RECREATION SPECIALIST (COMPLEX MANAGER) NF-03 RFT (JAPANWIDE)

This position is located at Ironworks Gym - Northside. Candidates selected for this position will serve as a Recreation Specialist (Complex Manager).

Major Duties

INTRODUCTION:
This position is located within the Marine Corps Community Services Division (MCCS), Semper Fit, Fitness Branch. The primary function of the position is to serve as a Recreation Specialist (Complex Manager) of a multi-mission fitness, recreation, sports and retail facility(s) aboard a Marine Corps installation. The program serves a diverse population of active duty, reserve, and retired military, their family members, civilians, and other authorized customers to include the local national community in and around the installation.

DUTIES AND RESPONSIBILITIES:
Responsible for the day-to-day operations and administration of a diversified fitness, recreation, sports and retail facility(s). The incumbent leads, instructs and monitors a diverse front-line workforce of multi-national demographics (NAF, MLC, IHA, Contracted Labor and Volunteers) in direct contact with patrons. Responsible for the general maintenance and upkeep of the fitness center, recreational fields/courts and other ancillary properties. Maintains appropriate inventory stock levels for customer purchases, facility supplies and expendable property. Complies with facility(s) opening and closing procedures in accordance with established policies and procedures.

Coordinates as required with the Fitness Facilities Manager and Complex Managers to facilitate the day-to-day operations and varied administration required for proper maintenance, repair, preparation, and cleaning of the facility and exercise equipment. Recommends new or replacement equipment and supplies to accomplish the mission. Submits service tickets/work requests to the appropriate authorities for repair and maintains a maintenance log. Coordinates with the Facilities Management Branch (FMB) to correct maintenance discrepancies and resolve pending requests. Performs monthly and quarterly preventive maintenance inspections and in conjunction with FMB performs annual inspections on facilities, equipment, and recreational fields/courts which include the following: fitness center(s) to include satellite facility(s), sauna room, steam room, locker rooms and showers, indoor/outdoor restrooms, indoor/outdoor basketball courts, indoor/outdoor volleyball courts, racquetball courts, office spaces, cardio rooms, storage rooms, skate park, martial arts room, aerobic exercise room(s), soccer field, football field, running track, tennis courts, softball fields, picnic areas, pavilions, High Intensity Tactical Training (HITT) Center, weight room, break room, and a laundry room.

Prepares and publishes employees work schedules at least two weeks in advance. Ensures adequate staff levels through interviewing and recommending qualified applicants. Explains goals and objectives to subordinate staff and assists in the organization of tasks to accomplish work. Holds employees accountable by providing leadership and guidance to staff and provides information to the supervisor on performance of the team and individuals. Provides award recommendations to immediate supervisor and relays training needs. Trains the team in frontline operations and customer service. Holds meetings with subordinate team to communicate assignments and deadlines. Leads the team in the issuing of recreation equipment and ensures that all equipment is checked for serviceability on a daily basis and replaced or repaired as required. Ensures proper accountability of front-line expendable property. Promotes EEO policies and procedures contained in local regulations, Marine Corps Orders and other appropriate sources and communicates contents of same to subordinates.

Major Duties

Ensures the Daily Activities Report (DAR) is completed in accordance with established policies and submitted to the Accounting Management Office (AMO). Ensures accurate daily deposits of the activities cash receipts are made to the military-banking facility. Resolves and/or elevates customer complaints. Provides feedback to the Fitness Director on customer inquiries into expendable equipment and retail product assortment. Prepares, collects, reviews and submits reports and conducts inventories and checklists as required to support front-line operations. Ensures team is properly trained in cash handling procedures to include Rec Trac operations.

Develops, executes, monitors and submits budget forecasts and identified sources for supplies and equipment required to operate a diversified fitness, recreation, sports and retail facility(s). In addition, procures and manages the inventory and repair of equipment, reports directly to the Fitness Director.

Maintains appropriate supply levels (retail items, cleaning supplies, and expendable property) to support operations through expendables, Government Supply Agency (GSA), local business, online vendors, and organizational supply sources.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.

Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return to Work" program initiatives and following up on employee wellbeing.

Performs other related duties as assigned.

Qualifications

Three years of general work experience, AND at least 6 months of supervisory experience, that demonstrates knowledge of practical business management such as property control, cash handling, inventory, retail management, and basic computer skills, AND one year of recreational experience within the field/environment, OR a Bachelor's degree from an accredited college or university in the field of general recreation, or related field.
Experience in successfully leading a large and diverse workforce.
Must complete Cash Handling Training Course within 2 weeks of being hired before handling fund and Refresher Course once per year.
Must be able to accommodate a flexible work schedule to include weekends, holidays and nighttime.
Must be able to obtain and maintain a Government Driver's License.
Ability to work with others within a broad range of environmental and physical conditions.
This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
