UNDP has a global mandate to support governments in strengthening security and justice sector governance) and has extensive experience in proving strategic advice and assistance in this regard in a range of countries and contexts globally.
UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the merged districts (MDs), Balochistan, Gilgit Baltistan, and Islamabad Capital Territory (ICT). The Programme intents to expand geographically to cover Sindh and Punjab. Working in close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme of work aims to enhance and sustain peace and stability for the longer- term in Pakistan.
The overall Programme activities and interventions therefore directly correspond with the government of Pakistan’s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.
As such the Rule of Law Programme implementation is guided by the following four strategic objectives:
  • Policy, legal and regulatory frameworks strengthened to warrant people-centered, equitable, timely, affordable justice and security delivery to all people with an emphasis on women, marginalized and vulnerable groups, and digital technologies.
  • Capacity of justice and security stakeholders (duty bearers) enhanced to deliver inclusive, timely, and accessible services to all people with an emphasis on women and digital technologies.
  • Capacity of women, and the most vulnerable and marginalized (rights holders) strengthened to access referral pathways to justice and security.
  • Justice and security sector institutional facilities enhanced to deliver inclusive, timely, and accessible justice and security services, through women friendly and gender- responsive infrastructure development support with an emphasis on flood resilience and green energy.
Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels.
UNDP Rule of Law Programme is implemented with generous funding from the European Union (EU), Bureau of International Narcotics and Law Enforcement Affairs (US- INL), and the Government of Japan.
The Project Coordination Associate will support the programme manager and technical leads in ensuring effective and efficient implementation of the Rule of Law Programme’s deliverables. The support will include programmatic, administrative, and overall coordination support as required. Reporting directly to the Programme Manager, the incumbent will be responsible for assisting in various operational, administrative, IT, and protocol processes to ensure the smooth implementation of programme activities. Additionally, the Project Coordination Associate will maintain an organized repository of all project records for the programme to facilitate efficient information management.
Duties and Responsibilities

The incumbent will report directly to the Programme Manager – Rule of Law Programme, Democratic Governance Unit (DGU), UNDP, Pakistan, UNDP.

Programmatic Support
  • Assist in coordinating project activity-related stakeholder consultations, interviews, and meetings.
  • Assist in data collection and recording for M&E, including training workshops, pre- and post feedback assessments, beneficiary and public perception surveys, project evaluations, and related activities.
  • Assist in information / data collection from the Rule of Law Programme team on requests from the CO units, and act as the focal point of the Rule of Law Programme to coordinate timely information and data collection and submission upon such requests from the CO.
Operational Support
  • Assist in the preparation and implementation of project-related events such as stakeholder meetings, workshops, trainings, and conferences, including venue booking, equipment setup, and catering arrangements.
  • Provide logistical support to Rule of Law Programme staff and stakeholders, including travel arrangements, venue hire, and accommodation, including submission of travel requests and plans, hotel and flight bookings and related tasks.
  • Assist in the coordination of the procurement process of goods and services for programme activities, including acting as the liaison focal point with the service providers to ensure timely and quality delivery of goods and services.
Administrative support
  • Assist in the preparation and dissemination of project-related communications, including emails, memos, and reports.
  • Assist in the up-to-date maintenance of programme documentation and correspondence for easy access and reference.
  • Provide general administrative support to project staff, including scheduling meetings, updating, and managing calendars, and handling correspondence.

Required Skills and Experience

Education:
  • Secondary education is required.
  • University degree (Bachelor's degree) in Business Administration, Public Administration, Social Sciences or related field will be given due consideration but is not a requirement.
Experience:
  • Minimum 7 years (with Secondary education) or 4 (with Bachelor´s degree) of working experience in the area of programme coordination and management, operations, and administrative support.
  • Knowledge of procurement and administrative processes is essential.
  • Experience in administration of development projects is essential.
  • Previous work experience with the UN/UNDP/ international organizations is an advantage.
  • Excellent knowledge of computers, including MS Office (Word, Excel, Power Point, etc.).
  • Experience working with government and non-governmental stakeholders will be an asset.
  • Knowledge of the Rule of Law sector in Pakistan will be an asset.
  • Ability to multi- task and manage and implement combined tasks.
  • Excellent organizational skills.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries.
Required Languages:
  • Excellent command of English and Urdu languages is required.
  • Knowledge of Pashtu will be an asset.
Travel:
  • This position is based in Peshawar with occasional travel to Islamabad, or other sites including Quetta and the Merged Districts.
  • Travel will be managed according to UNDP’s rules and regulations.
