The Team
The China Country Office (CCO) is responsible for overseeing foundation programs and partnerships in China, working in close partnership with program strategy teams (PSTs) and other foundation offices. In the global health product innovation domain, we advance global health through scientific discovery, technological innovation, and public/private partnerships in China. We focus on health problems significantly impacting developing countries with limited attention and funding. We work with our partners to accelerate research translation, development, and commercialization of medical products (e.g. pharma, vaccines, diagnostics, vector control products). We support global strategies to prevent, control, and eliminate priority infectious diseases, including vaccine-preventable diseases, malaria, tuberculosis, HIV, and pneumonia, and develop interventions to improve maternal, neonatal, and child health (MNCH). We work closely with and support functional teams in Discovery & Translational Sciences, Vaccine Development, and Integrated Development as well as selected PSTs, including Malaria, Tuberculosis (TB)/HIV, pneumonia, MNCH Discovery & Tools, and the Enteric, diagnostics, genomics & epidemiology team.

Your Role
The Deputy Director, Health Innovation Partnerships leads strategy development across the entire health innovation value chain in China to meet foundation strategic goals in improving health technology access in LMICs, often with a high degree of scientific sophistication – e.g., drug, vaccine and diagnostics research and development (R&D), digital health tools, regulatory capacity building, innovation introduction and market access, and TB control program transformation.
This postholder will be based at the CCO’s office in Beijing, and report to the Director, CCO.
What You'll Do
1. Lead a team of Program Officers in the management of charitable investment portfolios and provide oversight to 50+ external partners globally in a wide array of scientific, innovation, and health expertise areas to ensure measurable progress. As part of this responsibility, this role will be responsible for all aspects of relationships with grantees, contractors, and key partners to achieve the foundation's desired impact in a clear and measurable way, including but not limited to providing scientific oversight and strategic guidance. This role will also provide scientific project briefings, updates, and recommendations to foundation leadership. Examples of health efforts this role will lead include:
  • Source and evaluate global health product innovation opportunities in China and connect international resources to advance these opportunities.
  • Partner closely with US-based teams and their leadership to align China-based opportunities with foundation priorities.
  • Improve clinical trial capacity to accelerate product development for infectious diseases.
  • Support the development of a health technology commercialization mechanism in China, including investments, CMC (Chemistry, Manufacturing, and Controls) qualification, regulatory affairs, medical affairs, and global procurement coordination, to facilitate smooth transition of our R&D pipeline to product introduction into the low and middle-income countries (LMIC) market.
  • Facilitate the building of platforms for China’s global health engagement globally, including China African corporation and other multilateral mechanisms.
  • Support the establishment and scale-up of global health innovation institutions in China.
  • Innovate TB control systems which includes screening programs, new tools, and effective delivery of treatments.
  • Work with foundation leadership as requested to address cross-cutting issues and improve functions and program performance.
  • Manage partnerships and grantee relationships to achieve impact, for example, by conducting site visits, convening meetings of key partners, monitoring and evaluating components of grants.
2. Develop, modify, and implement portfolio-level strategy and manage investment portfolio and budgets:
  • Provide strategic guidance in crafting grants and contracts that require complex research or analytics.
  • Handle global measurement, evaluation, and modeling activities to ensure good investment decisions and portfolio trade-offs using tools like Health Technology Assessments (HTA).
  • Advise, mentor, and support colleagues within the foundation and their grantees in the design, enhancement, and execution of projects, initiatives, and engagements on grants designed to address key scientific questions.
3. Accountable for the identification and assessment of key health, innovation, and scientific portfolio risks, and the development and management of mitigation/contingency plans at the portfolio level.
4. Serve as a highly experienced foundation global spokesperson on industry engagement priorities and related issues internally to foundation leadership and externally to industry and global health partners, including international organizations, global procurers, R&D funders, multinational companies, and local developers.
5. This role manages people and is responsible for hiring talent needed to achieve our goals, ensuring successful employee onboarding, communicating performance expectations, creating goal alignment, integrating project and change management, giving and seeking feedback, providing coaching, measuring progress and holding people accountable, supporting employee development, and recognizing achievement and lessons learned.
6. Other duties as assigned.
Your Experience
The ideal candidate is someone who enjoys working on complex projects and collaboratively crafting solutions with transformational potential. We seek a self-motivator who can integrate diverse perspectives to build consensus, drive progress, and provide technical and operational capacity to the product development portfolio. Additionally, we are seeking the following:
  • MD or Ph D in healthcare or pharmaceutical related subjects.
  • Minimum of 12 years of professional experience, with minimum 4 years of senior level experience.
  • Experience in strategic planning and strategy implementation, especially in life science and medical fields, often with high level of complexity and sophistication. Experience in healthcare product development strategy is strongly preferred.
  • Experience establishing and working within private-public partnerships.
  • Demonstrated ability to lead and influence others. Demonstrated ability to work with efficiency, diplomacy, and flexibility particularly as part of a team. Experience working in teams with diverse cultural and professional backgrounds.
  • Demonstrated ability to quickly learn new disease areas and new technologies.
  • Proven ability to engage, network, and generate insights with subject matter experts in healthcare or pharmaceutical fields. Experience in global health is a plus.
  • Experience in building startups or establishing new institutions is a plus.
  • A track record in a role requiring collaboration (both internally and externally), prioritization and results-orientation in a fast-paced, complex organization.
  • Fluency in both English and Chinese (written and verbal) required.

  • Willingness to travel up to 30% domestically and internationally.
Must be able to legally work in the country where this position is located without visa sponsorship.
