The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The successful candidate will take a leading role in all aspects of the policy lifecycle through research on emerging issues and trends, the development of briefing materials, policy papers, and presentations to the Board, senior executives, and stakeholders on policy related to regulatory matters across one or more AGCO lines of business with a focus on the gaming sector.

What can I expect to do in this role?

Reporting to the Sr. Manager, you will:

• Navigate uncertain, complex, and novel situations, identify relevant issues, and develop and execute effective recommendations and work products.
  
• Play a leading role in the planning, research, analysis, and implementation of projects.
  
• Use strategic and critical thinking skills, conduct research and analysis, provide interpretation of trends, challenges, and opportunities, and develop relevant and balanced policy options.
  Use your astute analytical skills and political acuity to identify risks and key considerations in developing options and recommendations for decision-makers, and to identify appropriate framing specific to the issue and audience.
  
• Identify trends, developments, and best practices in policy development and regulatory frameworks related to the gaming sector.
  
• Lead the preparation of executive briefing material to support government and agency decision-making.
  
• Lead responses to policy issues arising from government, stakeholders, and the public.
  
• Lead staff from across AGCO in a highly collaborative and consultative manner on policy development projects.

How do I qualify?

The ideal candidate will have:

• Background in one of the following fields: Public Policy / Administration, Political Science, Law, Business Administration, and/or experience that develops critical and strategic thinking.
  
• Experience leading complex policy projects, including establishing priorities, anticipating issues, identifying, and recommending options, and implementing recommendations across functional teams and working groups.
  
• Extensive experience in leading the policy development process, including analysis and implementation, within a regulatory or governmental environment.
  
• A thorough understanding of policy and program development principles including research tools, program design, and program evaluation techniques to provide expertise in the development and evaluation of evidence-based policy options.
  
• Understanding of the government decision-making processes in addition to the ability to acquire and apply knowledge of legislative authorities, regulations and standards, and other regulatory mechanisms and policies pertaining to gaming sectors.
  
• Experience in assessing risks and the impact of changes to various pieces of legislation and regulation.
  
• Excellent judgment, research, and analytical skills to interpret complex information and develop solutions and recommendations.
  
• Strong consultative, relationship management, and partnership-building skills.
  
• Excellent oral and superior written communication and presentation skills to prepare and present materials on complex and sensitive issues.
  
• Proficiency in working in a constructive, team environment with many conflicting demands, pressures, and priorities.
  
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.
