The post holder is:


Is professionally accountable to the Director of Nursing.

Will have line management reporting arrangements to the Assistant Director of Nursing responsible for the service area.

Purpose of the Post


To provide professional and managerial leadership within a healthcare setting, encouraging staff to develop clinical expertise for the benefit of patients, staff, and users of the service.


The post of Clinical Site Manager has a pivotal role in service planning and development, co-ordinating and managing activity and resources within the clinical area.



The Clinical Site Manager responsibilities include overseeing the quality of care, the development and implementation of policy and procedures, the monitoring of activity and the delivery of agreed levels of service for the designated area(s).



The post holder should Manage, monitor, and evaluate professional and clinical standards ensuring an evidence-based care planning approach in conjunction with the operational ADONs. The Clinical Site Manager also facilitates the co-ordination, cooperation and liaison across health care teams and services in the best interests of quality patient care.



The post holder is part of the Senior Nursing Management Team and is expected to function in the wider hospital management context outside of office hours. The post holder will be responsible for managing all services after office hours, weekdays, weekends, and nights providing clinical/leadership/support to staff.



To liaise closely with nursing management and nursing colleagues and organize/attend/participate in meetings as required.


The post holder will have a lead role in the clinical governance of Nursing services in defined service areas. This role will include contributing to the development of key process.


Principal Duties and Responsibilities

Be responsible for the safe and effective operations of Nursing services towards ensuring patients have safe and timely access to services, expertise and support on a 24-hour basis.

Undertake strategic review and management of appropriate projects as defined by the Director of Nursing. This will include project planning and service delivery planning.
Identify and implement operational processes, informed by best practice, to optimise use of resources and to ensure compliance with statutory requirements and to improve the experience and outcome of our service users.
Promote best practice that is evidence based with the ultimate outcome of improving patient care.
Provide clinical leadership, support, expertise and managerial advice to all staff in the clinical area or responsibility.
Rotate on a roster between day duty and night duty.


Represent the Senior Nursing Executive on committees as assigned by the Director of Nursing.



Professional Leadership



Provide safe, comprehensive nursing Leadership within the guidelines laid out by An Bord Altranais agus Cnaimhseachais na h Eireann,

Ensure that opportunities exist for the development of nursing practice, which reflects current research and best practice, which is patient focused and cost effective.
The Clinical Site Manager will be accountable and professionally responsible to the Director of Nursing. The direct line Manager will be the general ADON.
The Clinical Site Manager will establish a clear leadership role for all hospital staff and act as a focal point of all management effort within the area of responsibility.
He/ she will ensure the provision of the most efficient and effective standard of services that is possible within the available resources.
Undertake other relevant duties as may be determined from time to time by the Director of Nursing.
Communicate with Medical Consultants and their teams in relation to matters pertaining to the management of patients.
Liaise with the Director of Nursing and Chief Executive, as necessary.
As the Senior Nurse Manager on duty maintain updated skills and knowledge for all policies dealing with emergencies and other situations e.g. major disaster, fire drill, cardio-pulmonary, child protection, European Working Time Directive, Guidelines for Good Practice, Risk Management etc.
To deputize for ADON in his or her absence as requested/required.
To deputize for CNM3 Night Sister in his or her absence as requested/required.
Ensure the cost effective and appropriate use of staffing and materials with due regard to budget control.
Will be involved in the operational aspect of any Time and Attendance projects, ensuring efficient tracking, monitoring and management of staff hours.


Communication



Maintain effective communication and professional relationships within the nursing team, multi-disciplinary team, and clinical support services to ensure that a cohesive effective service is provided within the service.

To communicate appropriately with all groups within Peamount Healthcare including patients' relatives, colleagues, and other members of the healthcare team.
To act as facilitator in conflict or problem situations in a manner that avoids antagonism and reduces conflict.
Ability to present information in a clear and concise manner.
Awareness and appreciation of the service users and the ability to empathize with and treat others with dignity and respect.


Health & Safety



Participate and cooperate with legislative and regulatory requirements about Quality, Risk and Safety.

Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc and comply with associated HSE protocols for implementing and maintaining these standards as appropriate to the role.
The Nursing Site Manager will ensure as part of the management team that prompt action is taken to identify general and specific health and safety risks.
In conjunction with Health and Safety, ensure that effective safety procedures are developed and managed to comply with statutory obligations.
Be aware of risk management issues, identify risks and take appropriate action.
Take appropriate action on any matter identified as being detrimental to staff and/or service user care or well being / may be inhibiting the efficient provision of care.
Ensure adherence to established policies and procedures e.g., health and safety, infection control, storage, and medication management.
Ensure completion of incident / near miss forms.
Maintain a feedback mechanism with the clinical risk manager and report to senior management team where appropriate.
Ensure adherence to department policies in relation to the care and safety of any equipment supplied for the fulfilment of duty. Ensure advice of relevant stakeholders is sought prior to procurement e.g., CNS infection control, Occupational Therapist.
Assist in relevant audits related to Health & Safety.

Quality Management:
Initiate, support, and implement quality improvement initiatives in their area which are in keeping with the hospital's continuous quality improvement programme.
Identify, participate, and support suitable Clinical Audit projects and implement recommendations of the results of the clinical audits.
Assist in relevant audit and project work.
Seek out opportunities for improving the quality of service and act as an innovator of further improvements.
Fully investigate all complaints and act appropriately
Assist in the development of service policies and procedure and ensure they are adhered to.


Education and Training:



Create and maintain an environment conducive to evidence-based teaching learning and practice in the out of hours service.

