Mō tēnei tūranga mahi | About this role
In this role you will:
  • Be the primary source of Intelligence leadership for NEMA
  • Lead the implementation of the Intelligence work programme, which will grow intelligence capacity, capability, and deliver quality processes for NCC, NCMC and the system
  • Design the future work programme ready for a catastrophic event
  • Be an Intelligence function manager in response and recovery

The position sits with National Operations Unit / Tari o Ngā Mahi ā-Motu. Their purpose is to lead the operational systems, arrangements, facilities and infrastructure of NEMA to be ready for and able to respond effectively to emergencies. National Operations is also responsible for maintaining and operating the National Crisis Management Centre (NCMC), and its alternative site, for emergency responses.
As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response. This may include potentially long hours and challenging working conditions, e.g. an emergency could occur at any time of the day or night and may require working shifts and/or working weekends. NEMA provides thorough training prior to you being required to assist in a response. NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency. The welfare and wellbeing of our staff is of upmost importance.

Due to the nature of our role in Emergency Management, NEMA has a very dynamic work environment and as a small agency, staff are often required to pivot and change focus on their work at short notice. Attributes of adaptability, agility, resilience and curiosity are all required on a daily basis, in and out of times of emergency response.

We are looking for a candidate with the following attributes:

  • Advanced skills in presenting to a range of audiences, written and verbal; connects with audience, is positive and strengths based; strong networking ability.
  • A team player, comfortable facilitating a collaborative work environment, while also knowing when to work autonomously and deliver on responsibilities.
  • Flexibility of approach, strategic and operational thinking, able to adapt in constantly changing circumstances and complex environments and anticipate issues that warrant intervention.
  • Customer and results orientated: driven to produce results and high-quality products; high standards, detail oriented, gets things done.
  • Anticipates complex problems and watches for tell-tale indicators that warrant intervention, strong problem solving skills.
  • Able to travel domestically when required.
Huanga Whaiaro | Key requirements
  • Significant knowledge and experience of applying intelligence in a multi-agency emergency response.
  • Understand the characteristics and selection of intelligence collection and information requirements processes and systems.
  • Demonstrate knowledge of intelligence collection assets (strengths and limitations) including geospatial and human intelligence.
  • Relevant experience in a senior level role working in a collaborative, complex, fast changing and high-pressured environment.
  • Experience working at both strategic and operational levels to deliver outputs, with an understanding of using intelligence to assess community impacts.
  • Experience in persuading, influencing, and building and maintaining effective relationships.

The indicative salary range for this role is $144,291 - $161,266 including Kiwisaver employer contributions.
Whakaritenga Haumaru | Security Requirements
Due to the security requirements of this role, a high level clearance is required and applicants must be a New Zealand citizen or a New Zealand Permanent Resident who is a citizen of Australia, UK, USA or Canada to be eligible.
