Regional Context

The South Asia Region (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather event. Additional challenges are that South Asia is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid growth in coming decades.

Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

People Practice Group

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. The People PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

Social protection programs, including social assistance, insurance, and services for the vulnerable, are key to reducing poverty and boosting resilience. They help build human capital and promote productive inclusion, while jobs are essential for poverty reduction and prosperity. The World Bank's Social Protection & Jobs (SP&J) Global Practice supports developing countries in these areas through strategies, financing, and program design for safety nets, advisory services for contributory schemes, labor market analysis, and integrated system designs for effective social program delivery.

The SPJ Global Practice is hiring an Extended Term Consultant in Islamabad to aid in program design and implementation, reporting to the Practice Manager for South Asia.

The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.

Role & Responsibilities:

As a member of the SPJ Global Practice team in Pakistan, the Extended Term Consultant will have the following responsibilities:

  • Social Protection Policy Dialogue. S/He will support and coordinate with various government levels to strengthen social protection systems, engage with civil society and academia, and lead educational events on social protection policies.
  • Lending: S/he will assist in developing, evaluating, and overseeing social protection projects, engage in project planning, and facilitate client support activities.
  • Implementation support to project. S/he will oversee project implementation, coordinate review missions, monitor compliance, liaise for consistency, provide feedback, refine plans, review budgets, and update on project progress and issues.
  • Client relation. S/he will enhance client relations and aid in developing the SP team's work program.
  • Non-lending Service. S/he will aid in producing policy materials, partake in regional social protection activities, and develop project-specific M&E systems.
  • Cross-sectoral work. S/he will collaborate with other Global Practices for cross-sectoral work.

Selection Criteria

This position requires an individual with maturity, judgment and negotiation skills, and the ability to work well with teams within the Bank, development partners, and with senior government officials.
Key requirements for this position are:

1. Master’s degree in relevant discipline (e.g. public policy, public administration, economics, social sciences, or another related field) with at least five years of relevant work experience (experience in social protection is preferred).
2. Good understanding of the overall social protection landscape in Pakistan.
3. Knowledge of the implementation arrangements of social protection in Pakistan, including government structure, decision making bodies and bureaucracy at both federal and provincial levels.
4. Capacity to provide technical support to clients in English and, if required, in Urdu.
5. Proven ability to interact effectively across social and ethnic boundaries and to work in a collaborative team environment.
6. Fluency in English and Urdu is required.
7. Availability to travel to the field and internationally (if required) for supervision, monitoring and learning purposes.
8. Conceptual and Analytic Skills: The ET Consultant should have the ability to think “out of the box” and to help clients develop a flexible and innovative approach to designing and implementing social protection policies and programs.