Contribute to service development through appropriate continuous education, research initiatives, keeping up to date with nursing literature, recent nursing research and new developments in nursing management, education and practice and attend staff study days as considered appropriate.
Provide support/advice to those engaging in continuous professional development in his/her area of responsibility.
Engage with the Centre for Education in the identification, development and delivery of education, training, and development programmes for nursing and non-nursing staff.
Participate in in-service training, induction and orientation programmes for nursing and health care support staff.
Engage in performance review processes including personal development planning e.g., by setting own and staff objectives and providing and receiving feedback.

Management


To develop and maintain good communication with the nursing teams and others involved directly or indirectly with patient care to ensure a patient focused service.

To manage nursing resources effectively, applying knowledge of nursing skill mix to ensure highest standards of service.
Manage flexible staffing to address unplanned absenteeism or other emergency situations that may occur.
Keep an accurate record of absenteeism and have a current knowledge of policies and procedures governing same and work with CNM's and Human Resources.
Ensure cost-effective use of agency/relief to manage resources effectively.
To assist and advise with management of complaints at local level.
To act as a resource for non-nursing personnel where appropriate.
To be involved with disciplinary procedures as appropriate
To be flexible but consistent in decision making
To recognise conflict and facilitate resolution.
Participate in working groups and committees as required.
You will have direct line responsibilities for named Staff on the Relief Panel, both Staff Nurse and HCAs.

Eligibility Criteria


Qualifications and/ or experience


Candidates must


Be registered in the General Register of Nurses kept Bord Altranais agus Cnaimhseachais na h Eireann (Nursing Midwifery Board Ireland) or be entitled to be so registered.

And


Have at least 5 years post registration nursing experience

And
Have adequate knowledge of Gerontological nursing in a residential setting that is HIQA compliant.
And
Demonstrate evidence of continuing professional development at the appropriate level.
And
Have the clinical, managerial, and administrative capacity to properly discharge the functions of the role.


Age

Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age.


Health

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.


Character

Each candidate for and any person holding the office must be of good character.

Terms & Conditions of Employment

Tenure
The Current Vacancy available is part time on a specified purpose basis. The post is pensionable.


Appointment as an employee of Peamount Healthcare is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.


Remuneration
Remuneration is in accordance with the salary scale approved by the Department of Health: Clinical Nurse Manager 3 - General (233X)


Current salary scale with effect from 1st October 2024: €68,652 (point 1) to €77,530 (point 6).


Working Week
The hours allocated to this post are 26.5 hours on a rostered basis. The allocation of these hours will be at the discretion of the Department Head and in accordance with the needs of the service.


HSE Circular 003-2009 "Matching Working Patterns to Service Needs (Extended Working Day/Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016" applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th, 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change according to 24 hour service need over seven days to meet the requirements for extended day services in accordance with the terms of

the Framework Agreement (Implementation of Clause 30.4 of Towards 2016

Probation
All employees will be subject to a probationary period as per the probation policy. This policy applies to all employees irrespective of the type of contract under which they have been employed. A period of 6 months' probation will be served:
On commencement of employment.
Fixed term to permanent contract.
Permanent employees commencing in promotional posts will also undertake a probationary period relating to their new post.


Pension

Employees of Peamount Healthcare are required to be members of the Hospitals Superannuation Scheme. Deductions at the appropriate rate will be made from your salary payment.
If you are being rehired after drawing down a public service pension your attention is drawn to Section 52 of the Public Services Pension (Single and Other Provisions) Act 2012. The 2012 Act extends the principle of abatement to retired public servants in receipt of a public service pension who secure another public service appointment in any public service body.

Maternity
Maternity leave is granted in accordance with the terms of the Maternity Protection Acts 1994 and 2001.

Sick Leave
Peamount Healthcare operates a Sickness Absence Management policy in line with the new Public Service Sick Leave Scheme as introduced on 31st March 2014.

Pre-Employment Health Assessment
Prior to commencing in this role, a person will be required to complete a form declaring their health status which is reviewed by the hospital's Occupational Health Service and if required undergo a medical assessment with this department. Any person employed by Peamount Healthcare must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Validation of Qualifications & Experience
Any credit given to a candidate at interview, in respect of claims to qualifications, training and experience is provisional and is subject to verification. The recommendation of the interview board is liable to revision if the claimed
qualification, training, or experience is not proven.

References
Peamount Healthcare will seek up to two written references from current and previous employers, educational institutions, or any other organisations with which the candidate has been associated. Garda Vetting
Peamount Healthcare will carry out Garda vetting on all new employees. An employee will not take up employment with the hospital until the Garda Vetting process has been completed and the hospital is satisfied that such an appointment does not pose a risk to clients, service users and employees.

Health & Safety
These duties must be performed in accordance with the hospital health and safety policy. In carrying out these duties the employee must ensure that effective safety procedures are in place to comply with the Health, Safety and Welfare at Work Act. Staff must carry out their duties in a safe and responsible manner in line with the Hospital Policy as set out in the appropriate department's safety statement, which must be read and understood.

Specific Responsibility for Best Practice in Hygiene
Hygiene in healthcare is defined as "the practice that serves to keep people and the environment clean and prevent infection. It involves preserving one's health, preventing the spread of disease, and recognizing, evaluating and controlling health hazards."
It is the responsibility of all staff to ensure compliance with hospital hygiene standards, guidelines, and practices.
Department heads/ managers have overall responsibility for best practice in hygiene in their area.
It is mandatory to complete hand hygiene training every 2-years and sharps awareness workshops yearly.
