Summary:
The work schedule for this position is:

  • Part Time (20 of hours per week)

Start date: This position is available now. Candidate must be able to begin working within a reasonable period of time 2-3 weeks of receipt of agency authorization and/or clearances/certifications or their candidacy may end. This position is an addition to the original HR Assistant that was previously advertised.

Duties

Under the supervision of the Human Resources Officer, the Job Holder is responsible for managing a variety of human resources projects and programs for the US. Embassy Rabat and Consulate Casablanca. The functions performed include, but are not limited to: Leads all EFM hiring at Post; manages the Summer Overseas Seasonal Hire Program (OSHP) and the Foreign Service Family Reserve Corps (FSFRC). Manages the Performance Management Process for all Foreign Service employees in Mission Morocco, including administration of e Performance; and conducts the Foreign Service Officer (FSO) Test.

Qualifications and Evaluations
Requirements:
For the experience requirement, applicants must meet either Option 1 or Option 2 to qualify.

Option 1:


Experience: Minimum of five years of human resources or administrative experience is required.


Education: High school diploma is required.


Option 2:


Experience: Minimum of three years of human resources or administrative experience is required.


Education: Two years of college studies is required.



JOB KNOWLEDGE:


  • Ability to exercise discretion and tact in processing requests for information or assistance.

  • Understanding the importance of customer service and the principles of confidentiality is required. Ability to handle PII is required.

  • Well-developed written and oral presentation skills is required.

  • Ability to explain technical material and regulatory guidance and provide authoritative and concise advice to superiors and other officers/employees is required.

  • Knowledge of PC and Internet based software (MS Office, Share Point) is required.

LANGUAGE: Fluency in written/spoken / reading English is required. (This will be tested)

  • Must be able to obtain and maintain a Secret security clearance.

  • Must be able to explain technical material and regulatory guidance, and provide authoritative and concise advice to superiors and other officers/employees .

  • Must have excellent organizational skills, attention to detail, and ability to maintain confidentiality.

  • Must be able to handle PII information .

  • Must be able to exercise discretion and tact in processing requests for information or assistance.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.

  • IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification. A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant. The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.

** This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
