DISTRICT FACILITY MANAGER (JAPAN)

Job Summary:

Manages a comprehensive facilities planning program for all NEX and NHG facilities within the District, encompassing both short and long range capital improvements projects as well as maintenance support.
Duties and Responsibilities:
1. Project Planning and Execution
  • Independently plans and executes facilities projects by developing detailed project scopes of work identifying work elements by category and discipline. Ensures plans conform to NEX and NHG standards, DOD facility criteria, and Host Nation codes and regulations.
  • Develops detailed drawings depicting current conditions, demolition activities, architectural work including finishes, utilities work and installation of fixtures and equipment. Develops detailed government estimate for the work by category (construction including travel and contingency, design, minor and major equipment and contracts; with applicable oversight/overhead costs). Performs project planning to include material procurement, sequence of work and project duration. Determines most appropriate mix of methods to accomplish work between in-house, installation engineer shop forces and/or contractor.
  • Requests and obtains work permits from installation engineers following local procedures. Develops project safety plans and submits as required to installation safety managers for awareness and/or approval.
  • Requests project approval and budget authority by submitting the appropriate level project request form (Minor, Major, Equipment) to HQ Code B. Includes an economic analysis provided by Code N of the project costs against anticipated sales increases to forecast the project return on investment.
  • Prepares scopes for contracts and requests for installation engineer support as required. Places orders for project materials and equipment and determines most appropriate shipment destination and staging point for projects in Japan, Singapore, and Diego Garcia. Coordinates international project travel and orders to include lodging, local transportation, base access and required immunizations and screening.
  • Develops detailed project execution schedule and provides weekly project updates. Reviews project requirements against locally-staged tools (if any) and makes arrangements for shipping or local procurement.
  • Creates a project ledger to track all expenses against approved budget, forecasts balance at completion, and requests budget increases when necessary along with providing a justification for the additional funds. At project completion, reconciles ledger against charges posted to enterprise accounting system (LAWSON) and prepares a formal project closure letter to allow project to enter depreciation.

2. Project Management Support
  • Serves as Facilities Support Manager for assigned Public-Private Venture (PPV) renovation projects for vended services. Provides drawing support for and reviews Requests for Proposals. Informs store management and vendors regarding project work permit procedures, costs and timeframes, which can vary by installation. Conducts market research and identifies suggested sources for assigned projects.
  • Furnishes record drawings and technical information for use by Vendor designers, and educates foreign designers regarding applicable Do D Uniform Facility Criteria (Codes) and design submission format and content. Reviews Vendor design submissions for completeness prior to forwarding to Installation Engineer for work permit approval.
  • Participates in Post-Award and Pre-Construction meetings when requested. Serves as Project Manager for assigned projects executed by installation engineer shop forces, contractor, or the Code B Facilities team.
  • Populates project data in enterprise Project Management Information System (currently e-Builder), provides regular status updates, and follows published project workflows.
  • Serves as the Contracting Officer’s Technical Representative (COTR) as requested.


3. Financial Management
  • Develops and tracks execution of annual operating budget for the District office and establishes the reimbursable labor rates based on anticipated workload and associate productivity to achieve full cost recovery.
  • Works with Navy Exchange District Vice President (NEX DVP), Navy Hospitality Group Regional Vice President (NHG RVP), General Managers, Logistics Managers and NEXCOM Program Managers to identify annual Capital Equipment and Project Requirements for future budget years.
  • Manages approved Capital budgets to ensure project execution and equipment procurements do not exceed approved budget authority without additional approval. Applies NAF funding regulations to ensure Region and installations fulfill the APF funding responsibilities for facility support.
  • Develops computerized, management information reports and analyses, financial and statistical trends, schedule and funding updates, progress reports, and other material relevant to NEXCOM Enterprise entities interests.


4. Maintenance Support
  • When the CAPEX program availability allows, provides occasional support to NEX District Administration Office, Stores, Distribution Centers, NGIS and Navy Lodge through in-house performance of maintenance and repair requested via work order.
  • Assists with the preparation of scopes, estimates and market research for service contracts to maintain NEXCOM-owned equipment.
  • Establishes open purchase orders to meet recurring material demands.


5. Capital Equipment Procurement Support
  • Provides technical support to procure and install approved capital equipment by working with requirement owners to determine equipment placement and dimensions, host nation power requirements and performance characteristics.
  • Conducts market research as required to identify makes, models, and sources that satisfy requirements.
  • Develops scopes of work for Contracts when equipment costs are expected to exceed competition threshold and no NEXCOM contract exists for the equipment.
  • Provides the Contracting Office with a list of suggested host nation suppliers when requested.
  • Performs review of proposal responses to determine compliance with specified technical characteristics.


6. Facilities Subject Matter Expert
  • Serves as the facilities subject matter expert for NEX DVP, NHG RVP, General Managers and Logistics Managers in the Japan District by advising on suitability of facilities for proposed uses. Assists with concept development to satisfy new or changed requirements by preparing alternative proposals and scoping estimates. Provides engineering expertise to NEXCOM managers on Japanese codes and regulations that may require an alternative to NEXCOM standard equipment.
- Coordinates with NAVFAC installation and Region planners to ensure NEXCOM requirements are considered in short- and long-term planning actions. Reviews draft Installation Development Plans, Master Plans and DD1391 documentation and provides comments.
  • Maintains a technical library for NEXCOM Japan facilities to include basic facility data (building number and area), current floor plans, recent project plans and utility as-built data.
  • Periodically validates data against NEXCOM records, NAVFAC facility database (i NFADS) and installation engineer technical library.


7. Personnel Management
- Performs first- and second-level supervisory functions for a multi-cultural workforce composed of professional, administrative and trade personnel. Monitors host nation holidays and State Department travel advisories to maximize in-house team efficiency for projects located outside Japan.
  • Ensures compliance with performance management (including awards and discipline), mandatory training, and collective bargaining (Conditions of Employment) guidelines.
  • Determines the appropriate number and mix of personnel required to accomplish mission, and prepares requests for recruiting actions, interviews applicants, and selects employees.
  • Ensures that safety programs are in effect and the elimination of safety hazards in the work area by complying with appropriate OSH guidelines.
  • Promotes good working conditions as measured by the Associate Satisfaction Index.
  • Carries out EEO policies and communicates support of these policies to subordinates.
Performs other related duties as assigned.
The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

GENERAL
EXPERIENCE: 3 years responsible experience which provided the applicant with a knowledge of general capital improvements construction, maintenance concepts and operational systems; material procurement and scheduling procedures; property management practices and procedures including budget and report preparation; skill in dealing with department managers; and the ability to exercise mature judgment. General experience consisting of routine duties that did not require technical knowledge or judgment is not considered qualifying.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for 9 months of experience, up to a maximum of a 4-year bachelor's degree for 3 years of general experience.
AND
SPECIALIZED EXPERIENCE: 5 years of progressively responsible experience that provided a background in successful planning and management of both operating and capital improvements project budgets; development and prioritization of capital improvements projects and equipment installations; coordination of construction and renovation projects, cost estimating and procurement of construction and renovation project materials and equipment; and first- and second-level supervisory functions for tradesmen and administrative staff.

DESIRABLE EXPERIENCE: 5 years of progressively responsible experience that provided a background in successful planning and management of both operating and capital improvements budgets for Do D projects; procuring and scheduling subcontractor services; coordinating team travel (including lodging, local transportation, and base access); familiarity with Do D Uniform Facility Criteria (UFC) and international building codes; and served as a Contracting Officer’s Technical Representative (COTR).
