Position Summary

The purpose of this position is to a provide 24 hour on duty safety officer to respond to incidents, assist in developing and administering training educational programs for the Carmel Fire Department, and to serve as training instructor for new recruits and certified personnel.

Essential Job Functions

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Assists in developing and enforces safety policies and procedures for compliance with OSHA regulations and NFPA and insurance guidelines; reviews OSHA regulations for impact on Department and City operations.
  • Serves as fire instructor for various training classes and programs on fire prevention, suppression, and safety; supervises participants in training classes, exercises, and drills.
  • Assists in developing and conducting monthly in-service training and remedial training for shift personnel.
  • Assists in training recruit classes for new fire service personnel.
  • Provides information and technical assistance to Department personnel; interprets and explains policies and procedures; answers questions and assists in resolving problems or complaints.
  • Assists in developing annual training calendar and scheduling courses.
  • Assists in developing fire training curriculum and testing manuals.
  • Assists in conducting annual competency tests in all areas of fire and rescue training to ensure compliance with State and local requirements.
  • Assists with development and maintenance of training records and reports.
  • Assists in maintaining the department’s library of audio-visual materials, reference books, training resources and other materials.
  • Maintains awareness of new trends and advances in the profession; reads professional and technical literature; maintains professional affiliations; attends conferences and training sessions as appropriate.
  • Monitors fire suppression, rescue, and emergency medical response efforts at the scene; identifies life-threatening situations and hazards at fire calls; advises incident commander of problems and assists in implementing response mechanisms and safety procedures to minimize risk, injury, and loss.
  • Supervise participants during training to guarantee that applicable safety standards and practices are followed in addition to meeting instructional goals.
  • Serves on the Department’s Fire Safety Committee.
  • Performs all duties of a Firefighter and of attained rank, if applicable.
  • Assists in performing top-level information analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes; and/or guidelines; and/or group, rank, investigate and diagnose. Requires discretion to determine and reference information to establish standards to recognize interactive effects and relationships.
  • Assists in providing guidance, assistance, and/or interpretation to others, such as the public and fire department staff relative to fire and life safety training and education initiatives; policies, procedures and standards to specific situations.

Knowledge, Skills & Abilities

  • Knowledge of fire behavior; organizational structure, function and operations; human behavior during fire; injury causes/prevention; hazard identification and correction; basic fire protection systems and devices; emergency reporting; firefighter personal protective equipment; special needs for those with disabilities; and time management.
  • Ability to write course objectives that are clear, concise, measurable, and reflect specific task.
  • Ability to set priorities and to meet deadlines.
  • Ability to organize and direct work of self and others, and to apply principles of persuasion and influence over others in a leadership capacity.
  • Ability to communicate effectively on an individual or group basis; including the ability to speak and write clearly.
  • Ability to perform tasks in changing and stressful circumstances; includes ability to maintain control of emotions and actions and to make rapid decisions.
  • Performance of essential functions may require exposure to adverse environmental conditions, such as fire, smoke, moisture, dirt, dust, snow, rain, severe weather, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, violence, fumes, toxic agents, disease or pathogenic substances.
  • Must maintain all refresher requirements associated with any required certifications held or obtained.
  • Support daily departmental administrative operations. Provide general guidance and assistance.
  • Assume Incident Management functions and positions as directed during an emergency incident. Assume the Incident Commander position if necessary.
  • Select instructional staff that assists with meeting department policies and instructional goals.
  • Develop a system to acquire, store, disseminate, and evaluate feedback received to ensure it supports the goals that are consistent with department policies, federal, state, and local laws.

Qualifications Required to Perform Essential Job Functions

  • High school diploma or GED, supplemented by vocational or technical training in fire service and basic emergency medical technology.
  • Must be a merit Fire Officer. (Any appointed Lieutenant will hold the technical rank of Captain)
  • Must maintain all refresher requirements associated with any required certifications held or obtained.
  • Minimum one (1) year of experience as a fire instructor and/or trainer with the Carmel Fire Department or as an instructor for public education programs. Or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this position.
  • Must possess and maintain a valid Indiana driver’s license.
  • Must possess and maintain the following certifications with the State of Indiana: Firefighter I, Firefighter II, Basic Emergency Medical Technician, Hazardous Materials Operations, Fire Instructor I, and additional certifications as may be required by the Carmel Fire Department.
  • This position is an appointment by the Safety/Training Chief with Fire Chief’s approval.
