US Commander, Navy Installations
Assistant Youth Sports and Fitness Coordinator

Duties
Program Management- Assists with the development and oversight of a developmentally appropriate YSF program, which includes the YSF Core Service Areas of Sports, Fitness, Health and Nutrition, Outdoor Recreation and Motor Skills Development.
- Assists in supporting the principles, administration, rules and regulations of the YSF program which are consistent with those of the National Association for Youth Sports (NAYS) or other affiliated organization.
- Assists in the provision of individual and group fitness and sports programs to include activities such as running, aerobic classes, tennis, golf, team sports, sports clinics, leagues and tournaments, which ensures achievements of youth are recognized formally and informally. Instructs participants in those YSF activities for which the employee has technical expertise (e.g., volleyball, soccer, and other related sports and fitness activities.) Assists in the development and organization of supplemental YSF activities based on the expressed and observed needs and interests of patrons such as special event tournaments, and trips necessary to support related activities which may include parents and other family members.
- Assists the YSF Coordinator in the recruitment of coaches and volunteers and ensures all coaches, officials and other related direct program support personnel are trained and have appropriate credentials.
- Assists in collaborating with other military installations in planning fitness and sports activities, as applicable, and where available within the local community coordinates with area programs that offer these programs, such as the local running club, Boys and Girls Clubs of America (BGCA), 4H, Young Men's Christian Association (YMCA), Parks and Recreation, etc
- Assists in ensuring space is available and adequate to meet all programming needs and is reflective of and inviting to program participants and spectators. Verifies the safe and proper conditions of all fields, courts, facilities, areas and grounds utilized by the YSF program. Coordinates the field maintenance.
- Assists in the preparation of the program space for scheduled activities and ensures all safety requirements are met prior to use of the area, to ensure recurring scheduled and/or immediate repairs and maintenance services are performed to meet both safety and program activity specifics.
- Assists with maintaining and securing the necessary supplies and equipment to support the programs and activities offered and ensures that all equipment and supplies are age-appropriate and in good condition. Assists in the inventory of supplies and equipment on a recurring basis and recommends replenishing those that are damaged, missing, or depleted. Reports any unsafe equipment and/or environmental discrepancy to supervisor and removes items if applicable. Assists with rescheduling or realigning any/all activities to ensure maximum safety and age appropriateness of venues offered.
- Assists in ensuring the YSF program is in compliance with all fire, safety and security rules and regulations.
- Assists in establishing a YSF program that sustains participant interest and promotes positive interactions between children, youth and adults.
- Assists in ensuring appropriate sportsman-like conduct is maintained, via behavior modeling by CYP employees, volunteer coaches and other adult participants (i.e., team parents and referees). Participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
- Uses appropriate child and youth guidance techniques that encourages positive social interactions, promotes conflict resolution, and develops self-control, self-motivation and self-esteem.
- Interacts professionally with employees, parents, volunteers and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees.
- Supervises a staff of three or more.
- Assists with implementation and support of policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards.
- Assists in ensuring compliance with law, policies, and regulations applicable to Do D CYP programs.
- Assists in obtaining and retaining Do D certification and accreditation.
- Assists with the development and provision of programs related to the core program areas outlined in the OPNAV and required by the Do N such as Boys and Girls Clubs of America (BGCA) or 4-H required programs.
- Assumes responsibilities and perform duties and requirements of the YSF Coordinator in his/her absence. Assists in preparation of grant applications for additional funding. Serves as a mandatory reporter to Family Advocacy and Child Protective Services.

- Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
- Ability to sustain considerable walking, standing, bending, stooping, and lifting up to 40 pounds.
- Must be 18 years of age or older.
- Must successfully obtain and maintain appropriate security clearance as needed.
- Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of Do D's Child and Youth Programs.
- Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
Qualifications
- 3 years of full-time experience working with children and/or youth AND specialized experience in youth fitness, recreation, and sports programs OR a combination of appropriate education and experience.
- Knowledge of youth recreational, sports and fitness concepts, theories and principles.
- Knowledge of a variety of NAYS national standards as they apply to youth programming and youth fitness and sports activities for children and youth.
- Knowledge gained through relevant experience, which enables the employee to competently and independently carry out continuing YSF projects or programs through proper application of the principles, concepts, and techniques of youth sports and fitness to the specific needs of a military community.
- Knowledge of the range of activities and services, of participant interests and needs, and of the methods and processes involved in a military YSF program, which knowledge enables the employee to plan and conduct a variety of enhanced activities and services.
- Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.
- Skill in the application and utilization of such knowledge in planning and carrying out a military YSF program, which meets as fully as possible, the needs of the participating community.
- Skill in effectively organizing and utilizing all available resources within the program framework.
- Skill in program planning, organizing, and employee scheduling.
- Skill working with military families and an understanding of military lifestyles is preferred.
- Ability to supervise others. Ability to lead, supervise, and interact with youth and teens, and the ability to safeguard and account for monies and other related YSF program resources.
- Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders. Ability to maintain records and reports.
- Ability to safeguard and account for monies and equipment. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Education
A minimum of a 2-year degree in Youth Recreation, Physical Education, Youth Development, or other related degree as appropriate is preferred AND 3 years of full-time experience working with children and/or youth.
OR
Experience that demonstrates the ability to plan, organize, coordinate, supervise, or evaluate youth fitness, recreation, and sports programs AND 3 years of full-time experience working with children and/or youth.
Note: If your degree has not been awarded and/or you possess certificates of completion for Do D approved competency-based training courses, and/or a valid CDA/MSA credential(s), you MUST also provide a copy of your HS Diploma or equivalent.

- Marijuana is a Schedule I drug under the Controlled Substances Act and therefore use of marijuana is illegal under Federal law regardless of State laws. A positive drug test result for marijuana (or any other drug tested for) will result in withdrawal of the tentative job offer and ineligibility to apply for a position within the Department of Defense for 6 months from the date of the drug test.
- All individuals involved in the provision of child care services on a Department of Navy (DON) installation or in a DON-sanctioned program must complete the Installation Records Check (IRC). The IRC includes a check of the Substance Abuse Rehabilitation Program (SARP) records in the Alcohol and Drug Management Information Tracking System (ADMITS) database, a check of the Family Advocacy Program (FAP) records in the Fleet and Family Support Management Information System (FFSMIS), and an installation security/base check via the Navy Justice Information System (NJIS) database and/or other law enforcement systems. This information will be used to determine suitability for the applicant in accordance with criteria for automatic and presumptive disqualifiers, per Do DI 1402.05.
- Per Department of Defense Instruction (Do DI) 1402.05 Background Checks on Individuals in Do D Child Care Services Programs, incumbents will be automatically disqualified for a conviction in either civilian or military court (to include any general, special, or summary court-martial conviction or if they received non-judicial punishment [under Article 15 or chapter 47 of Title 10, U.S.C]) for any of the following: a sexual offense, any criminal offense involving a child victim, or a felony drug offense. Additionally, the incumbent will be automatically disqualified if he/she has been held to be negligent in a civil adjudication or administrative proceeding concerning the death of or serious injury to a child or dependent person entrusted to the individual's care.
