Role Introduction

Reports To: Cargo Security and Compliance Manager
Support, implement and maintain Cathay Pacific (CX) cargo security and compliance policies and procedures.
Implement necessary quality assurance and control program to achieve secure and compliant cargo operations, which ultimately prevents from breaching of regulatory requirements and restrictions
Collect requirements from related authorities for necessary negotiation with service vendors on system advancement to ensure compliance.
Prepare and deliver corresponding communication materials in case of any new requirements and necessary system cutover.
Plan and support the cutover plan and business continuity plan on compliance-related operations.
Key Responsibilities

Cargo Security

• Support regulatory compliance assurance activities and ensure necessary support is arranged to outports.
• Record and monitor the expenses and budget for cargo security products and measures.
• Develop security guidelines for operational teams in response to new security measures announced by various regulators.
• Support internal investigation on security-related incidents.
• Maintain the recency, validity and applicability of training materials so as to ensure its compliance to the regulatory requirements

Regulatory Compliance

• Develop standards, procedures and compliance programs of sanction and customs related matters
• Collect and document detailed-level requirements from key stakeholders and articulate the requirements to service vendor
• Maintain and implement the checking process of trade sanction on cargo operations and import & export control
• Maintain and ensure that the sanction-related training programme are up-to-date
• Answer the questions from specific cargo teams related to the Cargo Sanction
• Participate in system review and complete the review together with the reviewer resources in a timely & accurate manner
• Follow up on any outstanding issues to ensure the final deliverables meets the business requirements and users’ acceptance
• Execute the cutover plan, support the cutover preparation and transition activities
• Design, compile and distribute management reports for measuring the level of compliance on sanctions and import & export control
• Provide guidance to the investigation on cases management • Maintain CSD Library, subscribe and distribute IATA cargo related publications, and provide quarterly update of IATA TACT Rules.
• Deputized for the Cargo Security and Compliance Manager as required.

• Cargo Service Delivery (CSD) - Standards, policies and operational issues related to security, compliance and customs.
• Global Logistics System (HK) Co. Ltd. (GLSHK) - Standards, policies and operational issues related to security, compliance and customs.
• Group Safety and Operational Risk Management (GSORM) - Support investigation on irregularities Coordinate both internal and external audits and investigations.
• Outport Cargo Managers - Deliver new standards and initiatives on cargo security and compliance issues.

Requirements

Education qualifications

• Tertiary education qualifications or above.

Experiences

• Minimum 3 years airline experience or project management experience.

Skills and language requirements

• Proficiency in MS Office applications (Word, Excel and Power Point)
• Strong communication and presentation skills.
• Excellent acumen with analytical, planning and problem solving skills.
• Willingness to travel and conduct pre-audit checks and actual auditing with representatives from regulatory bodies on a frequent basis and on short notice.
• Able to work under pressure and to tight deadlines.
• Excellent command of both spoken and written English. Fluent Cantonese and
• Putonghua is an advantage.
