Work location will be the SEAI Offices, Dublin, and the HSE Offices, Swords, Co. Dublin. SEAI offer the option to work in a hybrid working arrangement, in line with the SEAI Blending Working Policy.

Role Profile
Join us as a Programme Manager and be part of an exciting new initiative offering a unique chance to expand your horizons and make a substantial impact on a European-based programme.
The contract term for this position is expected to run to the end of 2027.
The SEAI Pathfinder project is collaboration with the HSE, backed by the National Recovery and Resilience Plan through REPower EU (RRF).
The SEAI/HSE (RRF) REPower EU project is part of a broader HSE pilot initiative spanning ten sites. This investment aims to enhance the SEAI Pathfinder Programme, which seeks to scale up energy and decarbonisation retrofit in the public sector. The project aligns with targets set by national legislation, EU Directives, and the Public Sector Climate Action Strategy. Specifically, capital expenditure will focus on low-carbon design infrastructure, heating systems, and building measures to maximise efficiency, achieve energy and carbon savings.
As part of EU funding, this role will collaborate with the HSE capital delivery team to ensure compliance with funding conditions. The focus is on meeting technical, performance, financial, and governance requirements for the drawdown of funding.
You will also serve as the SEAI Energy Manager, leading a team to develop and maintain the ISO50001 energy management system across SEAI offices. This role will include coordinating on energy use and energy performance opportunities within 3 Park Place (3PP) and liaison with IDA, SFI and the Marine Institute.
This role reports directly to Head of Department Public Sector and Regulatory Programmes.
Join the Public Sector and Regulatory Programmes Department at SEAI, a dynamic team within the Business, Public Sector and Transport Directorate. We are delivering actions within the Climate Action Plan related to public sector target and delegated by the Minister for Environment, Climate and Communications to implement regulatory programmes.
Our public sector programmes offer strategic engagement, capacity building, technical assistance, and other supports to help the public sector achieve its energy and emissions targets by 2030. We are also responsible for collecting and validating annual data to inform future climate action plans.
Public Sector programmes include:
- Public Sector Partnerships: We provide tailored supports to fit the needs of public bodies. Aim is to support development of project pipeline to develop carbon emission and energy savings.
- Public Sector Pathfinder: We provide financial support on match-funding basis for capital project implementation.
Regulatory programmes include:
- Energy Efficiency Obligation Scheme (EEOS): We ensure energy suppliers meet their energy savings targets in line with the Energy Efficiency Directive.
- Market Surveillance Authority: We ensure compliance with Energy Labelling regulation and the Ecodesign Directive.
- Triple-E product register: We maintain a list of top-performing energy-related equipment to encourage the purchase of efficient equipment and influence procurement behaviour.
As a key member of our department, you will be part of an enthusiastic and innovative team committed to high-quality delivery.
Essential Requirements
The successful candidate must be able to demonstrate:
- A degree (minimum NFQ level 7 or greater) or equivalent qualification in a relevant technical discipline such as in Engineering, Science, Technology, or Building Services.
- Minimum 5 years' experience of working in this or a related sector or in a similar role including experience in projects with high governance oversight (can include post-graduate studies).
- Good understanding of financial management including budgeting and financial reporting.
- Strong written and verbal communication skills including report writing, presenting, public speaking and the ability to represent SEAI in a public forum.
- Ability to work independently and as part of a team.
- Excellent organisational and time-management skills, with a keen eye for detail.
Desirable Requirements
- Proficiency in project management software and tools.
- Professional certification in project management (e.g., PMP, PRINCE2).
- Proven experience in managing EU-funded projects and ensuring compliance with EU regulations.
- Strong knowledge of the Re Power EU Recovery and Resilience Facility requirements.
- Experience in the sustainable energy sector.
- Previous experience of ISO50001 certification.
- Knowledge of Irish and EU environmental regulations.
Eligibility to Work
The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland. To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested. Failure to submit the required evidence, and failure to hold a valid permit/visa during the period of the contract, will result in the application and/or contract of employment being rendered void.
