Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


Grounded on its four strategic priorities, UN Women is committed to empowering women and girls to contribute and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters, conflict, and humanitarian action. Globally, including in Indonesia, the impact of conflict, climate change, and natural disasters has disproportionately affected women and girls. In specific to social conflict, the Ministry of Home Affairs (Kementerian Dalam Negeri (KEMENDAGRI)) revealed the trend of social conflict in Indonesia in the year 2020 – 2023 has increased incrementally (Government Report on the Implementation of the National Action Plan on the Protection and Empowerment of Women and Children in Social Conflict (Laporan Pelaksanaan Rencana Aksi Nasional Perlindungan dan Pemberdayaan Perempuan dan Anak dalam Konflik Sosial (RAN P3AKS)) 2014 – 2023, 2024). Referring to Law No. 7/2012 on Social Conflict Management, the terminology of social conflict refers to the hostility and/or physical contact with violence within two or more civilian groups within a specific period, causing a wide impact and creating insecurity and social disintegration which disrupt the national stability and hinder the national development. The Report revealed that in the period 2017 – 2022, there were 344 conflicts, while in the year 2023 alone, there were 269 social conflicts (Government Report on the Implementation of RAN P3AKS, 2024). In detail, within this number, there are 531 social conflicts predominantly caused by politics, economy, social, and culture, 43 social conflicts related to land and natural resources, and 28 caused by the dispute over territorial boundaries (Government Report on the Implementation of RAN P3AKS, 2024). Following Law No. 7 of 2012, the Government of Indonesia has enacted different regulations including a national action plan as follows:



Under the framework of Presidential Regulation No.18/2014, the Government of Indonesia developed the Central Coordination Team which is led by the Coordinating Ministry for the People Welfare and consists of 17 ministries/agencies including the national police, attorney general, and national military (chapter 19). In 2019, the Coordinating Ministry for Human Development and Culture (Kementerian Koordinator Pembangunan Manusia dan Kebudayaan (KEMENKO PMK)) enacted the Minister Regulation No. 02/2019 on the development of Task Force for P3AKS (Kelompok Kerja P3AKS (POKJA P3AKS)). The Task Force is led by the Deputy for Regional Development Equity and Disaster Management KEMENKO PMK, while the position of the Secretary is held by the Deputy of Women Rights Protection, the Ministry of Women Empowerment and Child Protection (Kementerian Pemberdayaan Perempuan dan Perlindungan Anak (KPPPA)). In terms of government programs for P3AKS, the Government has developed the National Action Plan on P3AKS (Rencana Aksi Nasional P3AKS (RAN P3AKS)): (a) RAN P3AKS 2014 – 2019 (first generation) (b) RAN P3AKS 2020 – 2025 (second generation).



UN Women has been a long supporter of the Government of Indonesia in strengthening the policy and legal frameworks on social conflict management, especially on the implementation of RAN P3AKS. RAN P3AKS is part of the commitment of the Government of Indonesia in implementing the United Nations (UN) Resolution No. 1325 on Women, Peace, and Security. The UN Resolution was adopted by the member states including Indonesia to reaffirm the important role of women in the prevention and resolution of conflicts, peace negotiations, peace - building, peacekeeping, humanitarian response, and post-conflict reconstruction and stresses the importance of their equal participation and full involvement in all efforts for the maintenance and promotion of peace and security. Despite the Government’s strong commitment to advancing the Agenda for Women, Peace, and Security both at the national and regional levels, the scope of work in the current National Action Plan (RAN) is limited to social conflict issues (as referred to the Law No 7/2012) without specifically elaborating the role of women on the peace process. The Government of Indonesia through the Task Force of P3AKS aims to revise Presidential Regulation No 18/2014 to expand the scope and better fit with the Women, Peace and Security (WPS) agenda. Against this backdrop, UN Women through the support of the Korea International Cooperation Agency (KOICA) will be facilitating the development of urgency text as the required documents for the revision of Presidential Regulation No. 18/2014.


