The job requires a dynamic, self-motivated person who enjoys a challenge and wishes to hold a key position in an exciting development in the offshore oil industry in Nigeria.
Prime responsibility will be to assist and understudy the Marine (and Safety) Officer in all aspects of his work. This will include cargo loading and ballasting, including
all aspects of stability and strength calculations, cargo sampling, offload hose maintenance and general shipboard duties.
To assist with marine and tanker system operations, air and supply boat logistics on, off and to the installation to ensure that activities in support of operations can be conducted in a timely, safe and cost-effective manner.
Areas of responsibility:
- Cargo documentation
- Cargo and ballast tank management
- Cargo and ballast handling operations
- Vessel stability and longitudinal strength
- Offtake operations
- Oil in storage stock record-keeping and stock reconciliation
- SPM and ancillary equipment
- Helicopter movements
- Supply vessel movements in and around the FPSO, and their associated facilities including the OGGS riser jacket.
- Security, with particular reference to the ISPS
Networks with
Corporate S&E Team members, DPR and NNPC, Forcados Marine Office, Shift Supervisors and Control Room Operators, In-Field Support and Work Vessels, Cargo Surveyors, Metering and Laboratory staff, Deck crew and marine support staff.Accountabilities
- Assist in the loading, storage, transfer and discharge of crude oil in a safe and efficient manner
- Assist in the production of detailed loading/discharge plans maintaining the vessel’s condition of draft, trim, stress and bending moments within acceptable limits at all times
- Use of inert gas to maintain a safe and positive pressure regime in the cargo spaces at all times
- Produce daily stock reports of oil in storage and stock reconciliation after each tanker offtake
- Act as responsible party for liaison with Immigration, the Department of Petroleum Resources (DPR) and other government representatives involved in oil lifting in the Offshore
- Assist the Production Control Room Operator during periods of crude oil export.
- Assist in the preparation of all documentation associated with the export of crude oil from the installation.
- Operate slop tank system, including clean water overboard discharge, in accordance with the installation operating procedures.
- First line maintenance on all equipment under his control.
- Act as Permit to Work “Area Authority” for all marine systems.
- Ensure correct operation of the radar system.
- Assist in preparing cargo, ballast, and slop oil tanks for entry and subsequent return to service when required. To include all isolation and cleaning requirements.
- Ensure the Single Point Mooring Buoy and associated equipment is available at all times for crude oil export.
- Assist Marine Supervisor in security matters, relief Port Facility Security officer as required
- Relief Marine Supervisor as required.
Ballast Handling Systems:
- Assist in carrying out the loading, transfer and discharge of ballast water in a safe and efficient manner
- Assist in the utilisation of ballast systems to ensure the installation does not exceed minimum or maximum draft requirements, stress or bending moment parameters
Offtake Systems and Operations:
- Ensure that the deployment, utilisation and recovery of the offtake systems are carried out in a safe and efficient manner
- Ensure that sufficient replacement offtake equipment is on board or available to minimise downtime in the event of component failure
- Assist in the offtake operation in conjunction with the Operations Team
- Liaise with DPR, the Immigration Department and other government agency representatives in all aspects pertaining to offtake operations
- Assist with export cargo accounting and reconciliation
Tank Management:
- Ensure tank atmosphere monitoring equipment is available and functioning
- Operate all tank cleaning equipment
- Assist and supervise all tank entries and measurements
Safety Management System and Safety Case:
- Assist with the maintenance of the Safety Case and the implementation of the Safety Management System on the installation
- Audit and monitor the activities specified in the SMS Activity Catalogue
Safety Programme:
- Supervise specialist equipment inspection and maintenance contracts.
- Provide input to installation job pre-planning through JSA and toolbox talks
Safety Meetings:
- Assist the Marine and Safety Supervisor in the running of installation safety meetings by drawing attention to particular problem areas and advising of safety information. Act as installation focal point for safety themes, providing necessary external professional advice and assistance to other users
- Monitor the action points arising from the installation safety meetings
Environmental Control:
- Act as site focal point for the co-ordination of matters related to protection of the environment including routine overboard discharge, waste emissions, waste reduction and reporting of spills
Safety Training:
- Assist in conducting induction briefings, on behalf of the installation section heads, for all new personnel within 24 hours of their arrival on the installation. This induction should be tailored to the needs of the personnel attending the briefing
- Conduct the training of on-site personnel in the following safety critical activities – tank entry and confined space entry procedures, use of breathing apparatus (BA), gas testing, including search and rescue
- Act as nominated deputy for the Asset Operator under the permit to work system for all cranes, lifeboats and escape system facilities, cargo handling and tank management systems. Ensure that all relevant safety equipment and systems are maintained in an operable condition
- Assist in ensuring that supply vessel operations are carried out in a safe and timely manner
- Ensure that helicopter operations are carried out in accordance with Company policy to meet operating requirements and that related equipment is properly maintained

Assist the Marine Supervisor in controlling marine activity to ensure that
standby vessels conform to installation operational safety requirements, anchoring/survey/diving operations in the vicinity of the installation are conducted safely, and bulk and general transfers to and from the installation are also performed safely
To contribute to the operation of one of the largest FPSO’s in the world in line with tight budgetary control and minimum manning principles.
The FPSO’s and their associated facilities represent a step change in technical complexity as well as introducing a number of new technical processes not currently deployed in the Company
To ensure that there is adequate ullage as a lack has a major impact on the production operation
To gain a working knowledge of safety legislation, safety and environmental procedures and safety equipment.

What we need from you?
- Valid STCW95 Deck Officer Class 2 certificate with tanker endorsement. A Deck Officer Class 3 certificate may be acceptable subject to relevant experience.
- A minimum of 5 years sea time on tankers, including VLCCs.
- Experience in the operation of a crude oil terminal and Single Point Mooring buoys would be an advantage
- GMDSS qualified
- Strong leadership skills and the ability to work with minimum supervision
- The incumbent must be prepared to train and become qualified to undertake the duties of a Permit Signatory and System Auditor.
- Knowledge and experience of offshore loading hoses would be an added advantage in ensuring that hose maintenance and maintenance of spare parts is carried out.
- A working knowledge of the Corporate S&E procedures and Terminal working practices is required as is a sound knowledge of marine offtake operations and the handling of crude oil and ballast systems, including the use of associated safety systems. Hands-on experience with submerged FRAMO pumping systems and inert gas generators would be a definite advantage.
- The incumbent must have sound experience in man-management. Experience in the field of loading and discharging supply vessels and knowledge of helicopter operations are also desirable.
