Job Description
Reporting to the Regional Heads of Programme and working closely with program managers, the role will contribute to the development and implementation of professionally written quality documents as per the program/project requirements. The main purpose of the role is to developing project quality plans, work instructions, quality procedures, method statements and implementing Project Quality Management Systems and its processes as per contract requirements including aligning these to Smiths Detection corporate quality standards.

The main purpose of the role is to developing project quality plans, work instructions, quality procedures, method statements and implementing Project Quality Management Systems and its processes as per contract requirements including aligning these to Smiths Detection corporate quality standards.
This role requires an ability to work under pressure and to demanding deadlines and engage with customers directly. As a key member of the Middle East Programmes team the role will also be primarily responsible for evaluating tenders, prepare compliance matrix, prepare quality plans for new tenders to contribute towards submissions required for bids/tenders. You will work closely with all members of the programmes team, PMO manager to improve bid response efficiency by applying the expert knowledge to address complex challenge presented in tender documents. You will also be involved in introducing in maintaining a knowledge base of ‘standard’ answers and templates against quality requirements, as well as identifying ways to improve the quality, consistency, and efficiency.
Duties & Responsibilities
- Responsible for the implementation of the Quality Management System for the assigned Project.
- Develop the Project Quality Plan and Project Quality Policy for the works and services to be provided which will meet and satisfy the contract requirements, applicable regularity requirements and Smiths Detection business process at all levels of operation.
- Monitor, Manage and continuously improve the project quality management system and update project quality plan proactively to maintain the highest standards.
- Coordinate with the Heads of Program /Project Director, advising on quality issues
- Conduct periodic internal audits to evaluate the effectiveness of the project quality management system and conformance with: Project specification requirements and procedures, ISO 9001:2015, Management directives, demonstrates the achievement of quality objectives and targets.
- Submit Monthly Project Quality Reports and KPI’s as per the project and contract requirements.
- Develop the Project Quality Training Plan and ensure implementation through training and maintenance of records.
- Review and approve sub-contractor Quality Control Plans
- Conduct periodic audits on subcontractors and suppliers to evaluate their performance and compliance with the above and their term of agreement.
- Manage changes in QMS processes.
- Establish key performance measures/ metrics for Program Department and Projects and their criticality and location of controls i.e. whether before, during or after results are produced
- Ensure all quality records relating to the project i.e., submittals/approvals of drawings, materials, method statements, request for information, request for inspections etc. are logged, filed, stored and maintained in such a way that they are readily identifiable, traceable and retrieval for as- built documentation.
- Ensure personnel are aware of the organization’s quality policy and objectives through induction and training where appropriate.
- Ensure the quality policy and objectives are communicated and displayed on notice/ bulletin boards
- Identify opportunities for improvement in the management system.
- Create the required documentation for all Testing requirements as per the project i.e., Work Inspection Reports (WIR), Material Inspection Report (MIR), Works Completion Inspection Report (CIR), Factory Acceptance and Site Acceptance Test Protocols and Reports, Training Records etc. Liaise with factory quality department to ensure project FAT requirements are fulfilled.
- Review the customers specification and ensure compliance with internal quality standards & documents

The Individual
- Bachelor (or higher) degree in Electronic/Mechanical Engineering and or Business Management.
- Experience in working on airport construction projects and knowledge of X-rays, Checkpoint System, Baggage Handling System is an added advantage.
- Must have a minimum of 7+ years of professional experience in quality management in international projects, ideally in Electrical/Mechanical or Oil &Gas industries.
- Additional training/certifications preferred in the areas of quality assurance and quality management, e.g. quality manager or quality officer
- Excellent presentation, written and oral communication skills in English.
- Strong time management / prioritization skills
- Experience in handling multiple end to end programs/projects concurrently across multiple products
- Excellent knowledge of MS Office and Excel. (Working knowledge in Auto Cad and Adobe Frame Maker would be an additional edge)
- Understanding and experience in implementation of the quality management system ISO 9001 and ability to make effective, timely decisions in a complex, regional market by sourcing and analyzing critical information.
- Strong decision-making skills & experience in working with senior management across business functions and must have the ability to manage projects, interface with clients and enjoy being hands on technically in the project. Comprehensive knowledge of industry standard
- Team Player, self-motivated with a positive outlook, ability to prioritize and co-ordinate several project at once i.e., multi-task, work well under pressure and be well organized.
- Candidates who are currently based in Kuwait will be preferred.
