Manager / Senior Manager, Strategy Coordination

Summary
The Manager / Senior Manager, Strategy Coordination is a member of the executive office of the
Secretary General and supports World Scouting’s structures with the effective implementation of its
Strategy for Scouting through triennial plans and related structures.

The role supports the smooth operations of volunteer structures implementing the plan, facilitates cross-
team and regional collaboration, and ensures that the progress of the strategy and triennial plans is
regularly monitored. The role includes overseeing volunteer appointment processes, maintaining
dashboards for project management, coordinating evaluation, and reporting to WSB stakeholders.


Responsibilities
Provide support to World Scouting’s strategic planning processes
  • Ensure the effective functioning of World Scouting’s planning processes at different levels of the
organisation, helping to implement key decisions efficiently.
  • Collaborate with teams at different levels of the organisation to track progress across global and
regional triennial plans to implement the Strategy for Scouting, promote collaboration across
projects, and offer support when needed.
  • Assist senior management by helping align and integrate global and regional plans into the WSB’s
master operational plan, ensuring coordinated efforts.
  • Support senior management in identifying staff members and teams to support and lead projects,
based on competences required as well as workload balancing.
Monitor and support the implementation of the triennial plan
  • Develop and manage a high-level progress dashboard for the triennial plan by using it to track
and share progress, building on existing best practices in the organisation.
  • Coordinate, innovate, and promote project management practices across World Scouting’s
operations.




  • Design and roll out volunteer recruitment, appointment, support, recognition and offboarding
processes, in collaboration with staff and volunteers.
  • Explore, propose, and implement innovative approaches to further streamline as to how the
triennial plan is implemented.
Support evaluation and reporting processes
  • Analyse data related to the Strategy for Scouting and develop recommendations to improving
implementation or adjusting course where needed.
  • Coordinate reporting processes across teams, ensuring everyone understands expectations and
delivers reports timely.
  • Lead efforts to communicate the progress of the Strategy for Scouting by creating engaging
visuals, stories, and sharing best practices.
  • Ensure WSB reporting processes are completed smoothly and on time by coordinating with
relevant teams.
  • Take on additional tasks and projects from time to time, as requested by the Senior Manager,
Governance & Board Relations.




Job requirements
Qualifications and experience
Education
A university degree in management, project management, public administration, international relations,
or a related field, or equivalent through demonstrable experience.


Professional experience
  • At least 3 years of experience in a coordination or strategic planning role, preferably within a non-
profit organisation or an NGO setting. Experience in international organisations is an asset.
  • Experience in project management, including the development and use of dashboards or tools for
monitoring progress and ensuring alignment with strategic objectives.
  • Demonstrated experience in supporting governance structures and working with senior
leadership teams in an advisory or coordinating capacity.
  • Experience of working with volunteers in a professional setting, including recruitment,
onboarding, support, and recognition processes.
  • Familiarity with evaluation frameworks as well as monitoring and evaluation practices for
assessing the effectiveness of strategic initiatives and plans.
  • Experience in managing cross-team collaboration and facilitating stakeholder communication
across geographically dispersed teams.
  • Proven ability to design and implement knowledge management practices to ensure effective
documentation and sharing of institutional knowledge. Technical skills
  • Strong proficiency in project management tools, dashboards, and reporting software.
  • Excellent writing and presentation skills, with the ability to produce high-quality background
materials, reports, and presentations for senior leaders.
  • Advanced computer literacy, including experience with Microsoft Office Suite, collaboration tools
(e.g., Microsoft Teams, Slack), and data visualisation tools for producing engaging reports and
infographics.
  • Fluency in English (written and spoken) is essential. Knowledge of other WOSM languages
(French, Arabic, Spanish) is an advantage.

presentations, and official communications.
  • Self-motivated and driven: Works independently with minimal supervision and takes initiative to
drive projects forward. Displays a strong sense of responsibility, ownership, and accountability in
delivering results.
  • Adaptable and flexible: Comfortable working in a dynamic environment where priorities may
shift, and able to adapt quickly to new tasks or changes in direction. Willing to take on additional
responsibilities as needed.
  • High integrity and professionalism: Upholds WSB’s values, acting with honesty, ethics, and
transparency in all actions. Maintains confidentiality and discretion in sensitive matters.
  • Effective coordination: Able to coordinate with different stakeholders across teams and
locations.




Summary of employment
Terms and conditions
The WSB offers a range of tangible and intangible benefits. This is a full-time position with a contract of
four years and an option to extend the contract, subject to agreement by both parties.

  • The salary - paid on a monthly basis - will be appropriate to the seniority of the role.
  • The position can be based in any WSB Support Centre, to be agreed with the successful candidate.
  • Contractual hours of work are a minimum of 40 hours per week, Monday to Friday (Sunday to
Thursday in our Arab Support Centre). Additional hours may be required for the effective
performance of the role. The successful candidate must be willing to work in the evenings and on
weekends, when necessary.
  • Annual leave and public holiday entitlement as per the law in the country where the position is
based and the WSB Leave Policy.
  • The WSB has a pension plan, education scheme, and a medical insurance plan. Full details will be
provided on employment.
  • Relocation support will be provided for international appointments.

The offer of appointment will be subject to:

  • Three satisfactory references.
  • Confirmation of eligibility to work in the agreed duty station (or the ability to obtain the
appropriate work permits, at the WSB’s expense).

The confirmation of appointment will be subject to:

  • Background check, including verification of criminal record and relevant qualifications.
  • Satisfactory completion of the probation period (three months).
