Job Description
The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. The Team You’ll Work With:
The Mayor’s Office of Operations (Ops) works to make NYC government more effective and efficient. We are responsible for managing and coordinating multiagency initiatives and using data to help the City make informed policy decisions and strategic, targeted investments. We oversee the daily operations of City agencies, coordinates City initiatives, and assists agencies in improving service quality and in measuring performance to provide greater accountability. The Central Insurance Program (CIP) provides insurance for approximately 500 nonprofits at operating in a wide array of locations, including office-based settings, client service facilities, and, in some cases, off-site locations.
Currently, CIP’s portfolio of insured nonprofits consists of programs of the Department of Youth and Community Development (DYCD), which includes the Summer Youth Employment Program (SYEP) and receive general liability, workers’ compensation, and disability insurance. The portfolio also has NYC Services which utilizes Workers’ Compensation and disability insurance.
The Problems You’ll Solve:
The Program Associate will provide high-level counsel on complex insurance policy issues, planning, and implementation. They will support CIP by handling requests and ensuring proper administration of insurance coverage and claims. They will also in helping to augment existing systems in order to improve efficiency of processes and record retention.
Responsibilities will include, but are not limited to:
Insurance Administration
Claims Administration
o Processing incident reports with various insurance carriers.
o Reviewing, several times annually, claims against insurance carriers, to monitor volume and address any issues.

Responsibilities will include, but are not limited to:
Insurance Administration
- Handling and processing Certificates of Insurance (COI) documents for the Department of Youth and Community Development’s (DYCD) approved vendor/provider contracts and providing proof of coverage.
- Verifying and validating vendor eligibility with the New York State Workers Compensation Board (NYSWCB).
- Maintaining accurate records, by fiscal year, of approximately 5,000 insurance documents issued annually.
- Processing the insurance broker contracts.
Claims Administration
- Supporting the CIP workflow in the following functions:
o Processing incident reports with various insurance carriers.
o Reviewing, several times annually, claims against insurance carriers, to monitor volume and address any issues.
Systems Augmentation
- Document existing processes for CIP, and update procedures for DYCD when program changes are made; identify opportunities for improvement and increased efficiency.
- Recommend improvements to existing systems or recommend design for new system(s).
PREFERRED SKILLS
- Bachelor’s Degree plus four years full-time professional experience, or Master’s Degree plus two years full-time professional experience, or equivalent lived and professional experience.
- Highly organized and detail-oriented; ability to work independently.
- Experience maintaining detailed and accurate records; ability to maintain a high level of accuracy, transparency, and accountability in all work product;
- Demonstrated follow-through, ensuring requests are managed to completion;
- Experience with systems documentation with a mind for seeing the documented process from multiple perspectives;
- Ability to embrace and comprehend new technologies and software, and pioneer solutions to improve operational efficiency;
- Experience with relational databases a plus (e.g. MS Access, Airtable, Quickbase);
- Strong knowledge of Microsoft Office products such as Word and Excel.
- Interest in urban issues and/ or previous experience working in government a plus.

Minimum Qualifications
1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?
4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
