We are searching for an experienced INOVASI 3 - Microsoft Power Platform Expert (Consultant) at our Indonesia facility.
Background of The Project
Indonesia’s Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasizes the urgency of Indonesia’s human resource development to fully realize 2045 goals.
Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia’s 2045 goals. Government of Indonesia (Go I) has started an ambitious program of education reforms. Successive education ministers have set out to modernize the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program’s approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia’s development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels, and use the well attested-success of INOVASI’s local problem-based approach to continuously support policy development for effective fit between policy and implementation context.
The Program is implemented by Palladium on behalf of DFAT.
One of the key advantage in INOVASI Phase 3 is the aim to streamline operation processes to reduce workload both from technical team and more-over, from administrative and operation aspect. One other aspect of these operation streamline is establishment of paper-less administrative procedures.
Palladium International Pty. Ltd. equipped every employee with Microsoft 365 account, therefore it’s decided to leverage the utilize the Microsoft-365’s Power Platform to support this paper-less and process streamlining.
Purpose of the Position
The Power Platform Expert will work closely with Head of Operations and operations team to design, develop, and implement automated workflows using Microsoft Power Apps, Power Automate & Power BI tools on as-and-when-required to streamline INOVASI phase 3 operations’ and programme processes. These processes include travel requests, expense claims, leave requests, goods/services procurements, and other processes as may be needed for activity management and programme implementation.
The expert will support the operations team in analyzing existing procedures to identify automation opportunities and developing appropriate Power Platform automation workflows that integrate with Palladium MS Office systems and Sharepoint, ensuring these automations improve efficiency, compliance, and productivity across the organization. The Power Platform processes must then integrate the refined procedures seamlessly into the entry forms, submissions, and approval processes using Microsoft 365 account.
Duties
Under the direction of the Head of Operations, or delegate, the Microsoft Power Platform Expert is responsible for the following main duties:
- Analysis and Planning: Support the Operations team in analysing the organization's current processes related to activity management, travel requests, and procurement to identify automation opportunities and map out automation workflows. Develop a comprehensive project plan that outlines the approach for automating these processes, including clear timetable for developing, testing and finalising each process.
- Automation Development: Utilize Microsoft 365 Power Platform to create efficient and effective workflows that meet the organization's requirements for the specified processes from end to end, including submission forms, the approval process workflow, document attachment, and the archiving of the approval process with all its forms and attachment on Sharepoint. This includes setting up triggers, actions, conditions, and flows that automate tasks from initiation to completion.
- Documentation and Training: Prepare detailed documentation for each automated process, including diagrams and step-by-step guides. Develop and provide training materials tailored to the needs of different user groups within the organization.
- Implementation Support: Work closely with relevant teams during the implementation phase to evaluate and test of deployed apps and provide recommendation for refinement of the automated processes. Provide necessary training to staff and address any questions or concerns.
- Capacity Building: Provide capacity building and training to INOVASI IT Specialist and relevant staff from INOVASI Ops team on the use and troubleshooting of those automated processes, with practical guide on what to do in case any error occurs to avoid implementation disruption. Train INOVASI IT Specialist on ways to do simple updates and refinements to the automation system during program implementation, for example adjusting a workflow or adding/changing attachment requirements etc.. as may be needed during implementation.
- Post-Implementation Support: Offer support after the implementation to address any issues or refinements needed in the automated workflows. This includes monitoring the automation performance and adjusting as necessary.
- Other tasked as required by Head of Operations.
The expert is expected to provide support the design and deployment of Power Platform:
- Inception Plan: A detailed plan including timelines, milestones, and an overview of the proposed automated processes.
- Advice and Capacity Building Documentation: Comprehensive documentation for each automated process, detailing the workflow, user instructions, and troubleshooting tips.
- Final Report: A conclusive report summarizing the project execution, including an assessment of the automation impact, challenges encountered, solutions implemented, and recommendations for future process improvements.
The Power Platform Expert will possess the following qualifications and experience:
- Bachelor’s degree in Computer Science, Information Technology, Business Information Systems, or a related field. A Master’s degree in a relevant field is considered an advantage.
- Demonstrated expertise in Microsoft 365 applications, especially in-depth knowledge of Power Platform, Share Point, Power Apps, Power BI and Microsoft Forms.
- Experience in microsoft power platform and analytical skills Strong analytical and problem-solving abilities to assess business processes and create efficient automation solutions.
- Experience in integrating Power Platform with other Microsoft Office tools, such as Share Point, Outlook, Teams, and One Drive, to develop seamless workflow automations.
- Ability to customize and create new solutions within the Power Platform, including the ability to configure custom connectors, triggers, and data models.

Demonstrate an ability to be flexible, think clearly and logically, and work independently in a multitasking environment.
Project Management: Experience in managing projects from conception through to completion, including planning, executing, monitoring, and closing projects.
VIII. - Documentation and Training: Ability to produce comprehensive documentation and training materials for end-users.
- Exhibit a high level of professionalism and sensitivity to confidential matters.
- Preferably, have experience in a donor environment, with familiarity with the Australian Government’s aid program in Indonesia being advantageous.
The duration of the contract is up to 30 June 2025 with maximum 85 of workdays.
