OBJECTIVES OF THE PROGRAMME
The Department of Business Management System (BMS) has a strategic and facilitating role in conjunction with respective business departments in delivering effective and efficient processes and systems in the areas of programme management, human resources, supply, finance, travel, meetings and events that enable the Organization's operations worldwide. The Organization's current ERP, namely the Global Management System (GSM) and other peripheral systems such as the Performance Management and Development System (e PMDS), are being replaced by the new BMS Best-in-Market solution with a modern set of tools using standard best practice business processes and cutting-edg etechnology. A new standard and harmonised solution with minimum customizations will allow WHO to avail of modern technology including mobile access and business process automation, and to take advantage of any new technology and features added to the selected platform(s).
DESCRIPTION OF DUTIES
  • Identify regional and local programme management processes and off-line systems that maybe in use and carry out appropriate steps to scale them back or make them redundant following BMS rollout, bearing in mind the principles of ‘ONE WHO' to ensure that business processes are harmonized across the Organization and to reduce duplication of work for end users.
  • Coordinate input and monitor assigned activities such as checking and validating regional and country data validity.
  • Collaborate with nominated regional Subject Matter Experts (SMEs) participating in BMS design as well as Country Offices to identify relevant Programme management policies that need to be configured into the new BMS systems and take steps to ensure these are taken into account in the design of the system.
  • Collaborate with users across the region and act as focal point of contact for colleagues within the Programme management business stream.
  • Promote and communicate global harmonized business processes within the Region.
  • Identify regional and country testers within Programme management business stream for testing BMS, data preparation and review for migrating to BMS prior to rollout.
  • Raise awareness on the progress of the project in the area of the Programme management within the Region, including country offices Identify regional and country testers for testing BMS, data preparation and review for migrating to BMS prior to rollout.
  • With the support of global BMS Change Management, coordinate and oversee regional change management and end-user training Participate in preparing affected business areas and end users for transition to new ways of working.
REQUIRED QUALIFICATIONS
Education
Essential: University degree in Business Administration, Business Management, Information Technology or in another related field.
Desirable: Specialized course in programme management.

Experience
Essential: At least 5 years of relevant experience with international exposure in programme management and related IT projects.
Desirable: Experience at the field level in programme management. Experience in WHO rules and procedures. Experience in WHO computing environment.

Skills
  • Results based management experience is required to design, change and implement new business processes, policies and procedures, and technological solutions
  • Analytical skills essential for analyzing data, workflows, user or stakeholder inputs, documents, etc. problem-solving skills and ability to assess a problem and determine an effective course of action.
  • Ability to prioritize workload in a high pressure and time-constrained environment.
  • Excellent verbal/written communication skills, including an ability to effectively communicate with both business and technical teams. Desirable Previous ERP(programme management) implementation experience

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1774 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
