Chief Purchasing Officer, China

The Regional CPO is responsible for developing, and by driving the purchasing team, executing a regional and global purchasing and sourcing strategy in order to achieve, maintain and improve annual target and mid- to long-term supplier portfolio. As a member of the regional management, the CPO cooperates cross functional in the definition and execution of the whole regional strategy.

Main Activities:

• Responsible for developing and leading a team of sourcing professionals, category strategy development and implementation, operating plans and budgets, identifying and executing productivity initiatives, and maintaining and improving policies.
• Prioritizes and executes an evolving portfolio of strategic sourcing initiatives to drive cost reduction, ensure capacity and supply continuity, to enable achievement of business unit and organizational objectives and goals.
• Collaborates with key stakeholders and works cross-functionally in developing and executing sourcing strategies in support of company’s growth strategy.
• Establish Regional and global world‐class supplier development and relationship management practices. Assesses external market trends and conditions to identify opportunities and risks in supply categories.
• Ensure sourcing efforts leverage market intelligence, should‐cost modeling, analysis, and e-Sourcing techniques & tools.
• Implement procedures for reviewing supplier performance against contracted obligations/service levels and business expectations.
• Provide guidance to tactical procurement teams.
• Ensure process integrity through compliance with internal policies and controls.
• Drives a culture change of continuous improvement and organization excellence. Ensure compliance to the laws, regulations, and ethical standards set by the company and government authorities.

Experience:

• 10+ years of operations experience most of it in Purchasing / Procurement, minimum
• Strategic sourcing experience, understanding of sourcing methodologies and tools, business and financial acumen
• Sourcing of plastics (injection molding), fibers or chemical commodities or similar
• 3 years of equivalent leadership experience
• Experience in the automotive industry
• University degree in engineering, finance or business administration
• Experience leading an organization in a complex, matrixed environment
• Demonstrated experience developing and implementing sourcing strategies yielding measurable business results
• Major ERP systems, WCM/Lean manufacturing knowledge
• English at a professional level is a must, fluent Chinese
