Context:
Under the overall supervision of the Chief of Mission of IOM Egypt and the Regional Crisis
Coordinator for Gaza (based in Amman) and the direct supervision of the Senior Emergency
Coordinator based in Cairo, and in coordination with the Supply Chain Division at Headquarters,
the Supply Chain Officer will be responsible and accountable for the management of the supply
chain activities to deliver goods/services to the beneficiaries.
Core Functions / Responsibilities:
1. Develop and implement a strategic supply chain plan to support the Gaza response, in
alignment with organizational objectives and crisis contingency plans.
coordination of the emergency supply chain into Gaza – including procurement, logistics,
custom clearance, warehousing, transport and distribution, as needed.
3. Coordinate with relevant stakeholders and service providers on the receival of partner cargo
and facilitation of transport into Gaza.
4. Act as the IOM focal point for the various external meetings related to supply chain and
logistics for the Gaza response and ensure good communication and follow-up with the partners
and other stakeholders.
5. Coordinate closely with UN support team in Arish City and other stakeholders on the ground
to ensure a smooth processing of incoming cargo and transport to the borders.
6. Ensure close contact with the service provider to keep abreast on the truck movements and
timely communication of potential obstacles.
7. Continuously collaborate with key stakeholders on the to identify and address ongoing
challenges in the transshipment process in a timely manner.
8. Collaborate with programme and partners to provide technical advisories and support, based
on the evolving context in Egypt and situation in Gaza.
9. Ensure accountability and transparency of all supply chain operations in compliance with IOM
and donor regulations, international and local standards and requirements.
10. Coordinate information flows surrounding supply chain across the three various locations;
ensuring the appropriate staff are informed and brought into strategic decisions.
11. Oversee inventory control and the management of comprehensive goods tracking and
record keeping systems throughout the whole supply chain cycle, from time of request until time
of delivery, with an eye on appropriate commodity accounting practices. Ensure timely
preparation and submission of reports.
12. Update, monitor and optimize various supply chain traceability tools to improve supply chain
integrated tracking system. Manage common pipeline system, monitor and track payment and
in-kind transactions, ensuring accuracy and adherence to budget lines.
13. Collaborate, coordinate and communicate with donors, United Nations agencies and
International non-governmental organizations (NGOs) key sectoral working groups, and relevant
local government on IOM Supply Chain from Egypt, keeping abreast of changing needs and
opportunities on the ground, to develop synergies, and to identify opportunities for efficiencies
and growth and to ensure a coordinated and effective supply chain response.
14. Create and maintain the proper conditions for learning. Establish a safe environment for the
sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond
quickly to small deficiencies. Provide capacity strengthening guidance, which includes
cross-departmental learning.
15. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Supply Chain Management, Logistics, Business Administration, or a related
- University degree in the above fields with seven years of relevant professional experience.
- Proven experience in supply chain management and strategy planning, with a preference for
- Strong understanding of procurement policies and regulations especially those relevant to
- Ability to work under pressure and manage multiple priorities in a complex emergency setting;
- Proficiency in relevant supply chain management software and tools;
- Demonstrated ability to lead a team and coordinate with various stakeholders, including local
- Experience in managing common pipelines.
- Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point,
- Strong communication and negotiation skills;
- Excellent organizational and leadership skills;
- Undertake duties delegated by the respective supervision, hold self-accountable in completion
- Knowledge of the region is essential;
- Knowledge of Computerized-aided design programs such as Auto CAD, as well as design
- Project formulation, planning, supervision and management skills.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic
and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to be mobile.
