General Background
UNHCR’s mandate to protect and find solutions for refugees and other forcibly displaced persons increasingly relies on the availability of timely and reliable data and analysis. The Agency's Global Data Service (GDS) based in Copenhagen, is the focal point in UNHCR for the implementation of its Data Transformation Strategy that has been put in place to facilitate this process over the next few years. Within this, the Statistics, Data Science and Survey Section (SDSS), coordinates the collection, analysis and dissemination of UNHCR's statistics, and provides technical statistical support to regional bureau and country offices. It aims to support the development of improved and more efficient systems for statistics on refugees and other persons of concern to UNHCR, such as stateless people and internally displaced persons (IDPs).
Increasingly, UNHCR’s data efforts are grounded in collaboration and joint engagements with partners to better achieve outcomes for those affected by forced displacement. In contexts of protracted displacement, working closely with governments and national statistical offices to enhance national ownership of data produced and better integrate refugees and IDPs into national statistical systems is a core priority. As part of this effort, UNHCR has taken a leading role in the Expert Group on Refugee, IDP and Statelessness Statistics (EGRISS), both as a Steering Committee member and through hosting its Secretariat. The EGRISS currently consists of 60 countries and 37 international/regional organisations. Other Steering Committee members include the World Bank, Eurostat, Statistics Norway, Joint IDP Profiling Service (JIPS) and United Nations Statistics Division (UNSD), Internal Displacement Monitoring Centre (IDMC), International Organization for Migration (IOM), World Bank-UNHCR Joint Data Center (JDC), United Nations Economic and Social Commission for Western Asia (UNESCWA), Philippines, Colombia, Kurdistan Republic of Iraq and African Union’s Institute of Statistics (STATAFRIC).
The EGRISS was established in 2016 by the UN Statistical Commission to develop recommendations on refugee and IDP statistics and produce guidance for their implementation at country level. The International Recommendations on Refugee (IRRS) and IDP (IRIS) Statistics were endorsed in 2018 and 2020, respectively, under EGRISS' first two mandates. The International Recommendations on Statelessness Statistics (IROSS) were subsequently developed and endorsed in 2023. During 2020-2024, the EGRISS' mandate was expanded to focus on implementation of the recommendations which is ongoing through advocacy, capacity building, and further methodological development and testing. This work will continue through the group’s upcoming mandate period of 2025-2030.
All of EGRISS’ work is developed or conducted collaboratively with affected states and statistical experts from within its membership. The Secretariat therefore plays a critical role in coordinating, facilitating and supporting these collaborative efforts through a range of channels. The Associate Statistics and Data Analysis Officer will be part of the EGRISS Secretariat and support key activities, as outlined below, in order to help the Group successfully fulfill its mandate from the UNSC.
Purpose and Scope of Assignment
The Associate Statistics and Data Analysis Officer (EGRISS) will support the work of the Expert Group on Refugee, IDP and Statelessness Statistics (EGRISS). They will report to the Senior Statistics and Data Analysis Officer (EGRISS) and will work in close collaboration with other EGRISS Secretariat colleagues as well as members of the EGRISS Steering Committee and its broader membership.
Duties and Responsibilities
The Associate Statistics and Data Analysis Officer (EGRISS) will support the implementation of EGRISS third mandate in the following ways:
1) Support to Secretariat-led activities
- Act as focal point for EGRISS E-learning, a flagship resource for EGRISS, including its dissemination (in coordination with the Secretariat’s Communications Officer) and translation into French and Spanish.
- Identify opportunities and support activities for IROSS roll-out, including integrating statelessness into the workstreams of Technical Subgroups and exploring linkages with the newly launched Global Alliance to End Statelessness.
2) Support work of Technical Subgroups
- Support to EGRISS Technical Subgroups in close coordination with Technical Subgroup co-leads, identified activity leads and Secretariat staff. This will include coordination support (e.g. organisation of meetings, documentation of minutes, follow up on workplans), administrative support (e.g. development of TORs, procurement processes, organisation of workshops) and substantive support (e.g. research, writing/editing, delivery and follow up from regional workshops) as relevant. During 2025, priorities will likely include organisation and delivery of regional workshop/training in Africa.
- Substantive support to specifically identified activities from TSG workplans based on EGRISS priorities for 2025, capacity, interest and opportunities for professional growth. This will primarily include the further development of the durable solutions-related measures outlined in the International Recommendations on IDP Statistics (IRIS) that will be under-taken by a newly (re-)established “IDP Subgroup” including affected states. Tasks will likely include coordination and administrative support tasks for the IDP Subgroup as well as substantive support to activities included in the workplan.
3) Management support for EGRISS
- Budget management support, in close collaboration with Head of Secretariat, including creating and maintaining budget planning and management tools, liaising with relevant finance colleagues for expenditure report reviews, and other tasks as relevant.
- Act as team-focal point/coordinator for common Microsoft Teams channels, ensuring guidance is provided to new/existing colleagues, and knowledge management is facilitated.
4) Other support for EGRISS
- Contribute to monitoring & evaluation activities, with focus on areas of responsibility/expertise.
- Active participation in Steering Committee meetings as required.
- Active participation in and support for EGRISS All Members Meeting.
- Input to relevant publications and other communications and reporting activities.
- Ad hoc requests from Head of EGRISS Secretariat.
Monitoring and Progress Controls
- Regional workshop in Africa successfully delivered (February 2025)
- E-learning course translated into French and Spanish (June 2025)
- Technical Subgroups effectively supported with coordination and administrative support (ongoing)
- New IDP Subgroup established, workplan to complete IRIS durable solutions-related measures developed and progress effectively supported including the delivery of online/in-person meetings (Dec 2025)
- EGRISS budget management support effectively provided (ongoing)
Qualifications and Experience
a. Education
University Degree in Statistics, Demography, Public Policy, Social Sciences, International Relations or any other related field.
b. Work Experience
Required:
- 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree.
- Experience working with multi-stakeholder projects with significant coordination needs.
- Experience with administrative work, organization of professional conferences or workshops, and/or budget management in a support capacity.
- Experience working with National Statistical Offices, statistical production or quantitative data collection, analysis or dissemination processes.
- Experience working on migration, displacement or statelessness policy or practice.
- Experience writing or editing technical publications in English.
Desired:
- Previous UN experience or experience of working with an international organization.
- Ability to work in a second language (ideally French, Spanish or Arabic).
c. Key Competencies
- Knowledge about forced displacement, statelessness or related topics.
- Understanding of official statistics, including different data sources (surveys, administrative data and census).
- Experience with developing written material (reports, notes from meetings and advocacy material).
- Knowledge of MS Office suite.
- Excellent organizational skills and ability to work within established deadlines.
- Excellent oral and written communication skills and interpersonal abilities with fluency in English, (knowledge of another UN language is an asset).