Duties and Responsibilities
Responsibilities
Under the overall guidance of UN Women Indonesia Programme Manager for Governance, Peace and Resilience and supervision from the Project Coordination Analyst of Peace Humanitarian Nexus and in close consultation with the KPPPA and Kemenko PMK, the Consultant will undertake the following tasks:
1. Develop Urgency Text for the Revision of the Presidential Regulation No.18/2014
  • Participate in a virtual inception meeting (to be organized by UN Women) with the internal UN Women and initial consultation with the Coordinating Ministry of Human Development and Culture and Ministry of Women Empowerment and Culture;
  • Develop urgency text by following the format of the urgency text of Presidential Regulation based on situational and policy analysis to rationalize the urgency for policy change.
2. Facilitate Consultative Workshop for the Revision of the Presidential Regulation No.18/2014
  • Prepare substantive materials related to the Revision of the Presidential Regulation No. 18/2014.
  • Facilitate session organized by the UN Women to collect input from the relevant Ministries/Agencies.
  • Provide input to the legal draft of the revised version of the Presidential Regulation No.18/2014 by incorporating the input from the relevant Ministries/Agencies.


Scope of Work

1. Deliverable 1: Presentation of the proposal including the work plan and timeline & Submission of Inception Report including the Terms of Reference (To R) for the POKJA P3AKS Workshop on the Revision of the Presidential Regulation No. 18/2014 on the Protection and Empowerment of Women and Children in Social Conflict (P3AKS)
  • Present the work plan and timeline of the work to UN Women
  • Develop Inception Report consisting of the background of the assignment, work plan, timeline and proposed structure of the Urgency Text
  • Revise the Inception Report by accommodating the input from UN Women
2. Deliverable 2: Draft 1 Urgency Text for the Presidential Regulation
  • Conduct desk review to develop the draft of Urgency Text
  • Write the draft of the Urgency Text by following the government format
  • Conduct preliminary consultation with members of the RAN P3AKS task force and the project technical team (UN Women, Government and CSO Partners)
  • Submit the draft 1 to UN Women, KEMENKO PMK, KPPPA for generating feedback and input
  • Finalize the final Urgency Text by incorporating feedback and geedback
3. Deliverable 3: Facilitating the Workshop for the Revision of the Presidential Regulation
  • Develop Terms of Reference (To R) for the POKJA P3AKS Workshop on the Revision of the Presidential Regulation No. 18/2014 on the Protection and Empowerment of Women and Children in Social Conflict (P3AKS)
  • Design the workshop and prepare the facilitation plan, materials, contents including PPT for the Workshop of the Revision of the Presidential Regulation
  • Lead the facilitation process of the workshop
  • Provide input to the legal draft of the revised version of the Presidential Regulation No.18/2014 by incorporating the input from the relevant Ministries/Agencies and CSOs.
4. Deliverable 4: Draft 2 Urgency Text for the Presidential Regulation
  • Revise the draft 1 by incorporating the input from the Workshop of the of the Revision of the Presidential Regulation
  • Submit the draft 2 to UN Women, KEMENKO PMK, KPPPA for the input and finalize the Text accordingly;
5. Deliverable 5: Final Draft Urgency Text for the Presidential Regulation
  • Revise the Draft 2 by incorporating the input from UN Women, KEMENKO PMK, KPPPA.

Required Skills and Experience
Education and Certification:
  • Master’s degree in Development, Social, Political, Humanitarian, International Relations, Gender, or a related field is required.
Experience:
  • At least 10 – 15 years of progressively responsible work experience in the area of social conflict, prevention of extremism/deradicalization, and gender equality.
  • Experience in developing policy papers, government roadmap/action plan.
  • Excellent analytical skills with a strong drive for results and capacity to work independently.
  • Excellent communication and writing skills; (Samples of previous work will be required.)
Languages:
  • Fluency in English is required.
