The Work You Will Do:

The Environmental Supervisor IV for the Onsite Sewage Program (OSP) plays a crucial role at the Florida Department of Environmental Protection by overseeing the inspection and regulation of septic systems in their service hub. This position ensures that new constructions, repairs, and modifications of septic systems comply with state environmental standards, thereby safeguarding public health and the environment.

This position is located within the Onsite Sewage Program, a vital component of the Florida Department of Environmental Protection's efforts to manage and protect the state's water resources.

Primary Responsibilities:

  • Lead a local team of field staff, providing guidance, mentorship, and support to foster a collaborative and productive work environment.
  • Build and maintain partnerships with local stakeholders, including county agencies, contractors, and citizens.
  • Foster a culture of continuous improvement, promoting innovation and exceptional customer service to enhance the efficiency and quality of the department’s services to the public.


This position is essential to the agency's mission of protecting Florida's natural resources and ensuring the health and safety of its residents through effective management of onsite sewage systems.

The Difference You Will Make:

The Environmental Supervisor IV for the Onsite Sewage Program is responsible for ensuring that septic systems are properly installed, maintained, and repaired within their local service hub. This role helps prevent the contamination of Florida’s groundwater and surface waters. Properly functioning septic systems prevent untreated wastewater from entering natural habitats, protecting Florida’s diverse ecosystems, including its rivers, lakes, and coastal waters. Clean water is also essential for public health, as it reduces the risk of waterborne illnesses and ensures clean water resources for communities.

Where You Will Work:
This position is located in DEP’s Panama City office located at 2420 Jenks Ave., Panama City, FL. The Panama City service hub will serve several counties in the Northwest Florida area as needed. This service hub will primarily serve Jackson, Washington, Bay, Calhoun, Gulf, and Franklin counties.

Pay:
$72,100-$74,263/annually (commensurate with experience)

Your Specific Responsibilities:

  • Supervise and manage field staff performing inspections of onsite sewage treatment and disposal systems (OSTDS) to ensure compliance with Chapter 62-6, Florida Administrative Code (F.A.C.) and other applicable regulations.
  • Conduct field inspections for complex or challenging OSTDS installations, repairs, and sanitary nuisance cases as needed, especially when technical expertise is required.
  • Oversee and review OSTDS permit applications, site evaluations, and inspection reports to ensure accuracy and compliance with relevant Florida statutes and Chapter 62-6, F.A.C.
  • Provide guidance and training to field staff on OSTDS inspection protocols, regulatory updates, and best practices to ensure uniformity and high standards in the field.
  • Monitor workload distribution among field staff and adjust assignments to balance priorities and ensure timely completion of inspections and permit processing.
  • Coordinate with contractors, engineers, applicants, and other stakeholders on complex OSTDS issues requiring advanced technical knowledge and regulatory interpretation.
  • Resolve field staff issues related to inspections, permitting, or compliance, and provide leadership in troubleshooting difficult or unique cases.
  • Ensure that all required documentation, reports, and data entry related to OSTDS inspections, permits, and compliance are completed accurately and within required timeframes.
  • Develop and maintain protocols for consistent enforcement of applicable Florida statutes and rules governing OSTDS, including recommending enforcement actions when necessary.
  • Participate in and lead enforcement meetings, working with legal and regulatory teams to address violations and noncompliance.
  • Manage performance evaluations, workload assessments, and professional development for field staff to foster a high-performing team.
  • Serve as a technical resource for field staff, applicants, contractors, and the public regarding OSTDS program requirements, compliance strategies, and regulatory interpretation.
  • Contribute to program development by identifying areas for process improvement, policy updates, or training needs based on field staff feedback and observed trends.
  • Perform other supervisory duties and field inspections as needed to support the overall efficiency and effectiveness of the OSTDS program.

Required Qualifications:

  • A bachelor’s degree from an accredited college or university with four years of related work experience, or any combination of postsecondary
    education or verifiable related experience, as described above, for a total of eight years.
  • Valid State Issued Driver’s License


  • Environmental Health Professional Certification in Onsite Sewage Systems, or be a Registered Sanitarian, or the equivalent under s.381.0101, Florida Statutes.
  • Ability to travel, including some overnight.
