CHILD DEVELOPMENT CENTER DIRECTOR NF-04 RFT WWH **OPEN UNTIL FILLED**

This position is located at the Child Development Center. Candidates selected for this position will serve as the Child Development Center Director.
This position includes a World Wide Hiring (WWH) package for the selected eligible applicant, which consists of Living Quarters, Post Allowance, and relocation expenses. Only current U.S. citizens are eligible for Living Quarters Allowance, Post Allowance, and relocation assistance. For those applicants currently assigned to MCAS Iwakuni or currently in a SOFA agreement, this may be not applicable. Applicants must currently physically reside in the U.S. to be eligible unless on official Do D orders outside of the U.S.
The initial length of this overseas tour for Iwakuni, Japan is three (3) years with potential of extending per management's discretion.
ADDITIONAL NOTE
- Effective 1 January 2018 all relocation expenses paid on behalf of employees or as a reimbursement are reportable taxable earnings and are now included in the IRS definition of compensation under Code section 415.
- Candidates selected for the position, who wish to bring their family members, and require services in the overseas location, such as medical or dental care, will solely be responsible for obtaining care and paying for costs upfront, and submitting claims for reimbursement afterwards. The availability and level of care at host nation medical and dental facilities will vary by location. Please note that while civilian employees and their families are welcome to utilize military medical and dental treatment facilities, access to these facilities are on a space-available and reimbursable basis only, and services offered may be limited. Medical and dental care may be provided by host nation providers.

Major Duties
The CDC Director is responsible for the administration of the facility to include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operations, and compliance, among other tasks. These tasks are summarized below.
Program Management
Applies professional knowledge of child development principles to supervise the CDC's developmental programming. Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children. Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Do D, United States Marine Corps (USMC), and local policies and standards. Provides oversight for implementation of a daily schedule of planned activities that stimulates physical, emotional, social and cognitive growth of children. May provide escort service to children who attend half-day preschool, and are transported to and from the CDC to Do D elementary schools.
Recommends modification of higher-level program goals and interprets and applies child development philosophy/principles and USMC policies based on patron needs and program evaluation and assessment. Ensures the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel. This may include hours of operation and programming needs of the military community.
Provides oversight for services that may include: part day preschool programming for selected days of the week, evening child care for selected days, occasional hourly and supplemental child care.
Participates in the CYP Inclusion Action Team meetings as required. Coordinates staff training that includes reference to food and environmental allergies or physical disabilities, and policies and procedures on special needs accommodations. Maintains supporting documentation on special needs and ensures proper attention is provided for each child.
Ensures maintenance of appropriate standards for facility condition, safety and sanitation. Submits work requests to maintenance as required. Recommends purchase of equipment and supplies to adequately maintain the facility and associated childcare programming. Ensures required inspections are conducted by health, safety and fire officials. Monitors cleanliness, sanitation, health, fire and safety standards in the designated facilities, play areas, playgrounds and surrounding areas of responsibility. Ensures completion of a daily inspection checklist. Follows up on corrective action for identified deficiencies and prepares and forwards applicable responses and reports.
Maintains liaison with local institutions and community organizations to stay abreast of trends and changes in the community. Interacts professionally with employees, parents, volunteers and local installation command personnel. Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees.
Budgeting and Financial Management
Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment. Oversees the collection, accurate accounting, and reporting of funds received from patrons. Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. Adheres to authorized methods of acquisition.
Major Duties
Personnel Management
Responsible for the supervision of employees and volunteers. Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol and substance abuse, and take appropriate action. Supervises volunteers and assigns roles. Ensures proper and timely initiation and implementation of all personnel actions and assures quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers. Manages and resolves issues and concerns with parents, volunteers and employees.
Ensures all employees follow safety, health, and risk management policies and procedures. Oversees the development of a staffing schedule in accordance with established ratios and group sizes and coordinates use of employees who work across CYP with other installation CYP Directors. Monitors schedule to ensure that program meets the required child to adult ratios and that over-staffing is avoided.
Establishes local performance standards for employees and volunteers using established standards and requirements and evaluates performance. Provides clear guidance to employees and volunteers regarding compliance with standards and execution of management directives. Receives and ensures resolution of complaints related to personnel and takes disciplinary action as necessary. Works collaboratively with the Training and Curriculum Specialist to identify training needs of employees, provide or make provisions for training to accomplish those needs and assess application of training. Ensures training in early childhood methods and child development to guarantee the effective implementation of established curriculum and developmental programming. Ensures training is competency based and tied to career progression. Encourages and facilitates the pursuit of continuing higher education, including the Child Development Associate (CDA) credential or college-level classes. Acts as an advisor to staff members in CDA process/training.
Program Operations
Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs. Works collaboratively with other CYP Directors to establish and implement a combined Parent Board that includes parents and CYP Professionals. Maintains an active program of parental involvement to include a Parent Board, parent education opportunities, and activities that provide parents with opportunities to participate.
Oversees the food service program to ensure compliance with applicable Marine Corps and US Department of Agriculture (USDA) food program policies and standards on: proper composition of meals, ordering of food, proper preparation and storage of food, and maintenance of proper documentation and record keeping for food service. Ensures food service operations provide nutritionally balanced meals and snacks in accordance with USDA guidelines.
Ensures that available program spaces are fully utilized. Works collaboratively with the person responsible for maintaining the waitlist to ensure vacancies are filled quickly.
Compliance
Ensures compliance with, and is assessed by adherence to the standards, criteria and law developed by the USMC, Do D, and the Military Child Care Act. Takes action to obtain and retain Do D certification and national accreditation. Takes action to implement recommendations or correct deficiencies resulting from inspections or accreditation visits. Prepares responses to inspection reports. Ensures the development and implementation of the established curriculum. Implements and supports policies and procedures to ensure compliance with health, fire, safety, facility, and program regulatory guidance and standards. Responsible for compliance with child abuse and neglect reporting requirements. Carries out Equal Employment Opportunity policies and communicates support of those policies to CYP Professionals.
Additional Responsibilities
Serves as a mandatory reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. Performs other duties as assigned.
May work a fluctuating work schedule to complete work assignments outside of the typical work hours.
Qualifications
MINIMUM QUALIFICATIONS:
(1) A Bachelor's degree in child development, early childhood education, family and consumer science (early childhood emphasis), elementary education, special education, or other degree appropriate to the position filled from an accredited college AND 3 years of full time experience working with children and/or youth.
OR
(2) A combination of education and experience that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above AND 3 years of full time experience working with children and/or youth.
Satisfactorily complete all background checks in accordance with Do D and Marine Corps policy for employees who provide child care services. Must pass a pre-employment physical and annual physicals thereafter, provide evidence of immunization and be free from communicable disease. Must complete all Do D training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
