Procurement Manager
Reporting to the Deputy Chief Executive, the suitable candidate will assume the following:
Key Responsibilities
The key objective of the Procurement Manager is to develop workable, cost-effective and value-added procurement strategies to achieve the best interest of the Agency through the following:
Communicate well with internal customers to understand their needs and expectation of supplies
Review and formulate procurement policies, guidelines and procedures
Ensure efficient operation of the procurement system / function and the team
Negotiate with suppliers and vendors to secure favorable terms for the Agency as a whole
Build and maintain long-term relationship with quality vendors and suppliers
Manage an efficient flow of supplies in confirming delivery of goods and services and their after-sales issues, if any
Review existing contracts with suppliers and vendors to ensure on-going feasibility
Perform risk assessments on potential contracts and agreements
Control the procurement budget and promote a culture of long-term saving on procurement costs
Ensure the operation and policies of procurement function to meet the internal compliance and respective ordinance (such as ICAC’s Prevention of Bribery Ordinance)
Prepare procurement reports (such as distribution of order on different suppliers, order amount, quality and feedback) which are useful for contract negotiation, audit, management’s information and decision-making
Other duties assigned by supervisor as deemed appropriate.
Requirements
Bachelor’s degree in Purchasing and Supply, Supply Chain Management, Logistics, or Business Administration or related discipline;
Diploma and certificate in Purchasing, Supply or Logistic Management if the Bachelor’s degree is on other discipline;
Member of Chartered Institute of Procurement and Supply preferred;
Solid experience in managing procurement / purchasing and related system, preferably over 8 years;
In-depth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms;
Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access);
Strong in communication, negotiation, planning and problem solving; and
Multi-tasking, able to work under stress and to prioritize tasks.
Working Hour : 39 net hours per week
Location : Central
Salary : $44,765 – $61,865 (commensurate with working experience)
