace performance, repeated job loss, absences from the workplace or being new to the Canadian workplace.
Services include but are not limited to:
  • Development of a resource pool of mentors/coaches.
  • Identification of the need for additional supports (with individual and/or employer).
  • Development of a support plan with the individual and the mentor/coach and employer.
  • Link clients with mentors and coaches to provide support during and after job placement.
  • Monitor the mentor/coach relationship and its impact on workplace success, facilitating adjustments as required.
Monitors and assesses employer suitability by:
  • Ensure all applications and supporting documentation is provided including adherence to Employment Standards Act, Ontario Human Rights Code, Workplace Safety and Insurance coverage, third party liability insurance, AODA, etc.
  • Conduct on-site inspections and record results of inspections for all new employers registering
  • Assess the appropriateness of the workplace and the capacity of the employer to provide a positive experience and work-related training
  • Review Health and Safety checklist with employers and ensure proper training has occurred
QUALIFICATIONS:
  • A minimum of a 3-year diploma or degree in Social Services/Sciences. Will consider human resources (recruitment) or Marketing & Sales, may consider Employment Counselling
  • A minimum of 5 years of work experience
  • Experience working with unemployed youth and adults in an advisement or job development capacity. Demonstrated successful direct contact Sales, Marketing, Job Development or Recruiting Experience. Demonstrated computer skills and excellent communication skills required. Access to a vehicle is required to perform the role
