Consultant for The Development and Maintenance KREASI Website
Background:
Kolaborasi untuk Edukasi Anak Indonesia (KREASI) , or Collaboration for the Education of Indonesian Children, is a transformative program designed to enhance literacy, numeracy, and character education among pre-school and primary school students in eight districts across four provinces in Indonesia. Funded through the Global Partnership for Education (GPE) Multiplier Grant , the program leverages investments from the Australian Government’s Department of Foreign Affairs and Trade (DFAT) , particularly through their INOVASI Phase 3 program.
KREASI is a government-endorsed initiative under the joint supervision of the Ministry of Education, Culture, Research, and Technology (Mo ECRT) and the Ministry of Religious Affairs (Mo RA). The program's objectives align with Indonesia’s education reform, which focuses on providing flexible, student-centered learning pathways to nurture foundational skills. Save the Children Australia , along with Save the Children Indonesia as the in-country representative, acts as the Grant Agent for the GPE Multiplier Grant , responsible for conducting the program's financial management and operational execution.
KREASI aims to improve learning and achievement of foundational skills for all Indonesian pre-school and primary students. To do this, it will improve both policies and practices in the areas of curriculum and assessment, teaching practices, educational leadership, and child protection by empowering local partners. All outcome areas will incorporate cross-cutting gender, disability, and social inclusion as well as climate change. The program activities are based on identified problems in the field through numerous consultations and workshops with local stakeholders—including local government officials, principals, teachers, and their associations—who decided what the problems were themselves.
KREASI feeds into already established Merdeka Belajar education reforms, thereby supporting Mo ECRT and Mo RA, and furthering systemic and transformational education change in the area of foundational skills. Core process strategies in activating and strengthening district ecosystems, providing technical assistance to build capacities, brokering and facilitating partnerships, supporting pilots and trials of innovative solutions, and generating and disseminating evidence and knowledge will also contribute to sustained impact.
In order to support its advocacy and communication strategies, KREASI aims to develop and maintain a website as a platform to co-create and share information.
Basic Concept of Website:
The website is set as a go-to hub for all the important information the KREASI team, partners, and education ecosystem need. It serves a one-stop shop where everything—from TORs modules, SOP’s, real time program progress to KREASI’s resources and success stories—is organized and easy to access, cutting down time teams need to search for the right answers.
Targeting KREASI implementing partners, KREASI education ecosystem, and other related stakeholders, the website is an independent portal co-created and accessed with and by KREASI team and non-Save the Children counterparts.
As for the content/key features, the website mainly composes of:
  • Program profile (program overview, location, program components: curriculum and assessment, teaching practice, school leadership, child protection, and crosscutting theme – climate change and inclusion)
  • Platform to update real-time data and visualize program progress and results through power BI
  • Learning resources (SOPs, manuals, guides, manuals, FAQ)
  • Medium for sharing impact and learning through various channels (videos, stories, social media platforms, etc.)

Objectives:
  • To develop the website, integrating provision of information and services and co-creation of content for the Implementing partners, education ecosystem, and other related stakeholders
  • To maintain and improve the website as the program goes on as a platform for co-creating, hosting, and sharing of information, knowledge, learning, and impact stories of the KREASI program to the general public and as an advocacy tool to influence policy and systemic change.
Deliverables:
  • Wireframes and design mockups.
  • Fully functional website with integrated features. The benchmark for the design and content is the website of DFAT funded programs INOVASI and SKALA.
  • Documentation on CMS usage.
  • SEO-optimized content and images.
  • Post-launch support for three months.
Scope of Work:
Design Phase
  • Conduct initial design workshops with stakeholders.
  • Develop wireframes and mockups.
  • Ensure brand consistency (colors, typography, logos).
  • Provide revisions based on feedback.
Development Phase
  • Front-end development (HTML/CSS, Java Script, etc.).
  • Back-end development (database setup, server configuration, etc.).
  • CMS integration (e.g., Word Press, Drupal).
  • E-commerce or donation integration (if applicable).
  • Third-party API integration (e.g., social media feeds, CRM)
Content Development
  • Work with stakeholders to gather and upload content.
  • Provide content writing services (optional).
Testing and Quality Assurance
  • Conduct cross-browser testing (Chrome, Firefox, Safari, etc.).
  • Ensure mobile responsiveness.
  • Perform load testing for traffic and speed.
  • Security testing.
Launch
  • Deploy website on live server.
  • DNS configuration and setup.
  • Final review and approval.
Post Launch Support
  • Offer bug fixes for [X] months after launch.
  • Provide training to [client/team] on CMS usage.
  • Provide maintenance services (optional).
Technical Requirement:

  • Security: SSL certificate, encryption standards, compliance with data privacy laws.
  • Performance: Fast load times, optimization for SEO, CDN integration (optional).
Qualifications:
  • Has a degree or qualifications in Computer Sciences or related field.
  • Experience with Word Press: (1) At least 2-4 years of hands-on experience in Word Press development, including creating custom themes, plugins, and working with the Word Press core; (2) Experience maintaining and optimizing Word Press websites, including updates, backups, and troubleshooting.
  • Word Press Best Practices: (1) Knowledge of Word Press coding standards and best practices, including the proper use of hooks, filters, and template hierarchy; (2) Understanding of Word Press theme and plugin development, including custom post types, taxonomies, and shortcodes.
  • Database Knowledge: (1) Experience working with My SQL databases, as Word Press relies on this database for data storage and retrieval; (2) Thorough understanding of API concepts and JSON for effective integration and communication between applications.
  • Security and Optimization: (1) Understanding of Word Press security practices, including hardening installations, malware scanning, and data protection; (2) Experience with website performance optimization techniques, such as caching, image optimization, and code minification.
  • Perform detail-oriented and self-motivated work.
  • Perform positive attitude, team player, able to work directly with clients and able to work in difficult and challenging environments.
  • Ability to perform maturity and professional ability to handle sensitive information and ability to respect the confidentiality of such information while working with SC after the contract ends.
