The Health and Disability Commissioner promotes and protects the rights of health and disability services consumers and facilitates the fair and efficient resolution of complaints relating to infringements of those rights.
The Deputy Commissioner, Disability is responsible for ensuring that HDC is accessible and responsive to tangata whaikaha/ disabled people. This includes engaging with tangata whaikaha/ disabled people to understand their experience of the health and disability system, empowering disabled people to highlight issues of concern and exercise their rights under the Code and promoting quality improvement. The work also supports the Government's commitment to Te Tiriti o Waitangi.

Mō tēnei tūranga mahi | About this role
This is an exciting opportunity to join the HDC as the Principal Advisor – Disability. The Principal Advisor – Disability will hold extensive knowledge about the Disability sector in NZ and will provide trusted strategic advice and support to the Deputy Commissioner, Disability including playing a leading role in the delivery of HDC's Disability Strategy and an affiliated work programme for HDC.
HDC's Disability Strategy is focused on:
  • increasing public understanding and trust in HDC to hold the health and disability system to account, the Code of Rights and the role of complaints in the continuous quality improvement of the health and disability system;
  • equipping HDC staff to support Tangata Whaikaha/ disabled people; and
  • ensuring HDC's communication with the public is as accessible; simple and person-centred as possible.
Stakeholder engagement is an integral component to the HDC's Disability Strategy. This requires the use of the incumbent's extensive strategic, sector relationships and engagement expertise to develop and contribute substantially to the delivery of the Disability Strategy.
The Principal Advisor – Disability, is self-directed and acts autonomously, consulting with and keeping the Deputy Commissioner, Disability briefed on activities as needed.
The person in this role will be assisting the Deputy Commissioner, Disability as required.

The Principal Advisor – Disability, is an experienced advisor who is highly knowledgeable about New Zealand's disability sector. They will be able to act autonomously and lead with confidence. Their advice and analysis will be fit for purpose, analytical, and shaped for the needs of the audience. In addition, the employee will:
  • Have a passion for advancing disability rights
  • Have a relevant postgraduate qualification
  • Have proven intellectual ability and a high level of analytical and technical expertise
  • Have a well-developed ability to critically analyse and interpret complex information and make effective, well-reasoned decisions
  • Ensure that advice is evidence based, communicated clearly, and in a manner that meets the needs of the audience
  • Provide advice that strategically considers broader issues and implications
  • Have the ability to influence teams and lead projects
  • Have the ability to manage time and meet deadlines
  • Have stress management and resilience skills
  • Have a high level of initiative
  • Have an approachable, collegial and friendly manner
  • Be computer literate (Microsoft Suite)
  • Develop and maintain appropriate professional relationships and networks that foster collaboration within the health and disability sector
  • Have an understanding of the principles of the Tiriti o Waitangi, and the aims and aspirations of Māori
  • Sensitivity to the values of other cultural and ethnic groups.
  • Proven experience in leading stakeholder engagement including engagement with consumers
  • A team player with proven ability to work collaboratively internally and with a diverse, range of external stakeholders.
  • Proven experience in stakeholder engagement.
  • A sound understanding of HDC's role in sector development is strongly preferred.
