Job Summary
The Agency currently has responsibility for a budget in excess of €1.02billion and delivers its services through circa 5,000 people in 350 locations across the Country.
The Child and Family Agency has responsibility for the following range of services:
- Child Protection and Welfare
- Family Support
- Alternative Care
- Adoption
- Tusla Education Support Services (TESS)
- Children’s Service Regulation
- Counselling and Therapeutic Supports
Job Objectives
Incident Management Systems
- Support the continued implementation of the Incident Management policy and related guidance across the Agency.
- Proficiency in use and understanding of the National Incident Management System (NIMS)
- Support NIMS training throughout the agency.
- Provide guidance and advice on NIMS incident reporting and recording as required.
- Liaise with State Claims Agency as required regarding, Agency employer liability, public liability queries and the National Incident Management System
- Liaise with external bodies e.g. Health Information and Quality Authority, Health, and Safety Authority as required.
- Track implementation of major reports/investigations recommendations, as appropriate
- Monitor incident management activity and processes.
- Produce Board and Directorate Reports relating to serious incidents, and trend analysis
- Support the development and updating of policies and procedures in relation to incident management.
- Share learning across the organisation through defined process.
- Identify and manage initiatives to drive effective risk management across Tusla.
- Support on-going improvement in risk register development, monitoring, and evaluation agency wide
- Oversee the implementation of risk management systems.
- Support the Risk Assessment process and provide advice to services on matters relating to risk management.
- Prepare risk activity and assurance reports to the National manager for Risk and Incident Systems
- Support the updating of the directorate risk register and corporate risk register.
- Support directorates with the management of their risk registers.
- Identify opportunities for service and quality improvements and quantify benefits.
- Support the development and updating of policies and procedures in relation to risk management.
- Support learning and development in relation to risk management practice in Tusla.
- Provide training on the Agency Risk Management Policy
- Manage staff resources, as required.
- Maintain a repository of organisational learning from safety incident and risk management and disseminate learning to enable mitigation of future risk.
- Contribute to the development of performance indicators for risk and incident management systems which can be monitored.
- Contribute to on-going development of ICT systems for quality and service improvement processes including developments of a Tusla electronic risk register and on-going developments of the NIMS.
- Active participation in cross directorate collaborative working on risk and incident related initiatives/committees.
- Promote and participate in the implementation of change.
- Participate in and lead project working groups.
- Attend meetings committees as requested.
- Develop and maintain positive working relationships with key stakeholders both internal and external.
- Undertake special assignments and investigations as directed.
- Carry out any other appropriate duties or assignments as requested by senior management team and/or the National Manager for Risk and Incident Systems
- Deputise for the National Manager Risk and Incident Systems as and when required .
- Demonstrate pro-active commitment to all communications with internal and external stakeholders.
- Comply with and contribute to the development of policies, procedures, guidelines and safe professional practice and adhere to relevant legislation, regulations and standards.
- Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the service for example National Standards for Child Protection and Care and comply with associated Tusla – Child and Family Agency protocols for implementing and maintaining these standards as appropriate to the role.
- To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.
Skills Requirement
- An academic award in Risk Management or Quality at level 6 (or higher)
OR
- A professional qualification in a related area
- Significant experience of working in relevant environment in a post that has involved risk management, incident management and investigations as relevant to this role.
- Proficient in Microsoft Office suite
- Ability to quickly learn various technologies / programmes as required to expert level and ability to train users.
- Demonstrated ability and experience in report writing for senior management and Board Committees.
- Demonstrated experience of leading change in a complex organisation
- Experience of delivering training programmes in risk and incident management
- Demonstrated experience of managing and working collaboratively with multiple stakeholders, related to the role.
- Have the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office.
- Demonstrated analytical skills relevant to the role.
- Experience in ISO31000, ISQua accreditation or similar.
- Experience of data analytics research and analysis skills using various platforms
