Senior Business Project Analyst

The Operations and Transformation Support Branch with the Ministry of Public and Business Service Delivery and Procurement is looking for your expertise to provide ongoing business support in the T4A and HST Reporting Services Unit and Payment Processing Services Unit, where you will work with ministry corporate controllership offices and other stakeholders to deliver tax reporting and payment processing services and implement/improve OPS (Ontario Public Service)-wide financial business processes and best practices.

What can I expect to do in this role?
In this role, you will:

  • Provide expertise, guidance, advice and review operational deliverables packages as per Canada Revenue Agency (CRA) and Payments Canada requirements and OPS processes.
  • Provide specialized advice and guidance to stakeholders to ensure the integrity of OPS financial transactions.
  • Review operation and system controls to ensure compliance with operational procedures and guidelines, and to close operational gaps as identified through audits by changing processes and procedures.
  • Provide client support (e.g. to branch senior managers, ministries, central agencies) to resolve problems, follow up on outstanding matters, and obtain/provide information regarding specific projects and procedural guidelines/directives.
  • Participate in a variety of related tasks such as facilitating focus/work groups; develop and deliver information sessions and training.
  • Manage and lead projects, develop project charters and follow through plans from conception to implementation.
  • Represent the unit/branch in presentations and in carrying out consultation with stakeholders on business requirements or processes issues or changes.
  • Provide operational support and administer access controls to end-users in the relevant aspects of financial transactional processing.
  • Provide consultation and expertise to ensure OPS financial and business requirements are continuously addressed and comply with privacy and security policies and guidelines.
  • Provide subject matter expertise and inputs to the development of policy, guidelines, and practices.
  • Research relevant CRA regulations and requirements.

How do I qualify?
Technical Skills and Knowledge:
  • You have demonstrated expertise in leading business process and procedure development, review and improvement within a large computerized financial information processing environment.
  • You have knowledge of accounting principles (PSAB), policies, processes and practices to facilitate financial reporting and accountability, ensure the accuracy and integrity of Ministries' financial information and support effective analysis and decision-making for stakeholders.
  • You have knowledge of modern controllership practices, policies, practices, procedures and related legislation, with the ability to provide accurate information and advice to resolve related problems/issues.
  • You have knowledge of and experience with the interpretation and application of FIPPA and other privacy guidelines to exercise control over the use of personal information.

Analytical and Problem-Solving skills:
  • You have experience conducting timely and effective analyses of complex issues with diverse information, determining options and impact analysis for each alternative and making recommendations.
  • You have strong problem-solving skills to assess and address issues and recommend and communicate appropriate solutions.
  • You can manage competing priorities within short deadlines and tight time pressures.

Project Management, Collaboration and Consultation Skills:
  • You have demonstrated project management skills and can coordinate studies, data collection analyses, and schedule work to meet project timelines/goals.
  • You have cooperative skills to work with colleagues and clients in systems and business process testing to document findings.
  • You have demonstrated experience providing guidance, support, and training solutions to various groups (staff, stakeholders, etc.).
  • You have experience providing subject matter expertise and consultation to internal and external stakeholders.

Communication and Relationship Management Skills:
  • You have demonstrated written and oral communication/presentation skills to advise management and liaise with various stakeholders, conduct meetings, prepare technical reports, recommendations, correspondence, and other materials and deliver training.
  • You have strong relationship-building and interpersonal skills to work effectively with central agencies, client ministries, colleagues, project teams, and external stakeholders (e.g., federal government and other jurisdictions).
  • You have a strong ability to document and communicate verbally and in written form, at a business level as well as at a technical level.
  • You have high proficiency in using Microsoft applications (Word, Excel, Power Point, Outlook, TEAMS, Share Point, etc.).
