About Regionalized Vaccine Manufacturing Collaborative
The stark disparities in vaccine distribution during the COVID-19 pandemic have underscored the urgency of promoting regional vaccine manufacturing networks to support equitable access and vaccine self-sufficiency. Regionalized approaches are needed to achieve the necessary scale of demand, investment, and capability to maintain viable and sustainable vaccine production.
In 2022, RVMC was formed to identify common needs and leading practices that facilitate establishing regionalized vaccine manufacturing efforts. It was supported by a diverse group of stakeholders, including national governments, industry, and regional bodies. Initially, RVMC was hosted by the World Economic Forum (WEF) and co-chaired by the US National Academies of Medicine (NAM) and the Coalition of Epidemic Preparedness Innovations (CEPI). As of January 2024, CEPI is hosting the RVMC Secretariat for the next three years, providing USD 15 million in funding.
Our vision is a world where vaccine equity and health security are created for countries in all regions of the world. We aim to achieve this vision by supporting the establishment of regional vaccine manufacturing and supply chain networks capable of producing vaccines for routine use in a sustainable manner, with readiness for outbreak manufacturing. Over the next 3 years, the RVMC Secretariat will advocate for change, align partners for impact, advise on sustainable approaches, and account for progress, focusing on Africa, Latin America and the Caribbean, and Southeast Asia.
The RVMC Framework, published in January 2024, outlines the challenges and opportunities in developing regionalized vaccine manufacturing capacity across eight pillars which are the building blocks to establishing a sustainable ecosystem. The RVMC Secretariat’s strategy was published in July 2024, outlining our strategic approach and goals between 2024 and 2027.


About CEPI

Launched in 2017, the Coalition for Epidemic Preparedness Innovations (CEPI) is an international coalition of governments, academic, philanthropic, private, public, and intergovernmental institutions whose vision is to create a world in which epidemics and pandemics are no longer a threat to humanity. Our mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need. CEPI has played a central role in the global response to COVID-19, creating the world’s largest portfolio of COVID-19 vaccines and co-leading COVAX. CEPI has supported several scientific breakthroughs in vaccines development against other infectious diseases, including the investment in the first phase 3 trial of a Chikungunya vaccine, now FDA approved, and the first ever advancement of Nipah virus and Lassa virus vaccines candidates into phase 1 clinical trials.
CEPI has launched a plan to reduce the vaccine development timeline to a 100-day ‘moonshot’ target and to advance the development of broadly protective vaccines that can protect coronaviruses and other high risk viral families. The plans also calls for an improved global manufacturing capacity, particularly in lower income countries. New approaches to manufacturing need to be advanced to produce vaccines at the speed and scale needed to stamp out a pandemic threat (https://100days.cepi.net/). Manufacturers in South Africa, Senegal and Indonesia have partnered with CEPI to strengthen and broaden their capabilities, with further partnerships pending.

About the role
The Director will play a pivotal role in implementing the RVMC Strategy, supporting efforts to enable regionalized vaccine manufacturing being economically sustainable, with a focus on analyzing and strengthening demand for regionally produced products and collaboration with key regional and global partners.
The Director will also deputise for the Managing Director and assist in leading and managing the RVMC Secretariat and its roster of consultants. The Secretariat presently includes a senior advisor for industry engagement, two Project Managers, a Vaccine Market Advisor, and a Comms and Events Manager. There are plans to further develop the Secretariat with additional regional roles to help further deliver on the key mission of RVMC.
The role will report directly into the Managing Director of RVMC. This will be a Fixed Term Contract until August 2027 with the possibility of extension.

Responsibilities
  • Provide thought leadership in the development and articulation of RVHC's vision for regionalization and subsequent implimentations and policy positions, collaborating with partners to define and align around a common approach.
  • Leveraging experience from Global South/LHIC regions, develop a partnership and advocacy plan covering our engagement and collaboration with regional and global political forums and multilateral public health initiatives and build and maintain relationships with key stakeholders in these areas.
  • Advise on regional vaccine market analysis and commission research and analysis. Serve as a liaison between international and regional stakeholders, providing expertise on vaccine markets and health economic standards. Lead the Vaccine Market Advisor and consultants in generating and sharing data for evidence-based decision-making.
  • Represent RVMC at international fora, events, and meetings, including those organized by the Secretariat.
  • Engage with RVHC's founding parties, Executive Committee, and Strategic Advisory Board to guide the strategic direction of the Collaborative as well as define and follow up on work programs.
  • Support the Managing Director to develop and manage the Secretariat's operational plan and budget.
  • Continuously monitor and assess RVMC's progress in close collaboration with the Managing Director, Secretariat members, and consultants.
  • Deputise for the Managing Director on internal and external matters when required.


Education, Experience and Competence
  • Advanced degree in public health, business administration, engineering or political science, providing a strong foundation for strategic leadership, stakeholder engagement and decision-making in the global health/vaccines landscape.
  • A minimum of 10 years in a senior position in global health, ideally with a focus on vaccine manufacturing & supply chains.
  • Deep understanding of the socio-economic, cultural, and political dynamics within Global South/LMIC regions. Proven ability to navigate complex local environments, build effective partnerships with local stakeholders, and adapt strategies to fit the specific needs and challenges of these regions.
  • Experience in active and adaptive portfolio management to deliver strategic goals and objectives, including significant experience of managing consultancies to ensure effective and cost-efficient delivery.
  • Experience in establishing/leading public-private partnerships.
  • Proven collaboration skills, including managing shared project implementation and problem- solving.
  • Excellent policy advocacy and engagement strategy development and implementation experience, including high-impact convening and communications oversight.
  • Excellent supportive team management skills.
  • Awareness of cultural, equality, diversity and inclusion aspects involved in international teams and partner collaboration.
  • Able to handle confidential information with complete discretion.


Travel and Location Requirements
  • This role can be based in Norway/UK/US with extensive international travel anticipated (up to 40%)
