CHILD SAFEGUARDING: Level 3 - the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE
Kolaborasi untuk Edukasi Anak Indonesia (KREASI), or Collaboration for the Education of Indonesian Children, is a program designed to accelerate the improvement of literacy, numeracy, and character education for preschool and primary school students in 8 districts across 4 provinces in Indonesia. The Global Partnership for Education (GPE) funds the program through the Multiplier Grant allocated for Indonesia, leveraging the Australian Government's Department of Foreign Affairs and Trade (DFAT) investment for its INOVASI Phase 3 program.
KREASI, and its Grant Agent, Save the Children Australia and Save the Children Indonesia as the in-country representatives, were appointed by the Ministry of Education, Culture, Research, and Technology (Mo ECRT) and the Ministry of Religious Affairs (Mo RA), with the endorsement of Mitra Pendidikan Indonesia / Local Education Group (MPI/LEG), a consortium of 17 international and local education stakeholder organizations. The program is closely aligned with Indonesia's national education goals, particularly the Merdeka Belajar initiative, which emphasizes essential and flexible learning processes tailored to each student's interests, talents, and needs, focusing on holistic, relevant, and sustainable education.
This program will synergize its strategies and implementation with the successful DFAT's INOVASI program. This alignment ensures that KREASI adheres to proven practices and complements Indonesia's national education strategies.
Through extensive consultations with national, provincial, and district stakeholders, KREASI has been designed to address the specific needs of targeted regions by improving curriculum and assessment processes, enhancing teaching practices, fostering educational leadership, and ensuring child protection in education. The program strongly emphasizes Gender Equality, Disability, and Social Inclusion (GEDSI), as well as climate change education, ensuring that the most marginalized children, including those with disabilities, have access to quality education in safe and inclusive environments.
With a commitment to sustainability and systemic change, KREASI aims to empower local government stakeholders, partners, and communities, ensuring that the gains achieved through the program are both impactful and enduring. At the national level, Save the Children operates under Mo ECRT and Mo RA's supervision and is in closely with MPI/LEG to ensure that the program contributes to systemic and transformational change within Indonesia's education sector.
The District Coordinator oversees and manages specific projects within a district, ensuring their alignment with organizational goals and successful implementation of KREASI project objectives. This role includes coordinating project activities, managing timelines, and collaborating with local teams, partners, and stakeholders. A critical aspect of the role is managing ecosystem partnerships—working with a network of local organizations, government bodies, and community groups to create a supportive environment for project success. Key responsibilities include monitoring project progress, supporting field staff, ensuring guideline compliance, and reporting outcomes to higher management. The District Coordinator also facilitates community engagement and strengthens partnerships to maximize project impact and sustainability.
KEY AREAS OF ACCOUNTABILITY
Managing Ecosystem Partnership:
  • Work closely with Ecosystem Partnership Specialist and Regional Manager on identify and map out the ecosystem, including existing partners, potential new partners, and key stakeholders.
  • Proactively identify and engage with local organizations, government bodies, community groups, and other stakeholders that can contribute to the project’s success.
  • Develop and implement a strategic plan for building and managing ecosystem partnerships that align with the project’s goals and objectives.
  • Facilitate the creation of joint initiatives and collaborations with ecosystem partners to enhance the impact and reach of the project.
  • Regularly communicate with partners to understand their needs, align goals, and ensure mutual benefits.
  • Provide support and resources to partners to strengthen their capacity and ensure their effective contribution to the project.
  • Work closely with an Ecosystem Partnership Specialist to develop long-term partnership strategies to sustain the project’s impact and potentially scale successful initiatives across the district.
Managing Implementing Partner:
  • Under the supervision of the Regional Manager, the Coordinator will work closely with the implementing partners in the project area to ensure high-quality programming and on-time program delivery.
  • Work with the Regional Manager and Partnership Specialist to ensure on-time reporting with high-quality products for implementing partners' monthly narratives and financial reports.
  • Under the Regional Manager's supervision and close coordination with the Partnership Specialist, the District Coordinator will develop a strengthening plan for the partners, prepare capacity building program for partners and related government representatives, as well as develop the sustainability plan of the program
  • Under the supervision of the Regional Manager, lead the joint monitoring visit with the implementing partners and capture the lesson learned from the partnership works.
  • In close coordination with the Regional Manager to document the journey of partnership works
Financial Management:
  • Work with the Regional Manager and Finance unit, prepare the Source of Fund (SOF) annual budget loader, first and second forecasts, and monthly projections.
  • Ensure effective and efficient use of resources per Save the Children policies and procedures and donor requirements.
  • Ensure regular budget monitoring spending (Budget vs Actual spending) 5 days before financial hard close and proactively propose any modifications to expenditure plans and projections to contribute to the achievement of actual versus forecast (within 3% variance) supervised by the Regional Manager.
  • Ensure the application of appropriate and accurate expenditures and administration requirements of the overall project and cash advance of NGO partners' staff under her/his responsibility, which the Regional Manager supervises.
  • Coordinate with the Regional Manager and the Finance unit to produce accurate and timely cash returns and financial reports.
Brand and Reputation:
  • Contribute to implementing partners are aware and are actively involved in building and maintaining the Save the Children brand in all project field sites and with all project external stakeholders, including program strategic partners
Communication and Representation:
  • Maintain clear and effective communications with the KREASI team members and other program or support staff in the Save the Children Indonesia
  • Ensuring communication flows effectively between the program, partners and other external stakeholder.
  • Under the supervision of the Regional Manager, s/he will contribute to maintaining relationships with host government authorities of technical office up to provincial and district levels, donors and partner agencies, the GPE system, and local and international NGOs, including Save the Children International.
General
Any other task & responsibilities given by the Supervisor and to comply with Save the Children and Save the Children Indonesia's policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
  • Minimum of 3-5 years of experience in project coordination or management, preferably within an NGO or development context.
  • Bachelor’s degree in Project Management, Social Sciences, Education, or a related field.
  • Proven experience in managing partnerships and working with diverse stakeholders.
  • Strong organizational, problem-solving, and leadership skills.
  • Excellent communication and interpersonal abilities.
  • Ability to work independently and as part of a team.
  • Familiarity with the local context and challenges within the district.
  • Proficiency in project management tools and software.
  • Willingness to travel within the district as required.
  • Excellent interpersonal, communication and presentation skills Fluency in written and spoken Indonesian, strong English written and spoken skills.
  • Commitment to and understanding of Save the Children aims, values and principles including rights-based approaches.
  • Demonstrated ability to write high-quality reports and other project documents in Indonesian and English
