About Water Aid
Water Aid is an international not-for-profit, determined to make clean water, decent toilets, and good hygiene normal for everyone, everywhere within a generation. Hygiene behaviour change, menstrual hygiene, rural and urban sanitation and safe water systems, WASH in institutions (healthcare facilities, schools, public places) and nature-based solutions for water conservation, groundwater recharge and waste-water treatment are some of the interventions used for achieving our objectives. We also work with sector partners to support and influence the behavioural, institutional and policy mechanisms for accelerating progress toward achieving safe and sustainable WASH access for the poor and marginalized communities.

Background
Absence of proper Infection prevention and control (IPC) arrangements in health facilities poses a challenge to hospitals and healthcare worldwide. Worldwide an estimated more than 1.4 million patients at any given time suffer from infections acquired in healthcare facilities (HCFs). The risk of Healthcare Acquired Infection (HCAIs) in developing countries is 2–20 times higher than in developed countries. The proportion of patients affected by HCAIs can even exceed 25% in developing countries. During the neonatal period, infections in hospital births account for 4–56% of all cause deaths[1]. Healthcare Acquired Infections (HCAIs) can be spread by contact in hospitals and result in a patient who is admitted for a specific healthcare action, catching a new or different infection during their stay.
Without controlling the spread of infection, hospitals would become unsafe to go to or visit which would create huge healthcare problems across society.
The primary role of infection prevention arrangements in health facilities are to reduce the risk for hospital-acquired infection, thereby protecting patients, employees, and visitors.
Infection control programs that include strategies such as hand hygiene, personal protective equipment (PPE), environmental cleaning, and surveillance have become standard. However, challenges such as resistance to change, resource limitations, patient turnover, and variability in patient conditions persist. Strategies to maintain hospital infection control involve rigorous compliance monitoring, staff education and innovative sanitation methods[2].
Considering that more than half of infections are considered preventable by implementing some standard protocols, Water Aid Pakistan intends to execute capacity building activities under a Nutrition and Hygiene behaviour change project named Increase Gains in Nutrition by Integration, Education, Evaluation and Empowerment (IGNIT3) in district Swabi. Under hygiene behavours change component, the project aims to address the issues of HCAIs by developing tailored training material and delivering trainings to strengthen institutional capacity of the target groups and improve their knowledge and practices, thus contribute to preventions of infections in healthcare facilities.
Purpose of the assignment
The purpose of this assignment is the development of customized interactive modules for health care providers (including doctors, LHVs, EPI trephinations, public health technicians, midwives, and health facility sanitary staff) in line with their roles/ responsibilities, adopting WHO’s framework on IPC, guidelines/ manual on infection prevention and control. These training modules will be used for building the capacity of relevant staff on necessary infection prevention and control measures during provision of healthcare. Consultant will also conduct a Training of Trainers (To T)/ master trainers for a group of 15-20 participants on all the developed modules for further cascading/ rolling out to specific target groups.
Specific Objectives
Scope of Work
Under this assignment, the individual consultant/firm responsible to:
  • Desk Review of Existing Resources: Undertake desk research and analyse all the available national/regional/global documents/training modules, training materials to fully understand the scope IPC and identify materials can be used in developing the tailored training manuals/ modules for target groups.
  • Consultations with the Health Department to Identify Training Needs: Consult health department/ healthcare staff to carry out a ‘Training Needs Assessment’ for IPC to identify the specific needs of each target group. Map out the issues and identify the priorities in line with the objectives of this project. This should include consultations and meetings and key informant interviews with relevant stakeholders/target groups.
  • Manual Development: Develop a comprehensive training manual that contains separate modules/ chapters for doctors, LHVs, /Nurses/Public Health technicians, EPI technicians, Midwives, and health facility sanitation worker for 2 days training.
    • Manual is expected to be developed in English and translated into Urdu language.
    • Manual/modules should be supported by relevant images and interactive activities and scenarios/ case studies.

    • Plan of action
    • Conduct Training of Master Trainers: Conduct three days tailored training of master trainers on the comprehensive manual for a group of 15-20 participants with cascading strategies and action plan according to the training modules for specific target groups. Consultant will provide a detailed report on the training conducted, included but not limited to, executive summary, details of proceedings and pre and post-test analysis. Also provide soft copy of pre and post-test analysis.

The consultant is expected to deliver the following:
The following deliverables are anticipated as outcomes of the proposed consultancy.
  • Training Needs Assessment Report including proposed topics and strategy to address the training needs of each target group.
  • A comprehensive training manual, with tailored modules/ chapters for doctors, LHVs, /Nurses/Public Health technicians, EPI technicians, Midwives, and health facility sanitation worker for the duration of 1-1.5 days training.
  • Provide manual in English and Urdu languages.
    • Manual/modules should be supported by relevant images and interactive activities and scenarios/ case studies.
    • A guiding manual for trainers on how to conduct session and use IEC material developed/ activity designed for each session.
    • Sessions’ plan and
    • Pre/post-test for each target group
    • Action plan
    • A three days training of trainers (TOT) workshop facilitated in Swabi for Master Trainers along with workshop report developed, including the pre-post training evaluation.
    • Editable/ source files are provided to WAP including source files for all images.
Supervision
Project Coordinator IGNIT3 will be the focal point for this assignment however WASH and health specialist Water Aid Pakistan will provide technical oversight on the contents of training modules.
Duration of assignment
Water Aid intends to receive the services of a selected consultant with total level of efforts of 37 working days spreading over 2.5 months commencing from the agreement signing date.

Each candidate shall submit technical and financial proposals in two separate sealed envelopes. Technical offers will first be evaluated according to the “Evaluation criteria” below and the technical qualification threshold point is “70”.

b. Financial offer
For financial offer, each deliverable must be included in the financial offer. All deliverables MUST be completed within the assignment duration.
Standard Contract Terms & Conditions
Water Aid practices the following terms and conditions stated below:
  • Intellectual Property Rights in all documents/information/ other materials prior to the date of execution of an agreement pursuant to this bid shall vest in the Party to which such document/information/materials belong.
  • All Intellectual Property provided by Water Aid Pakistan to the Consultant for performing the obligations under the agreement with Water Aid shall remain the exclusive property of Water Aid Pakistan.
  • Any reports produced/data collected, or any other Intellectual Property generated by the Consultant pursuant to or under the agreement with Water Aid shall be the exclusive property of Water Aid Pakistan.
  • The vendor assumes all responsibility for complying with local legal codes as they apply to an Agreement and work performed there under. In addition, the vendor shall be liable to pay all applicable taxes and fees as required by the laws of government of Pakistan. Water Aid will deduct Income Tax and VAT at source as per Govt. rules.
  • The vendor shall not without first obtaining the consent in writing of Water Aid, permit any of its duties or obligations made under the Agreement to be performed or carried out by any other person or reassign his/her interest in the Agreement.
  • The vendor shall not hold Water Aid liable for any accident or misadventure befalling them whilst on duty or pursuing activities to fulfil the Agreement.
  • Water Aid reserves the right to accept and reject any proposal without assigning any verbal and or written rationale whatsoever.
