Purpose
You will lead the teams responsible for the development of the operating strategies related to Health and Benefits, Rewards, Pension & Payroll, Customer Service and HR Systems, supporting the HR strategy of the Bank, and timely and qualitatively implement the effective and efficient HR policies, rules, guidelines and procedures in order to ensure internal customer satisfaction.Operating Network
You will report to the Director General of HR and supervise the managers and staff under your responsibility. You will interact with senior management and staff of HR and all EIB services at all levels, will have internal contacts with the Management Committee, the EIB’s Board of Directors and its sub-committees and external contacts with Peers from other EU institutions/international organisations.The Department has been recently reorganised as follows:
- Two units reporting directly to the Head of Department: Costumer Service Unit and HR Systems Unit.
- Health & Benefits Division is responsible for staff benefits, health administration and insurance, time and absence management for active employees, their dependents and/or former employees, as well as the medical service unit.
- Total Rewards, Pension & Payroll Division is responsible for the policies and processes related to Payroll and Pensions, Compensation and Benefits for staff at the headquarter and in the external offices in and outside EU.
Accountabilities
- Develop the strategy for the Department, with a short, medium and long term perspective in close cooperation with other teams within HR in order to support the overall strategy of the Directorate and of the Bank.
- Provide leadership and medium-long term vision within the Department and across HR.
- Establish and manage the resources and means necessary to develop, continuously improve and streamline operational procedures, policies and workflows within the perimeter of the department.
- Ensure continuous development of EIB HR policies and operations within the scope of the department and in close cooperation with other HR teams and other stakeholders.
- Understand and anticipate issues in the different areas of responsibilities, proactively managing required changes and foresee potential contribution by the Department in evolving situations impacting HR and the Bank in particular through the preparation and/or coordination of relevant projects or new initiatives.
- Define the scope of responsibility for each of the divisions and units, setting clear goals and ensuring that they are achieved.
- Lead, coordinate and supervise the execution of key HR processes and ensure consistency with EIB policies and regulations as well as HR best practice.
- Manage staff, their development and recruitment, and all teams’ operational efficiencies within the department to achieve the necessary results within the remit of the department.
- Ensure staff within the department have the right level of competencies, objectives and motivation, in order to implement the formulated strategy and policies and deliver results.
- Encourage and develop efficient communication and constructive collaboration and cooperation within HR as well as between HR and all related services, by identifying, reviewing and cascading key information across HR and within teams.
- Directly manage, coach and develop direct reports and ensure the management and development of all staff within the Department. Ensure that performance and competency assessment and development is carried out in regular and consistent manner within the Department.
- Ensure and foster good relations with the other Directorates in order to build co-operation and promote HR's image and in order to enable a smooth implementation of the relevant HR policies and processes.
Qualifications
- University degree (minimum an equivalent to a Bachelor) preferably in HR or in a business-related subject (e.g. economics, business, finance, accounting, law, political science).
- At least 10 years of relevant professional experience, ideally related to benefits and/ or compensation.
- Experience in the banking sector is a plus.
- At least 5 years of experience in managing and coaching staff, ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback).
- Critical thinking and clarity of vision, sensitivity to business and political issues, analytical skills and sound judgement.
- Empathy, excellent interpersonal and diplomatic skills. Ability to handle diverging interests, conflict and ambiguity.
- Personal and professional credibility, with excellent communication skills.
- High service orientation, focused on organisational contribution and efficiency, results and effectiveness.
- Demonstrated ability to drive the development and the implementation of processes.
- Creativity, openness to innovation and ability to support and manage change.
- Cross –cultural and diversity awareness, flexibility and adaptability.
- Excellent knowledge of English and/or French (**) with a good command of the other. Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
