This position supports the Army Prepositioned Stocks –Four (APS- 4) Program located in Sagami General Depot (SGD), Japan

Job Summary

The Environmental Specialist will comply with all applicable safety and environmental regulations, local safety policies, and KBR's Zero Harm program. Environmental Specialist shall serve as resident environmental expert with matters related to working in a vehicle maintenance and supply warehouse environment; covering spill prevention and response program; performs quarterly internal environmental compliance inspections and maintaining the storm water compliance plan; maintains a centralized database in the Safety/Environmental office with all APS-4 HM stored in SGD, Japan; works with HAZMART on shelf-life extensions and cost effective disposition; maintains proper labeling requirements and SDS requirements; insures proper storage and segregation requirements; applies hazard control fundamentals and techniques; facilitates the Industrial Hygiene Program; assists with the Hazardous Materials, Waste, and Pollution Prevention Programs; briefs management on safety issues to include incidents, accident reports; maintains safety metrics as required; assists APS-4 KBR Health Safety Environmental (HSE) Department for maintaining an occupational safety and health program IAW AR-385-10 and OSHA standards. Performs other duties as assigned.

Roles and Responsibilities

Environmental Specialist shall serve as resident environmental expert with matters related to working in a vehicle maintenance and supply warehouse worksite(s).
  • Covering spill prevention and response program.
  • Performs quarterly internal environmental compliance inspections and maintaining the storm water compliance plan.
  • Maintain a centralized database in the KBR APS-4 Health Safety Environmental (HSE) office with all HM stored in KBR APS-4 areas of responsibility.
  • Works with Camp Carroll HAZMART on shelf-life extensions and cost-effective disposition.
  • Maintains proper labeling requirements and SDS requirements; insures proper storage and segregation requirements.
  • Apply hazard control fundamentals and techniques.
  • Facilitate the Industrial Hygiene program; assists with the Hazardous Materials, Waste, and Pollution Prevention Programs.
  • Brief management on safety issues to include incidents, accident reports; maintains safety metrics as required.
  • Assist KBR APS-4 HSE department for maintaining an occupational safety and health program IAW AR 385-10 and OSHA standards.
  • Performs other duties as assigned.
  • Adjust and make emergency repairs to equipment to include placing and maintaining decals on vehicles, check and replace batteries, replace track, clean interiors, and exteriors of equipment, check, and maintain fluids and fuel.
  • Maintain and account for provided and personal tools, equipment, and work areas.
  • Provide technical assistance, guidance, or training to Light Track Mechanic I personnel.
  • Assist in supervising and coordinating the activities of maintenance personnel.
  • Repair all mechanical equipment.
  • Troubleshoot, overhaul, repair, and perform maintenance on all types of automotive, hydraulic equipment, gasoline, and diesel-powered vehicles.
  • Comply with all applicable safety and environmental regulations, local safety policies, and KBR’s Zero Harm program.
  • Perform other duties assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)
  • Must be a U.S. Citizen.
  • Must either possess or be able to obtain an Active Secret Security Clearance issued by the U.S. Government and maintain it for the duration of your employment on this contract.
  • Must have a favorable adjudication of an NACI background check.
  • Must be able to obtain and maintain a base access.
  • Must have a valid U.S. Passport.
  • Must have a valid State Motor Vehicle Operator License.
  • Must provide documentation to qualify as US EXPAT Invited Contractor Status and SOFA Visa IAW USFK 700-19 Regulation.
  • Must have a minimum of AA degree in a technical discipline or minimum 5 years’ experience in one or more of Health, Safety, or Environmental fields.
  • Must have Certificate for Industrial Environmental Management or equivalent within the last three (3) years; and average of at least 12 hours of Environmental Specialist training within the last year.
  • Must have a working knowledge of Logistics Support Activity (LOGSA), Defense Logistics Agency Shelf-Life Management, Hazardous Materials Information Resource System (SDS), and Army Knowledge Online (AKO) for Do D and Army Regulations.
  • Must possess familiarity with various environmental regulation regimes and codes, workplace safety, military regulations, and the legal requirements of both the US and the host nation(s).
  • Must be able to work in a non‐temperature-controlled environment, heat, and humidity.
  • Must be able to lift 50 pounds to waist level and 35 pounds to shoulder height.
  • Must be able to work in confined spaces.
  • Must pass initial and periodic drug screening.
